Despite ongoing debate regarding the effectiveness of tax abatements, Michigan's Industrial Facilities Tax (IFT) abatement program has been widely and extensively used to boost local economic development. In this article, we estimate the effects of industrial property tax abatements on industrial, residential, and commercial property value growth in the context of regional competition for a panel of 152 communities in the five counties surrounding Detroit from 1983 through 2002. We find that: (1) offering tax abatements yields statistically significant positive impacts on industrial property value growth; (2) the impacts are larger in high tax than in low tax communities; (3) there are positive spillover effects of industrial tax abatements on residential and commercial property value growth; (4) tax abatements offered in competitor communities do not appear to influence own industrial property value growth; and (5) changes in the own as well as competitor property tax rates are important determinants of industrial property value growth. However, the fiscal benefits of tax abatements are quite small as compared with the costs of offering abatements even when spillover benefits to residential and commercial properties are considered. 相似文献

This article conceptualizes the relationship between housing instability, residential mobility, and neighborhood quality. We summarize the existing literature about residential mobility and housing instability and examine their potential interactions along three dimensions: (a) the reasons for a move, including a variety of push and pull factors; (b) mobility outcomes in terms of whether moves result in residing in a better or worse neighborhood than that of the prior residence; and, especially important for low-income households, (c) the degree to which the current move and past experiences of moving have been discretionary or forced. Housing instability is a cumulative concept, with involuntary moves at its center. This synthetic model of housing instability's impact on mobility outcomes suggests that the more instability a household has experienced, the less likely mobility moves are to occur, or, if they do occur, to be long lasting. Policy implementation may underestimate the interaction between cumulative housing instability and residential mobility in housing mobility policies. Thus, these interactions have implications for mobility policies, pointing toward a path for future research that inform policies to move low-income households toward both greater housing stability and better neighborhood outcomes. 相似文献

One of the outstanding features of China's domestic politics is the prominence of the bureaucracy in the policy-making process. Arguably, bureaucracy is the next major player in the policy-making process in China after the top leaders. In this article, the three following aspects of the role of bureaucracy in the Chinese foreign policy-making process are examined: (1) the structure of the bureaucracy, especially the main agencies of the bureaucracy involved in foreign policy making; (2) the respective responsibilities of these agencies and their roles in the process; and (3) inter-agency coordination including the resolution of conflict among them. It observes that while the Ministry of Foreign Affairs plays a key role in the process, other ministries and bureaucratic agencies have significant and even growing input in an increasing number of functional areas, such as trade, finance, economy, climate change, soft power and military affairs. In addition, coordination among these agencies has become a key in the policy-making process. 相似文献
