Attenuated Total Reflectance Fourier Transform Infrared Spectroscopy Analysis of Red Seal Inks on Questioned Document

Seals are traditionally used in the Far East Asia to stamp an impression on a document in place of a signature. In this study, an accuser claimed that a personal contract regarding mining development rights acquired by a defendant was devolved to the accuser because the defendant stamped the devolvement contract in the presence of the accuser and a witness. The accuser further stated that the seal ink stamped on the devolvement contract was the same as that stamped on the development rights application document. To verify this, the seals used in two documents were analyzed using micro‐attenuated total reflectance Fourier transform infrared spectroscopy and infrared spectra. The findings revealed that the seals originated from different manufacturers. Thus, the accuser's claim on the existence of a devolvement contract was proved to be false.     

Women's Experiences in the Gwangju Uprising: Participation and Exclusion*

Because of the prevailing patriarchal ideology in Korea, studies of the Uprising in Gwangju have not attributed an active role in the resistance or even autonomous subjectivity to women who took part in the uprising. This article raises and analyzes how the Gwangju Uprising has been genderized and represented in a way that continues this genderization. All too often, women's autonomous subjectivity has been omitted. This article further analyzes women's experiences of resistance in the Gwangju Uprising as well as their experience of being excluded from formal political organizations.     

猪肠病毒G型实时定量PCR检测方法的建立及初步应用

为建立一种能够准确、快速地鉴别猪肠病毒G型的诊断方法,本研究参考猪肠病毒G型的3D基因序列设计1对特异性引物,扩增片段预计大小约为104 bp,将3D基因片段克隆到pMD18-T载体上的阳性重组质粒作为标准品,建立猪肠病毒G型的实时定量PCR检测方法,并应用到临床样品的检测。研究结果显示,该方法设计的引物具有高度的特异性;标准曲线的Cq值与质粒标准品模板在2.92×10^8copies/μL^2.92×10^2copies/μL范围内,呈良好的线性关系,相关系数为0.998,斜率为-4.023;组内与组间重复性试验显示变异系数很小,在0.26%~1.57%之间。该方法的最低检测限量可达2.92×10 copies/μL。使用本方法对2017-2019年广西部分地区的猪场临床腹泻粪便样品进行检测,猪肠病毒G型阳性检出率为18.42%,说明广西部分地区的猪场存在猪肠病毒G型的感染。本研究成功建立了猪肠病毒G型实时定量PCR检测方法,可用于猪肠病毒G型感染的临床检测。     

反腐败视角下刑事发回重审制度考察

反腐败工作的法治化迫切呼唤规则的"程序之治"。刑事二审程序的发回重审制度存在实体和程序缺陷,并在职务犯罪案件中出现新的弊端。通过对刑事二审程序进行规范意义与实践意义的考察,并经过历史梳理发现,发回重审制度需要法解释以外的制度改进。充分考虑我国刑事司法传统,并在充分借鉴域外司法经验的基础上,我国刑事二审程序发回重审的标准应当采用"绝对性标准"和"相对性标准"相结合的方式进行认定。     

Research on the local regional similarity of automatic fingerprint identification system fingerprints based on close non-matches in a ten million people database—Taking the central region of whorl as an example

The local regional similarity of fingerprints has always been a hot issue in the field of fingerprint research. With the increasing size of ten-print databases, the appearance of close non-matches (CNMs) in automatic fingerprint identification system (AFIS) candidate lists has attracted increasing attention from forensic science departments worldwide. In this study, three categories (high-, medium-, and low-level) of standards for CNMs were established and 60 whorl samples were marked with different numbers of minutiae to explore the occurrence and influencing factors of CNMs in AFIS candidate lists based on a ten million people database. The results showed that all prints could be found with their corresponding CNMs. The average occurrence rate of CNMs for every query was 52.7% in the top 100 lists, and the most similar CNM was exactly the same in the local area of 12 coincidence points. CNMs appeared more in the middle and lower parts of the central region of the whorl. Moreover, shorter C2C distances and the same finger number and hand led to more CNMs being inspected. CNMs with higher similarity required a more extensive regional area and smaller minutiae density. We concluded that CNMs have a high occurrence rate in large-scale databases and many factors are closely related to them. Fingerprint examiners and researchers need to strengthen their understanding of CNMs to avoid the occurrence of misidentification like the Madrid bombings.

对河南省警务体制改革的观察与思考

我国基层警力配置一直比较薄弱,难以适应当今社会治理的需要。为改变基层警力不足的现状,2010年初河南省公安厅做出了撤销省辖市公安分局,市局直管派出所,警力下沉等重大的警务体制改革的举措。此举在国内引起了不小的震荡。本文分析了此次河南省警务体制改革的利弊得失以及由此所引发的适用相关法律的困惑。
