In recent years regional representation offices have proliferated in Brussels. Among the many aims of these offices are influencing the allocation and securing the transfer of European Structural and Cohesion funds. However, our knowledge about whether they have succeeded in this goal is limited. In this paper, we assess whether regional offices in Brussels have managed to affect the commitment and payment of Structural and Cohesion funds beyond the officially stated economic criteria of eligibility. The paper uses a custom-made survey of Brussels offices, complemented by economic, institutional, and political data. The results of the analyses for 123 regions over the period 2009–13 highlight that the capacity – proxied by the budget and staff of the office – of the regional offices to influence the commitment and payment of Structural and Cohesion funds has been negligible, when not outright negative. Regional lobbying in Brussels does not lead to more funds or to an easier disbursement of regional development funds. 相似文献

What politicians devote attention to, is an important question as political attention is a precondition of policy change. We use an experimental design to study politicians’ attention to incoming information and deploy it among large samples of elected politicians in three countries: Belgium, Canada, and Israel. Our sample includes party leaders, ministers and regular members of parliament. These elites were confronted with short bits of summary information framed in various ways and were then asked how likely it was that they would read the full information. We test for three frames: conflict, political conflict, and responsibility. We find that framing moderates the effect of messages on politicians’ attention to information. Politicians react more strongly (i.e., they devote more attention) to political conflict frames than to non-political conflict frames and they react stronger to political responsibility attributions than to non-political responsibility attributions. Conflict frames attract more attention than consensus frames only from members of opposition parties. Political conflict frames attract more attention from government party politicians. AbstractWe used survey and ethnographic data to study savings in a highly autarkic society of native Amazonians in Bolivia (Tsimane’). We equated savings with the amount of maize and rice in storage, area planted with plantains and manioc, and number of edible domesticated animals owned by a household or an adult. We found no large inter-annual change in savings possibly due to low income, impulsivity and a bundle of institutions and norms, such as borrowing, theft and reciprocity norms. Sipping alcohol during childhood may be a marker of differentiation as regards children’s future risk of underage drinking; yet very little is known about alcohol use when it occurs among elementary school-aged children. The purpose of the present study is to examine alcohol sipping behavior in a sample of third-grade school children to learn whether sipping is associated with attributes that could increase children’s likelihood of further underage drinking. We collected telephone interview data from 1,050 mothers and their third grade children (mean age 9.2 years; 48.2 % male) residing in the Southeastern United States. The majority of mothers were White non-Hispanic (69.02 %) or Black non-Hispanic (21.3 %); most (85 %) lived in households shared with fathers or other adult caretakers. We hypothesized that children who sip alcohol would score lower than abstinent peers on indicators of competence and score higher on indicators of exposure to alcohol-specific socialization by parents and peers. A multivariate model controlling for frequency of parent alcohol use and demographic covariates showed that children who had sipped alcohol were significantly less likely than abstinent peers to affirm indicators of competence and significantly more likely to affirm indicators of exposure to alcohol specific socialization by parents and by same age peers. These preliminary findings suggest that developmental attributes associated with risk of underage drinking begin to differentiate at least as young as middle childhood. Research is needed to test prospectively for continuity between alcohol risk attributes present in middle childhood and future alcohol use. 相似文献

The purpose of this study is to examine the link between the reputational components of efficacy and moral reliability of institutions, and citizens' compliance with institutional recommendations. Research on bureaucratic reputations highlights the significance of positive political reputations based on credibility and legitimacy, but the impact of these components is not systematically isolated and studied. We draw insights from political psychology to move beyond a positive‐negative valence‐based approach of reputation, and highlight the different effect of efficacy and moral reliability components of reputation on citizens' cooperation, engagement in water saving activities, and levels of complaints. We use the Cypriot Water Authority as a case study and inquire how its institutional reputation influences Cypriot citizens' behavior regarding water use. Our data was collected via a representative national survey administered to a random sample of 800 Cypriots in the spring of 2009 and show that favorable perceptions of particular components of institutional reputation shape the levels of satisfaction with specific organizational outputs. 相似文献
