Public administration has been struggling to address the balance between conflicting government values. Trust in the study is employed as nodal value to reconcile modern management dilemma concerning conflicting relationships between performance and accountability and between discretion and accountability. Using 2012 International Social Survey Program data, this paper analyzed the moderator and mediator role of government trust among discretion, performance, and accountability in cases of South Korea, Japan, and the United States. This study used factor analysis and ordinary least square multiple regression analysis. The statistical results partially confirmed the hypotheses regarding the mediating and moderating role of trust: (a) the moderating effect of the trust on the relationship between performance and accountability in South Korea; (b) the moderating impact of the trust on the relationship between deregulation and accountability in Japan; and (c) when governments work well, it leads to high level of trust, in turn followed by high accountability in the United States and Japan.  相似文献

Behaviors developed in adolescence influence health later in life. The purpose of this study was to investigate the frequency of health care provider's discussion of health behaviors with overweight and non-overweight adolescents and identify demographic and health behaviors related to exercise, hours of television viewing, and weight issues associated with these discussions. A Cross sectional survey of urban adolescents was conducted. Trained interviewers administered surveys over a three month period in 2001 at an urban academic pediatric and adolescent clinic. The 252 adolescents surveyed had a mean age of 15 with 49% categorized as being at risk for overweight/overweight and 51% as normal weight using the CDC percentiles for BMI. While 16% of the adolescents reported that their physician or nurse discussed the amount of television they watched, rates of discussion related to exercise (58%), and weight (54%) were much higher. In multivariate analyses, health care provider discussions with adolescents regarding exercise were more common for overweight (O.R.=2.42, 95% C.I. [1.28–4.57]) and at risk for overweight (O.R.=1.98, 95% C.I. [1.03–3.81]) adolescents, whereas physician discussion of television viewing was not associated with weight. Discussions of weight were more common for female (O.R.=2.18, 95% C.I. [1.21–3.95]), African-American (O.R.=2.53, 95% C.I. [1.40–4.57]), and overweight (O.R.=3.92, 95% C.I. [1.97–7.81]) adolescents. Even after adjusting for weight, race and gender strongly influenced the frequency of discussions about weight in physician offices. Although health care providers frequently address weight and exercise with adolescents, more discussions related to sedentary behaviors such as television viewing may be warranted to address adolescent obesity.Received PhD in Epidemiology from University of California, San Diego. This article considers how spatial analysis of housing submarkets can advance research into residential segregation. While an emphasis on housing submarkets has been proposed as a new construct for modeling housing prices, its use in analyzing residential segregation has been limited. Recent advances in spatial analysis and geographic information systems present new opportunities for researchers to exploit the potential of housing submarkets as constructs that offer a more precise way to examine residential segregation. The article synthesizes literature related to residential segregation and housing submarkets and demonstrates how to delineate housing submarkets using publicly available data. It examines the spatial distribution of housing submarkets and how the socially disadvantaged are represented across housing submarkets in St. Louis, Missouri, and Cincinnati, Ohio, to conclude that St. Louis's housing market is more polarized and racially segregated than Cincinnati's. Spatial analysis of housing submarkets, in conjunction with archival analysis, provides a promising avenue for identifying residential segregation as a multidimensional phenomenon, and a means to explore local processes of urban inequality.  相似文献

Most studies that have focused on female serial killers (FSKs), although informative, have examined limited sample sizes. We consulted mass media reports of demographics, motives, methods, mental health, and victim characteristics of 64 FSKs who committed their crimes in the US from 1821 to 2008. Consistent with other studies, our data showed that FSKs were typically White, educated, have been married, and held a caregiving role (e.g. mother, health care worker). Nearly 40% of FSKs in this sample experienced some form of mental illness. Their most common motive for murder was financial gain, and their most common method of killing was poisoning. FSKs knew all or most of their victims, and most were related to their victims. In all cases, FSKs targeted at least one victim who was a child, elderly, or infirm – those who had little chance of fighting back. We interpret these killers’ behaviors from clinical and evolutionary angles.  相似文献

The entry and exit of ministers has been of primary interest to students of political science and public management in Western countries. Responding to the lack of research on the entry and exit of ministers in non‐Western countries, this article examined determinants of both the entrance and exit of ministers in Korea from the life cycle point of view based on the Korean Ministerial Database from 1980 to 2008. We argued that as the Korean presidency shifts from an imperialistic to a democratic presidency, ministerial appointments in Korea also seem to shift from an expertise‐focused to a politics‐focused approach. Likewise, the primary resignation reason also shifts from policy failure to political reasons. We also argued that Korean presidents use their power to reshuffle cabinet ministers too often for their political interests. As a result, Korean ministers spend too little time in post; average tenure is now down to about one year. These short terms in office dilute a minister's ability to dictate departmental policy.  相似文献

ABSTRACT

The study of the length of ministerial tenure has received some attention by scholars of public management in Western countries. Responding to the lack of empirical research on ministerial duration in non-Western countries, this article empirically examines the determinants of ministerial duration based on the Korean Ministerial Database from 1980 to 2008. The empirical findings are as follows. First, being a female minister decreases the probability of stepping down by 1.78 times compared to a male minister. Second, political democratization after 1987 drastically increases the probability of ministerial stepping down by 3.46 times. Third, confirmation hearings after 2005 decrease the probability of ministerial stepping down by 0.53 times. Based on these empirical findings of the analysis, we can identify distinctive characteristics of ministerial duration in Korea. We argue that as the Korean political system shifts from military or authoritarian rule to democratic rule after 1987, a single five-year presidential term may set a political environment for frequent changes of ministers to allocate political spoils.  相似文献
