Governing Belgium is a more complex challenge than governing most other industrialised democracies. The linguistic cleavage and its associated consociationalism, the extremely complex form of federalism, and enduring socio-economic cleavages all pose difficulties for the public sector. Many of the exceptional features of Belgian politics, notably the strength of political parties and perhaps greater clientelism and corruption than found in many other European systems can be seen, however, as means of coping with these complexities and enabling the system to govern.  相似文献

As a core principle of contemporary democracy, political representation has been the subject of numerous studies. In particular, responsiveness has been thoroughly examined and research suggests that policies tend to reflect citizens’ preferences. However, it has also been argued that, in some instances, responsiveness systematically reflects the preferences of the rich better than those of the poor, hence violating a second democratic principle, that of political equality. While much research has focused on the United States, this study tests whether differential responsiveness also occurs in European democracies and enquires about the structural factors that may cause such inequality. The article examines to what extent the preference gap between the rich and the poor as well as the level of electoral participation can account for variation in differential responsiveness. To do this, a dataset including information on 25 European countries from 2002 to 2010 is constructed and analysed using time-series cross-sectional methods. The findings suggest that European democracies experience differential responsiveness and that the preference gap and level of turnout partly account for this.  相似文献

The Role of Incubators in the Entrepreneurial Process   总被引:12,自引:4,他引:8  
We outline a model that improves our understanding of the role of incubators in the entrepreneurial process. Specifically, we focus on the impact of the services offered, namely infrastructure, coaching and networks, on the graduation rates of the respective incubators tenants. The model is tested among three different types of incubators, for-profit, non-profit, university-based incubators. Based on our qualitative findings, we conclude that our initial model is ineffective, in the sense that it cannot fully explain the role of the incubators in facilitating entrepreneurship. Interviews with directors of incubator centers were also carried out simultaneously. Further analysis of the results along with interview responses from incubator directors, led us to propose a more comprehensive model to explain how incubators affect the entrepreneurial process.  相似文献

The objective of this study was to compare the prevalence of mental disorders among sexual offenders in forensic psychiatry (SF) with the prevalence of such disorders among sexual offenders in prison (SP) and violent offenders in prison (VP). In a cross-sectional study, 40 of 47 SF detained in forensic psychiatry in Baden-Wuerttemberg, Germany, could be included. They were compared with 30 SP and 26 VP. All study participants were interviewed by means of SCID I and SCID II and assessments of functioning (GAF, BSS). There was a high prevalence of mental disorders (DSM-IV: Axis I) in all three groups (SF: 80%, SP: 63%, VP: 73%). Among SP and VP, this was attributed mainly to substance use disorders. The prevalence and comorbidity of personality disorders was significantly higher in the group of the SF (prevalence: SF: 85%, SP: 27%, VP: 39%). In a psychopathological view, SP were all together more similar to the imprisoned non-sexual delinquent VP than to the SF.  相似文献

We report here a review of the seventh mitochondrial DNA (mtDNA) exercise undertaken by the Spanish and Portuguese working group (GEP) of the International Society for Forensic Genetics (ISFG) corresponding to the period 2003-2004. Five reference bloodstains from five donors (M1-M5), a mixed stain of saliva and semen (M6), and a hair sample (M7) were submitted to each participating laboratory for nuclear DNA (nDNA; autosomal STR and Y-STR) and mtDNA analysis. Laboratories were asked to investigate the contributors of samples M6 and M7 among the reference donors (M1-M5). A total of 34 laboratories reported total or partial mtDNA sequence data from both, the reference bloodstains (M1-M5) and the hair sample (M7) concluding a match between mtDNA profiles of M5 and M7. Autosomal STR and Y-STR profiling was the preferred strategy to investigate the contributors of the semen/saliva mixture (M6). Nuclear DNA profiles were consistent with a mixture of saliva from the donor (female) of M4 and semen from donor M5, being the semen (XY) profile the dominant component of the mixture. Strikingly, and in contradiction to the nuclear DNA analysis, mtDNA sequencing results yield a more simple result: only the saliva contribution (M4) was detected, either after preferential lysis or after complete DNA digestion. Some labs provided with several explanations for this finding and carried out additional experiments to explain this apparent contradictory result. The results pointed to the existence of different relative amounts of nuclear and mtDNAs in saliva and semen. We conclude that this circumstance could strongly influence the interpretation of the mtDNA evidence in unbalanced mixtures and in consequence lead to false exclusions. During the GEP-ISFG annual conference a validation study was planned to progress in the interpretation of mtDNA from different mixtures.  相似文献

Abstract: After only a few months in office, President Clinton launched a major review of government operations. The review, commonly known as the Gore Commission, looked at government-wide issues, as well as department- or agency-specific matters. The commission consulted a widely read book by David Osborne and Ted Gaebler and studied various government efforts at reform, both in the United States and elsewhere during the 1980s. Yet the process, if not the substance, of the review goes considerably beyond any of these. This paper looks at the work of the Gore Commission, reports briefly on its findings, and compares the review process adopted by Gore with other, earlier, efforts. It also identifies a series of “lessons learned” from the Gore Commission in the hope that they will be helpful to other governments should they contemplate undertaking similar reform measures. Sommaire: Quelques mois après son entrée en fonction, le président Clinton a lancé une vaste révision des opérations gouvernementales. Dans le cadre de cette révision, connue sous le titre de “ Commission Gore ”, on a examiné des questions à l'échelon de l'ensemble du gouvernement, ainsi que des questions concernant des ministères et des organismes précis. Le présent article analyse le travail de la Commission Gore, rend compte brièvement de ses constatations et compare le processus de révision adopté par Gore avec d'autres efforts qui l'avaient précédé. This exploratory study examined whether associations between perceived school experiences and achievement motivation varied by language acculturation and generational status among a sample of immigrant and U.S. born Latino adolescents (n = 129). Ogbu's (1993) notion of primary and secondary cultural differences was adapted to better suit comparisons within this Latino group using the terms cultural attributes and cultural adaptations. Academic competence, school belonging, and parent involvement were positively related to achievement motivation. Academic competence and parent involvement were strongly related to achievement motivation among students who spoke English or were born in the U.S., suggesting that these associations may be cultural adaptations. Future intervention programs for Latino students, regardless of acculturation or generational status, should focus on making them feel supported and included. Acculturated Latino youth and youth who have lived in the U.S. for a long time should be targeted for programs that enhance academic competence and parent involvement.  相似文献
