The use of the prison system to incarcerate has been one of the state’s primary control mechanisms since the early 1970s, immediately following many civil rights changes. A system of mass incarceration has entailed wide and continuous racial disparities which maintain inequality across social institutions, such as the economy and political participation – the institutions in which the civil rights movement sought to secure equality. This analysis examines the association between disparate crime control and racial residential segregation, another major social institution targeted by the civil rights movement. Links to theoretical discussions on racial formation, law and crime control, and residential segregation to advance our understanding of inequalities and the reciprocal relationships between these institutionalized processes are presented.  相似文献

The history of the International Conference on Penal Abolition (ICOPA) is explored, assessing major trends shaping the current growth of carceral practices and offering suggestions for the future of the conference movement. The goal here is to facilitate the expansion of abolitionism by describing the changing nature of what is to be abolished. A discussion of the emergence of prison abolitionism and of the ICOPA is presented, describing the shift in focus from prison to penal abolition. Taking these developments and character into account, an abolitionist gaze must be expanded to reflect a carceral abolition project, encompassing contemporary penal abolitionism while acknowledging the proliferation of carceral practices and spaces outside the traditional penal system.  相似文献

ABSTRACT

The aim of the present study was twofold. First, we wanted to quantify the level of knowledge of Swedish young people regarding sexual crime and to evaluate their supportive attitudes, while at the same time we aimed at identifying, through self-report, the sources that most contribute to such knowledge and attitudes. A sample of 245 upper secondary school students was selected from five schools in four Swedish counties. The results indicate that adolescents in Sweden have a high level of knowledge of rape, sexual molestation/harassment, and sexual exploitation of a dependent person. Furthermore, they show non-supportive attitudes to rape, sexual harassment, and sexual crime in general. However, some issues related to these types of crime proved to be confusing to the participants and, therefore, require targeting in education policies, specifically among juvenile males and those born abroad. The results are discussed in the context of the needs for sexual crime prevention.  相似文献

Recurring bills may be interpreted in two very different ways. First, there is the ‘legislative loser’ perspective, which posits that legislators introduce bills repeatedly for symbolic reasons, not intending or expecting them to go very far. Alternatively, there is the ‘softening up’ perspective, which assumes that legislators introduce bills more than once for policy reasons. They first test the waters, making a second attempt more successful. In this research article, we test these assumptions by examining the legislative impact of recurring bill status at various stages in the US House and Senate: initial committee attention, committee passage, attachment to an omnibus package and enactment. The evidence is mixed for the first stage of the process, while the findings for subsequent stages support the softening up interpretation. Abstract

Private equity has had a short but eventful history in East Asia, characterized first by US firm dominance and then by a nationalistic backlash. This article charts these earlier patterns, but argues that significant developments have taken place since the early 2000s, which have strengthened the position of private equity capital in the Asian political economy. As private equity deal-making has returned to Asia, new linkages have been formed between US private equity funds and local private equity players. Of particular importance have been US–Asian joint ventures, Asian nationals returning to domestic firms from US private equity houses and supportive local elites in the banking and pension fund sectors. The significance is two-fold. First, the spread of private equity has been founded on interdependent relationships between US actors and local actors, which have more successfully grounded the private equity industry in national political economies than its origins in the Asian crisis period. Second, despite the relative localization of Asian private equity, industry practices are still largely shaped by the US model of private equity and the merger and acquisition activity that it entails, rather than a distinct Asian private equity model. The findings of the article contribute to calls that have been made for research on the changing global economy that comprehensively integrates domestic and international levels of analysis.  相似文献

The World Bank and UNDP have proposed that migration and mobility facilitate economic development. Yet the epidemiological and public health literature has often associated migration and population mobility with the extension and intensification of infectious diseases, most recently epitomised by the AIDS pandemic. Within the context of the well-documented negative developmental impact of AIDS, this suggests a potential clash in perspectives on the role of migration. However, if insights from public health can be incorporated into broader development perspectives, it may be possible to realise the developmental benefits of migration while mitigating or avoiding any associated health concerns.  相似文献

This article examines how provincial and territorial government agencies and prison authorities in Canada promote new penal infrastructure initiatives. Through an analysis of press releases, websites, opening ceremonies and open houses to promote jail and prison construction projects, our analysis reveals discourses that are legitimating carceral expansion in the Canadian context including: the pursuit of public safety and institutional security; providing opportunities for rehabilitation and healing; addressing the legacies of colonization through the ‘indigenizing’ of imprisonment; generating economic stimulus through prison-related employment and other financial contributions; and the establishment of ‘environmentally-friendly’ prisons. Drawing from government records obtained using Access to Information and Freedom of Information requests, we also provide examples of how front stage messages communicated to the public are assembled by bureaucrats and marketing firms in the back stage of these punishment campaigns.  相似文献
