JAPAN'S BUREAUCRATIC DECISION-MAKING ON THE TEXTBOOK

In social theory as well as in common folklore, the childhood years have been recognized as critical for the development of the individual's personality, social attitudes, and cultural values. In most societies, the school stands with the family and peer groups as one of the most significant agents of political learning. In Japan, school influence is much greater than the other two factors because of the educational system. The myths and legends of the past, the policies and programs of the present, and the goals and aspirations of the future are taught selectively. Consciously or not, textbooks justify and rationalize the political practices.     

CONFLICT AND CONSENSUS IN THE LAW ENFORCEMENT PROCESS Urban Minorities and the Police

The social psychological dimensions of intergroup consensus and conflict are explored as a framework for interpreting police-minority group relations The limitations of the cultural systems model (cross cultural perspective) are discussed and an intercultural approach is proposed as an alternative. This model, which focuses on the interpenetration of perspectives in social relations, is applied to the analysis of intergroup relations in both interactional and organizational contexts The specks problems of social coordination presented by the enforcement process are examined as a basis for predicting police-minority conflict. The implications of the analysis for social policy are outlined in both organizational and interactional terms.     

MORALITY,MARKETS, AND THE ASC: 2011 PRESIDENTIAL ADDRESS TO THE AMERICAN SOCIETY OF CRIMINOLOGY*

This Presidential Address explores the possibilities for fruitful multilevel theorizing in criminology by proposing an integration of insights from situational action theory (SAT), a distinctively micro‐level perspective, with insights from institutional anomie theory (IAT), a distinctively macro‐level perspective. These perspectives are strategic candidates for integration because morality plays a central role in both. IAT can enrich SAT by identifying indirect causes of crime that operate at the institutional level and by highlighting the impact of the institutional context on the perception‐choice process that underlies crime. Such multilevel theorizing can also promote the development of IAT by revealing the “micro‐instantiations” of macro‐level processes and by simulating further inquiry into the social preconditions for institutional configurations that are conducive to low levels of crime. Finally, drawing on Durkheim's classic work on occupational associations, I point to the potential role of professional associations such as the American Society of Criminology in promoting and sustaining a viable moral order in the advanced capitalist societies.     

Party over Policy? Scottish Nationalism and the Politics of Independence

The Scottish National Party (SNP) won control of Scotland's devolved government in the 2007 election yet opinion polls show no majority for its objective of independence in Europe. While the party is adept at exploiting short‐term political opportunity structures in the wider British context, as well as appealing to the ‘opinion electorate’, it appears less successful at persuading a majority of Scottish voters to agree with its core ideology. Helpful parallels can be drawn between 2007 and the last time the party polled over 30 per cent of the popular vote in Scotland at the 1974 (October) British General Election—then, as now, the Scottish voter appears to be willing to distinguish between party and policy.     

The Effects of Satellite Technology on Newsgathering from Remote Locations

Over the course of the last decade, the equipment used by news organizations to transmit text, voice, and images from locations without fixed or operational communications links has changed radically. Whereas remote real-time transmissions once required tons of satellite uplink equipment, generators, and a stable of technicians, approximately the same can be accomplished today with a laptop sized device and handheld digital camera. This sort of technological prowess was seen most recently in the 2003 war in Iraq. We hypothesize that, as a result of these technological developments, the likelihood of newsgathering from remote locations has increased. By “remote location,” we mean any place without the standard technical infrastructure (fixed satellite uplinks or high-speed terrestrial lines). Most often, remoteness of this sort is a feature of nonurban, less developed regions of the world. This hypothesis is a critical but untested presumption underlying recent debates concerning the CNN effect, event-driven news, and other aspects of the changing nature of the relationships between news media and policy. In our analysis, we find evidence of a decrease in the effects of remoteness on levels of U.S. media coverage of distant events.     

Soviet Piracy of U.S High-Tech Secrets

The explosive expansion of high technology internationally threatens the United States with a nettlesome problem now and in the decade to come. The Soviet Union has increased its espionage to steal high-tech secrets in order to increase its military strength while bolstering a shaky economy. A major national concern is how to protect national security without damaging research and development of new technologies. This paper examines the motivations of the Soviets, current U.S. efforts to combat this threat, and some measures to deal with illegal technology transfers.
