Using data from the National Longitudinal Study of Adolescent Health, various demographic, psychological, educational, and family variables were explored as predictors of pregnancy resolution. Only 2 of the 17 variables examined were significantly associated with pregnancy resolution (risk-taking and the desire to leave home). After controlling for these variables, adolescents who aborted an unwanted pregnancy were more inclined than adolescents who delivered to seek psychological counseling and they reported more frequent problems sleeping and more frequent marijuana use. No significant differences were observed for cigarette smoking, frequency of alcohol use, and problems with parents based on alcohol use after the controls were instituted; however without controls, significant associations were observed, underscoring the importance of the use of psychological and situational controls in studies of the consequences of abortion. The information derived from this study is potentially useful to parents and professionals who provide guidance to adolescents regarding pregnancy resolution. 相似文献

China's reform of government procurement aims to promote greater prudence in expenditure management through introducing transparency, accountability, and competition into the procurement process. The reform can also be construed as China's effort to fulfill its commitment to the WTO. This paper examines the evolution of the reform and measures the success of the reform against three indicators: the amount of cost reduction, the coverage of procurement activities, and the degree of harmonization with the WTO Agreement of Government Procurement. This paper argues that the success of the reform has been limited by an array of factors, including the misconceptions of certain procurement officials and their malpractices in procurement processes, the poor capacities of some local governments in enforcing reform, structural deficiencies in the budget management system, and the lack of political will of both central and local authorities in spurring trade liberalization. 相似文献

To what extent do local government Web sites support practical, meaningful public involvement? Fifteen years after the adoption and diffusion of the World Wide Web, the answer to this question remains cloudy and controversial. The promise—and peril—of Web‐based public involvement, known as e‐democracy, has been widely debated. Much of the debate has focused on theoretical abstractions or extrapolations of current political or technological trends. Empirical studies have been limited to reports on pilot projects, case studies, or special population surveys. This paper contributes to our empirical understanding of the question. It reports results of a recent comprehensive survey of official government Web sites in the principal cities of the 100 largest U.S. metropolitan areas. Several recent studies examine the degree to which congressional behavior affects candidates’ electoral fortunes (e.g., Carson, 2005). Research examining electoral competitiveness (Bond, Campbell, & Cottrill, 2001; Koetzle, 1998) and roll call voting (Bailey & Brady, 1998; Jones, 2003) finds that diversity in the electorate mediates the impact of numerous variables upon election outcomes and representation. However, the influence of diversity on other modes of representation – such as the policy positions taken by Senate candidates–remains unexplored. We investigate the link between representation and Senate candidates’ policy positions and thereby examine the degree to which voter diversity affects candidates’ policy responsiveness. We find that diversity significantly influences responsiveness, both directly and indirectly – candidates in homogenous states are more responsive to constituents than are candidates in heterogeneous states. 相似文献

This paper traces the history of the current conflict between Israel and Palestine from 1948–2005 C.E. It focuses on the frontier conflict between Israel and Palestine, a conflict that has resulted in four major wars during the post-Second World War period, and that has left Israel as the occupying power over a large swathe of territory not allocated to it by the United Nations in 1947. It outlines the nature of the refugee problem in Palestine and neighboring Arab states, and defines the political problems posed both by relative Israel-Palestine population growth, and by the `right to return’ claim by ousted Palestinian Arabs. It reviews the political problems posed by religious extremism and theocratic government both in Israel and Palestine. It concludes with a brief discussion of the unpleasant alternatives left as the road map to peace disintegrates and outlines a preferred solution from the perspective of the advanced western nations. 相似文献

The horrifying, tragic events of 9/11 made Americans aware of their vulnerability to terrorist attacks and triggered the creation of the Department of Homeland Security along with a substantial increase in federal spending to both thwart terrorist attacks and to increase our ability to respond to such emergencies. Much of this large increase in spending was in the form of direct transfers to states and cities through several grant programs. Homeland Security grants may be used for protection against terrorist activities, thereby enhancing public interests, or as wealth transfers to state and local governments, enhancing the reelection efforts of incumbents, and thus, private interests. Using 2004 per capita Homeland Security grant funding to states and their cities, we find that the funding formula used for some of the grant programs, which allocates almost 40% of the funds in some grant programs through a minimum percent to each state with the rest allocated based on population, means that per capita funding is related to electoral votes per capita, i.e., to the politics of Presidential re-election. However, the funding in other grant programs is also related to some of the dangers and vulnerabilities faced by states and their cities. Some of the variation in per capita grant allocations is also explained by the amount of airport traffic in the state and the state's population density, which are variables closely linked to the state's vulnerability to attack. Per capita Homeland Security grant allocations, however, do not seem to be related to the closeness of the 2000 presidential race. 相似文献

In the West, the middle class has been considered a potent agent of the sociopolitical transition toward democracy and the cornerstone of democratic rule. Does a middle class in China think and act democratically and hence serve as the harbinger of democratic change in that country? This study attempts to answer this critical question by examining the attitudinal and behavioral orientations of middle-class individuals toward grassroots self-government in urban China. It is based on data collected from a representative-sample survey conducted in Beijing. The findings indicate that China’s middle class expects grassroots self-government to be formed in a democratic way; yet the middle class is critical of the currently-implemented self-government system because it is not organized as democratically as they expect, and therefore the middle class is less likely to participate in the system. These findings have significant implications for the role of the Chinese middle class in the democratization of China. 相似文献

The mainstream policy literature identifies a number of activities as part of ‘policy-making’: ‘policy analysis’, ‘policy
advice’, ‘decision-making’, and perhaps also ‘implementation’ and ‘evaluation’. Describing policy in these terms is compatible
with the Western cultural account, and these terms tend to be applied to positions, organisational segments and official procedures.
But policy practitioners tend to find that on the one hand, their experience of their work bears little resemblance to the
assumptions in this policy-making model, and on the other, that policy outcomes seem to reflect much broader processes than
the work of specialist functionaries. On closer examination, we find that our thinking about policy activity draws on several
distinct and potentially conflicting perspectives, and that what is seen as ‘policy work’ depends on the conceptualisation
of the policy process. Framing the question in this way helps to understand the apparent differences between mainstream (American)
accounts of policy activity and policy practice in other political systems. 相似文献
