This study applies Elisabeth Noelle‐Neumann's spiral of silence theory to the controversial issue of whether children with AIDS should be allowed to attend public school. The study tests the theory's hypotheses in light of two content analyses of the media's treatment of the issue. The findings offer tentative and qualified support for Noelle‐Neumann's theoretical propositions about the relationship between individuals' perceptions of the issue and the media's tenor of the issue; particularly that of television. The findings suggest the need to address the role of other agents of influence, including reference groups, and to use time‐based data to unravel the causal order of the relationships.  相似文献

In 2009, two seminal documents were published by the United Kingdom (UK) government concerning healthcare services for offenders. The Bradley review into diversion for people with mental health problems and learning disabilities emphasised a need to improve offender health, not least because of the high economic costs to society as a whole resulting from unresolved mental illness, physical ill-health and substance abuse problems commonly experienced by offenders. The Bradley review made wide-reaching recommendations for change, requiring strong partnership between health and justice agencies at both central government and local levels. A framework for the delivery of Bradley's recommendations has been set out in Improving health, supporting justice, the Department of Health's offender health strategy which sets out the direction of travel for the next 10 years.This paper discusses the reality of working toward improving health services for this marginalised group in the context of the influence of the current straitened financial climate on the allocation of resources to publically funded healthcare in the UK; it examines the historically based, and widely held, belief in the principle of “less eligibility” within our society, whereby there is much public and media resistance to allocating resources to improving care for offenders when other, more “deserving”, groups are perceived to be in continuing need.  相似文献

Ex-armed forces personnel constitute the largest known occupational group in prison but there is little evidence regarding their mental health, or substance misuse, needs. A total of 105 participants were interviewed and measures assessing symptoms of common mental health (CMH) problems and substance misuse were completed along with a review of their health care records. Forty (38%) participants screened for current CMH problems (CCMH) and high levels of dual symptomology and alcohol misuse were assessed. Thirty-nine (37%) had a mental health diagnosis recorded, most commonly for post-traumatic stress disorder (PTSD), depression and personality disorder. Those who screened for a CCMH problem were more likely to have pre-service vulnerability to negative health outcomes and those with dual symptomology were more likely to have experienced deployment during their service. Findings suggest the mental health needs of this group are similar to the general prison population. Potentially higher prevalences of PTSD and alcohol misuse may direct service provision.  相似文献

Most of the studies on crime show that no society is immune from crime and organized crime. Large or small, complex or simple, developed or underdeveloped, every society faces the task of controlling crime and organized crime. Furthermore, recent events reveal that the so‐called ‘'domestic crime'’ has become more globalized, or internationalized. Unless dramatic changes take place, collectively, e.g., by the United Nations, no single nation can expect to control or regulate illegal activities. In particular, crime prevention and criminal justice has been a long standing agenda item of the General Assembly and the Economic and Social Council; the two principal legislative bodies governing the United Nations program of work in the criminal justice field. The Council is, after the Assembly itself, the major legislative and policy‐making organ of the United Nations. The field of criminal justice is an important component of social and economic affair, the Economic and Social Council determines policy and initiates activities. Within the United Nations system, the most direct responsibility for international efforts toward crime prevention and control is borne by the recently created Commission on Crime Prevention and Criminal Justice (which has replaced the expert subsidiary body of the Economic and Social Council, namely, the Committee on Crime Prevention and Control) and the Crime Prevention and Criminal Justice Branch. The establishment of the Commission, by the Economic and Social Council in February 1992, ushered in a new era in United Nations involvement in crime prevention and criminal justice. The commitment of the Member States to the prevention of crime and the promotion of justice through strengthened international cooperation has been clearly spelled out in numerous General Assembly and Economic and Social Council resolutions. Those resolutions are indicative of the Member States’ heightened awareness and concern that crime, in its internationalized form, has to be tackled by a multilateral approach including international cooperative measures, and that interdependent efforts are urgently required. The Commission provides a means by which Governments can be directly involved in the determination and supervision of the program of work of the United Nations in crime prevention and can clearly manifest their political will. Its establishment was the result of a long process of review of the functioning and program of work of the United Nations in crime prevention and criminal justice, and was seen as an indispensable condition of a structural reorganization of United Nations activities in this field. This article examines the role and force of international finance in contemporary capitalism and the norms being established by international financial governance structures. More than the matter of exclusion, the article argues that financial stability discourse girding issues related to the nature of capital market liberalisation, terrorist financing, money laundering and tax evasion attempts to suture over, erase and/or render illegitimate ideational resistance—particularly by offshore financial centres (ofcs) of the global South. The ongoing experience of the English-speaking Caribbean ofcs is discussed as local operatives have long been simultaneously framing as well as resisting Anglo-American insistence on a new configuration of market ethics, norms and sociality in the virtual world of ‘shores’ and high finance. This adds to the emerging body of work seeking to discursively unpack financialisation.  相似文献
