Many aspects of public policy delivery involve complex networks rather than independent agencies. Yet little work has been done to understand the nature of performance measurements in settings where the performance of one agency is heavily dependent on the activities of other agencies. The issue of dependence has implications for operational and reputational risks. Our case study is focused on performance reporting by the Australian Federal Police (AFP). Our findings indicate that performance reporting remains heavily focused on input and process measures with relatively few output or outcome measures. Contrary to expectation, the AFP did not claim credit for success and attribute poor performance to other stakeholders. We show how cartels rely on the adaptive social structure of committee meetings to ameliorate the competitive difficulties of markets. We distill the structure of the cartel committee and test hypotheses relating market structure to committee structure and ultimately to the efficacy of cartel price‐fixing. Cartel continuity and the corporate authority of the cartel are strong predictors of cartel effectiveness. Cartel continuity is responsive to market conditions that favor cartel formation. Centralization of cartel authority in decision making results in improved collusive pricing effectiveness. Criminologists have studied the spread of fraudulent practices and techniques among perpetrators. This article attempts to contribute to the field by looking at the other side of diffusion, examining the spread of fraud among investors in a case of “intermediate fraud.” Intermediate fraud occurs when fraudulent acts are committed in or by a legitimate business. Using comprehensive archival, interview, and survey data, we analyze a business that exhibited a two‐stage pattern of intermediate fraud: It was created and operated as a legitimate business in the first stage, and then economic crimes were increasingly committed in the second stage. We use diffusion theory to guide our analysis, investigating the ways in which five factors—product attributes, buyer attributes and behavior, seller attributes and behavior, structure of the social network, and method of propagation—influence the adoption and diffusion of investments in oil and gas wells among a population of investors. The case of intermediate fraud is interesting because the factors that contributed to the success of the business in its legitimate stage are the same factors that contributed to the success of the fraud in its illegitimate stage. 相似文献

Abstract: Issues of risk and public protection are currently a critical, and politically sensitive, area of practice for probation and youth justice services in England and Wales. The language of public protection shapes practice in significant ways, yet this use of terminology is an issue which has received relatively little attention. This article examines the current debate between policy makers and independent inspectors concerning the use of the terms 'harm' and 'serious harm' to illustrate how linguistic confusion can hinder practice. Abstract: Previous studies have shown that, because of their race, African American candidates for public office are often evaluated less favorably than their colleagues by voters. Does this dynamic continue when black candidates become elected officials? Using data on the North Carolina General Assembly, I address this question by examining the effects of race on perceptions of legislative effectiveness. When the dependent variable is the average effectiveness rating given by three groups—lobbyists, journalists, and other legislators—there is evidence that African American representatives are evaluated negatively because of their race. When the dependent variable is disaggregated into the separate effectiveness ratings given by each of the respondent groups individually, these negative perceptions of blacks on account of race remain on the part of lobbyists and other legislators, but not for journalists. Moreover, the negative perceptions of black representatives are not mitigated by these representatives possessing certain characteristics (e.g., seniority and leadership positions) that previous studies have found to be correlated with positive effectiveness evaluations. The presence of an African American Speaker in one legislative session did, however, seem to attenuate the negative perceptions. 相似文献
