The central argument of this article is that many of the tools developed to strengthen for-profit businesses can be applied to NGOs to make them more effective and accountable. The authors address a gap in the development literature by defining and describing how business tools can be effectively transferred to NGOs. They examine the implementation of ISO 9000 Quality Standard by one NGO, the Cambodia Trust. The experiences of the Cambodia Trust demonstrate that business tools have a place in NGO management. The article also questions the extent to which the Cambodian experience can be seen as best practice for NGOs.  相似文献

Correctional rules and regulations requiring sexual abstinence for prison inmates, coupled with unsupported beliefs about the risks of condom provision, keep most inmates in a dangerous muddle of criminalized sexual expression, covert efforts at erroneous myth-based safe sex practices, and high risk of sexual disease contraction and transmission. With the vast majority of inmates eventually released to re-enter communities across the US, these health concerns are not quarantined to the correctional environment, but rather contribute to what has been described as the hidden epidemic in public health . Using inmate voice from a large-scale national examination of inmate sexual behavior, the current study explores inmates’ attempts at ‘safe sex’ in an environment where sexual behavior, though prohibited, frequently occurs, and where no sex is the only accepted form of ‘safe’ sex. Inmates identify many approaches to safe sexual practice including barrier protection, partner selection, and risk reduction strategies. Unfortunately, many improvised, though innovative, inmate protection strategies reflect a very rudimentary understanding of safe sex for the purpose of reducing disease transmission and contraction, frequently exacerbating these risks. Policy implications include widespread condom provision and expanded inmate education and programming around sexual health and disease prevention.  相似文献

The present study examined whether and which facets of emotion dysregulation serve an intervening role in the association between prior victimization and risk perception in an analogue sexual assault vignette. Participants were 714 university women who completed self-report measures of sexual victimization, emotion dysregulation, and a computer-administered written vignette of a college party scene that culminates in acquaintance rape. Approximately 42% of the sample reported lifetime sexual victimization during childhood, adolescence, or adulthood. Two individual aspects of emotion dysregulation, limited access to emotion regulation strategies and impulse control difficulties, mediated the association between lifetime victimization and leaving the scenario later. Findings suggest the importance of emotion dysregulation in predicting risk perception among victims and of improving victims' emotion regulation skills in revictimization risk reduction interventions.  相似文献

Abstract: Genetic information in forensic studies is largely limited to CODIS data and the ability to match samples and assign them to an individual. However, there are circumstances, in which a given DNA sample does not match anyone in the CODIS database, and no other information about the donor is available. In this study, we determined 75 SNPs in 24 genes (previously implicated in human or animal pigmentation studies) for the analysis of single‐ and multi‐locus associations with hair, skin, and eye color in 789 individuals of various ethnic backgrounds. Using multiple linear regression modeling, five SNPs in five genes were found to account for large proportions of pigmentation variation in hair, skin, and eyes in our across‐population analyses. Thus, these models may be of predictive value to determine an individual’s pigmentation type from a forensic sample, independent of ethnic origin.  相似文献

During antemortem and postmortem comparison of dental records of carbonized victims, restorations may be part of such records. The objective of this study was to evaluate the effect of heat on the fluorescence behavior of contemporary tooth‐colored restorative materials and natural tooth structure when subjected to range of temperatures, using illumination with 405 nm wavelength light. A total of 132 human extracted teeth restored with tooth‐colored restorative materials were exposed to heat (200, 500, 900, 1200°C) in an oven for 30 min. Samples were imaged before and after heat treatment. All tooth‐colored restorative materials underwent changes in color and in fluorescence properties, at each of the temperatures used. Resin‐based restorative materials still fluoresced at 200°C, and at 500°C underwent major color changes due to volatilization of resin. Materials containing inorganic fluorophores still fluoresced at 900°C, while at 1200°C, none of the materials tested in this study showed any fluorescence.  相似文献

Each year, the United States invests about $45 billion in research conducted by federal researchers within federal laboratories. These efforts generate extensive social benefits when results are transferred to the private sector. It is important that we effectively quantify the economic and societal impact of federal technology transfer activities to inform taxpayers and policymakers about the value of public investments in this form of research. The Argus II device, an artificial retina commercialized in the United States by Second Sight in 2013, provides a rich example of how private sector innovation can be enhanced by research collaborations with federal labs and academia. Over the 25-year journey from idea to product, Second Sight carried out research and development collaborations with six Department of Energy national laboratories and seven universities. The case of Argus II also offers valuable insight into (1) how private industry, academia, and government can work together to bring socially beneficial innovations to fruition and (2) the tradeoffs inherent in these public–private collaborations. In this paper, we use a Markov model to estimate the realized and potential future social benefits associated with Argus II. We provide an interactive tool that can be used to replicate our findings and modify assumptions using updated patient information as it becomes available. We also provide insight into the aspects of federal involvement surrounding the development of Argus II that contributed to its successful commercialization and discuss other spillover benefits from these public–private collaborations.  相似文献

The Republic of Ireland has been convulsed by a series of police corruption scandals over the past fifteen years and they show no sign of abating. In 2015, in an attempt to stem the consequent drain in public confidence in the Garda, the government established a Policing Authority which it presented as ‘the most important single change in the governance of the Garda Síochána in its history’. This article critically examines whether the new Irish Policing Authority can be interpreted as a successful adaptation of the traditional police authority concept to a parliamentary democracy policed by a single, national body. In particular, it considers whether it is equipped to shield the Garda and policing from the influence of partisan political and institutional interests, while at the same time deliver transparent democratic scrutiny of the Garda and policing on behalf of all sections of the community.  相似文献
