The European Union (EU) is currently facing unprecedented challenges to its problem‐solving capacity, such as those represented by pressing transnational crises and by bottom‐up criticisms towards the European integration process. Moreover, the EU is said to compensate its weak input legitimacy with an enhanced problem‐solving capacity. However, the notion of problem‐solving itself has remained remarkably vague in the multilevel governance (MLG) literature. This symposium analyses problem‐solving in different MLG settings. In this introduction, we identify procedural and operational notions of problem‐solving in MLG, and present a structural framework to guide the comparative analyses of multilevel systems along the dimensions of political integration, functional differentiation and decentralization. The contributions to the symposium illustrate how structural elements of different multilevel systems shape both the policy‐making process and the politics of problem‐solving within these systems. ABSTRACTTransitional justice, which is typically part of a liberal peacebuilding strategy, often seems distant, ineffective or even counter-productive. The concept of resilience, to which transitional justice discourses and scholarship have remained relatively indifferent, appears useful to explore justice initiatives in conflict or post-conflict situations. This article argues that much can be gained from better understanding the relevance of – and significant risks associated with – resilience thinking in this context. Through a critical approach to resilience, and embedded within a legal-pluralist framework, it examines some of the ways of dealing with political violence, with a particular focus on the Central African Republic. 相似文献

The 1970s and 1980s meant an ethnic politicization of the indigenous movement in Ecuador, until this moment defined largely as a class-based movement of indigenous peasants. The indigenous organizations started to conceptualize indigenous peoples as nationalities with their own economic, social, cultural and legal structures and therefore with the right to autonomy and self-determination. Based on this conceptualization, the movement developed demands for a pluralist reform of state and society in order to install a plurinational state with wide degrees of autonomy and participation for indigenous nationalities. A part of those demands was the double strategy to fight for legal pluralism while already installing it at the local level. Even if some degrees of legal pluralism have been recognized in Ecuador since the mid-1990s, in practice, the local de facto practice prevails until today. Another central part of the demand for plurinationality is the representation of indigenous peoples in the legislative organs of the state, developing since their first appearance in the 1940s in a complex way. This article will analyze the development of right-based demands within the discourse of the indigenous movement in Ecuador, the visions of the implied state-reform and the organizational and political background and implication they have. Based on an analysis of the central texts of the indigenous organizations, conceptualizations of rights and laws and their appropriation within an autonomist discourse and a local practice will be highlighted. 相似文献

In the digital age, the Internet is an important factor in the emergence and success of political parties and social movements. Despite growing evidence that extremists of all stripes use the virtual world for their purposes, research on this topic still lacks a wide array of empirical data, case studies, and theoretical background. In particular, Facebook, as the most important social networking site, is a new tool for political parties and movements to mobilize followers. The article explores how the extreme-right party Jobbik uses this tool more successfully than other Hungarian parties or Western European extreme-right parties. Comparing the growth in followers highlights this success, and a look at how it generates likes helps to explain it. The article argues that Jobbik uses Facebook in a sophisticated way and suggests that this “likable” attitude helps to attract young and first-time voters. 相似文献

While equal political representation of all citizens is a fundamental democratic goal, it is hampered empirically in a multitude of ways. This study examines how the societal level of economic inequality affects the representation of relatively poor citizens by parties and governments. Using CSES survey data for citizens’ policy preferences and expert placements of political parties, empirical evidence is found that in economically more unequal societies, the party system represents the preferences of relatively poor citizens worse than in more equal societies. This moderating effect of economic equality is also found for policy congruence between citizens and governments, albeit slightly less clear-cut. 相似文献

Abstract Although the UK has no indigenous peoples as understood by the UN, its earlier colonial policies in Africa, the Americas, Asia and the Caribbean have had consequences for today’s first peoples Colonial policies that deprived the native populations of their lands, resources and self-determination were generally pursued by the independent states that came in their wake. Today the world’s indigenous peoples are looking to bring to an end their colonial-type situations and re-establish control over their lands and futures. After more than 20 years, the United Nations adopted a Declaration setting out the rights of indigenous peoples, but several Commonwealth countries were unrelenting opponents. This article looks at the colonial heritage as it affects indigenous peoples in the Commonwealth countries, some of the contemporary struggles and situations that have marked the last years, and tries to understand why countries such as Australia, Canada and New Zealand were the last to accept that indigenous peoples had a right to self-determination. 相似文献
