Die Wählerstärke rechtspopulistischer Parteien wird regelmässig entweder auf ein Bedrohungsempfinden durch einen hohen lokalen Ausländeranteil oder aber geringe Kontaktmöglichkeiten zwischen Mehrheit und Minderheit zurückgeführt. Dieser Beitrag stützt sich theoretisch auf eine Synthese dieser Perspektiven, die als Halo‐Effekt bezeichnet wird. Demnach ist es weniger die lokale Grösse der lokalen, als fremd wahrgenommenen Bevölkerung als vielmehr deren relativer Anteil im Umland, der zu einem diffusen Bedrohungsgefühl führt. Der Wahlerfolg der Schweizerischen Volkspartei (SVP) auf Ebene der schweizerischen Gemeinden dient als Grundlage der empirischen Untersuchung, die alternativ mit Anteilen der ausländischen und muslimischen Bevölkerung durchgeführt wird. Räumliche Mehrebenen‐Regressionsmodelle liefern für beide Gruppen Hinweise auf eine Koexistenz von direkten negativen Effekten der Bevölkerungsanteile der Minderheiten auf den Anteil der SVP (im Sinne der Kontakthypothese) sowie von Halo‐Effekten, wobei die direkten Effekte etwas ausgeprägter auszufallen scheinen. Sozio‐strukturelle Faktoren können diese Zusammenhänge reduzieren (eine hohe Arbeitslosigkeit neutralisiert den negativen Effekt des Anteils Ausländer) oder verstärken (ein höheres Einkommensniveau akzentuiert den Halo‐Effekt für Muslime).  相似文献

Potential consequences of lowering voting age to 16 have been discussed in recent scientific and public debates. This article examines turnout of young voters aged 16 to 17 in Austria, the first European country that lowered the general voting age to 16. For this purpose we use unique data taken from electoral lists of two recent Austrian regional elections. The results support the idea that the so-called “first-time voting boost” is even stronger among the youngest voters as turnout was (a) higher compared to 18- to 20-year-old first-time voters and (b) not substantially lower than the average turnout rate. We conclude that our findings are encouraging for the idea of lowering voting age as a means to establish higher turnout rates in the future.  相似文献

The global economic and financial crisis is a challenge for all governments, but particularly for federal states because divided and/or shared territorial powers make federations susceptible to coordination problems in fiscal policy making. This article explores the effects of the ongoing crisis on federal relations. Three kinds of problems that may become the cause of federal tensions and conflicts are evoked: opportunism of subgovernments, centralisation and erosion of solidarity among members of the federation. Our analysis of fiscal policies and federal conflicts of 11 federations between 2007 and the present reveals three kinds of coordination problems: shirking in the use of federal government grants, rent‐seeking in equalisation payments, and over‐borrowing and over‐spending. Our results show that shirking remained limited to few cases and occurred only in the first part of the crisis. However, rent‐seeking and over‐borrowing and over‐spending led to a reduction of solidarity among subgovernments and to increased regulation of the fiscal discretion of the members of the federation. Subsequently, tensions in federal relations increased – although only in one case did this challenged the federal order.  相似文献

Specialized probation programs were developed to more effectively address the unique needs of probationers with serious mental illnesses. Probation officers are tasked with serving both law enforcement and rehabilitative functions, and officers play an important gatekeeper function in helping probationers with serious mental illnesses avoid long incarceration sentences. The purpose of this paper was to explore specialized and standard probation officers' work in supervising probationers with serious mental illnesses. Twenty-one probation officers (11 specialized and 10 standard) participated in semi-structured interviews. Qualitative analyses examined: 1 — beliefs on the relationship between mental illness and crime; 2 — purpose of specialized and standard probation units; and 3 — approaches to supervising probationers with serious mental illnesses. Implications for developing more effective probation supervision programs are discussed.  相似文献

Time poverty methodologies are a response to the failure of income-based measures of poverty to reflect gendered aspects of well-being. However, national time use surveys normally fail to examine issues around women and men's qualitative evaluation of their time uses, or the extent of their control over their own time. The result could be distorted policy responses which lose sight of the original intentions of time poverty as a tool to reveal gendered elements of well-being. This paper draws on the findings of a qualitative survey to asses a rural health promotion programme in Kyrgyzstan to demonstrate this point.

La pauvreté en temps, le sexe et le bien-être: les enseignements du programme kirghiz suisse suédois

Les méthodologies liées à la pauvreté en temps constituent une réponse à l’échec des mesures de la pauvreté basées sur le revenu pour traduire les aspects du bien-être liés au genre. Cependant, les études nationales sur l'utilisation du temps n'examinent pas en général les questions concernant l’évaluation qualitative par les femmes et les hommes des manières dont ils utilisent leur temps, ni la mesure du contrôle qu'ils exercent sur leur propre temps. Le résultat pourrait être des ripostes politiques déformées qui perdent de vue les intentions initiales de la pauvreté en temps comme outil visant à mettre à jour les aspects du bien-être liés au genre. Afin de démontrer cette observation, cet article s'inspire des conclusions d'une enquête qualitative menée pour évaluer un programme de promotion de la santé rurale au Kirghizistan.

Tiempo-pobreza, el género y el bienestar: lecciones del programa de Kirguistán Suiza Sueco

Las metodologías tiempo-pobreza constituyen una alternativa ante lo insuficientes que resultan las medidas de pobreza basadas en el ingreso cuando se considera el aspecto de género en el bienestar. En general, las encuestas nacionales de uso de tiempo no abordan las evaluaciones cualitativas realizadas por mujeres y hombres en relación a su uso del tiempo, así como tampoco valoran el alcance del control que tienen sobre su tiempo. Por ello, los resultados obtenidos en estos casos podrían dar pie a la elaboración de políticas equivocadas, que ignoren la intención original de las medidas tiempo-pobreza, en cuanto medidas que evidencian el factor de género en el bienestar. Este artículo se basa en las conclusiones de un estudio cualitativo, realizado con el objetivo de evaluar un programa de promoción de la salud rural en Kirguistán, el cual fue llevado a cabo para demostrar la validez de lo anterior.

Pobreza de tempo, gênero e bem-estar: lições do programa do Quirguistão Suíça Sueca

As metodologias de pobreza do tempo são uma resposta ao fracasso de medidas da pobreza baseadas na renda em refletir aspectos do bem-estar relativos a gênero. Porém, as avaliações nacionais do uso do tempo normalmente deixam de examinar questões relacionadas à avaliação qualitativa do uso do tempo por parte de mulheres e homens ou a extensão de seu controle sobre seu próprio tempo. O resultado poderia ser o de respostas de política distorcidas que perdem de vista as intenções originais da pobreza do tempo como ferramenta para revelar elementos de bem-estar relativos a gênero. Este artigo baseia-se nos resultados de uma pesquisa qualitativa para avaliar um programa de promoção da saúde rural em Kyrgyzstan a fim de demonstrar esse ponto.  相似文献

Abstract

In September 2006 NATO's role in Afghanistan expanded to cover the whole of the country. With 32,000 troops under NATO command Stage 4 of the International Security Assistance Force (ISAF) represents an open-ended commitment to rebuilding a country long torn by war and instability. The Alliance's showpiece for advanced military transformation, the the NATO Response Force (NRF) represents a down payment on the future of transatlantic military co-operation. Taken together these two developments reflect the reality of NATO's new interventionism of an Alliance that bears little or no resemblance to that which won the Cold War. NATO today is an organisation designed for global reach and global effect, undertaking operations at their most robust. Unfortunately, the re-design of NATO's architecture has not been matched by a parallel development in Alliance military capabilities. NATO's big three, the US, Britain and France, have taken steps to improve their military capabilities. However, the transformation of NATO's other militaries has proved slow and uneven, leaving many members unable to fulfil any meaningful role. Thus, as NATO today plans for both robust advanced expeditionary warfare and stabilisation and reconstruction vital to mission success in complex crisis management environments a gap is emerging. Indeed, in an Alliance in which only the Americans can afford both military capability and capacity most NATO Europeans face a capability–capacity crunch, forced to make a choice between small, lethal and expensive professional military forces or larger, cheaper more ponderous stabilisation and reconstruction forces. This article explores the consequences of the crunch and the implications for NATO's current and future role as the Alliance struggles to find a balance between fighting power and staying power.  相似文献

ABSTRACT

There are several models for delivering public services such as health care or education, most of which can be summarised under the headings of trust, mistrust, voice, and choice. Each contains assumptions concerning the motivation of the professionals and others who provide the service concerned: that is, the extent to which they are “knaves,” motivated primarily by self-interest, or “knights,” motivated by altruism and the desire to provide a public service. This article highlights the assumptions concerning motivation implicit in each of the delivery models, illustrating the points made by reference to the author's experience as a senior policy adviser to British Prime Minister Tony Blair and to some evidence on the performance of public services under the different models.  相似文献

The phrase ‘North – South divide’—as well as variations such as ‘North – South gap’ or ‘North – South cleavage’—has become well established in public discourse and scholarly writing. The phrase, however, is highly problematic, as it is simplistic and as there is a substantial danger of misapprehending it for ‘reality’ as such. The indiscriminate usage of the phrase ‘North – South divide’ overlooks the ways in which words create and shape our understanding of the world, on which we, in turn, base our judgements and decisions. The aim of the present paper is to point out specific ways through which this linguistic distinction—as much as any other—shapes our conception of (social) reality. The paper is in two parts. In the first we will initially draw out some pitfalls that inhere in the notion of a ‘North – South divide’qua notion, and then point to other pitfalls that relate to the usage of the expression. In the second part two case studies are presented to illustrate our arguments: one of them deals with China, the other with intellectual property rights.  相似文献
