The impact of policy changes on the local delivery of services has been overlooked in several decades of largely unsuccessful efforts to “reform” welfare. This article uses one case of state-level welfare reform in the early 1990s to examine the implementation of policy changes in local welfare offices. Direct observation of transactions between welfare workers and clients suggests that policy reforms were not fully implemented by street-level bureaucrats. The instrumental transactions that continued to dominate interactions with clients were consistent with processing claims and rationing scarce resources, but they were poorly aligned with new policies aimed at changing the services and message delivered to welfare clients. The failure to fully implement reforms on the frontlines has implications for the achievement of policy objectives and for equity in service provision. Implementation issues will have even greater urgency as welfare is devolved from federal to state governments. 相似文献

This article identifies central dimensions of the concept of labor and integrates this concept into a systems-theoretical framework. It proposes to describe labor as the inclusion of persons in the performance of organizations. We demonstrate that by using this reconceptualization it becomes possible to situate the concept of labor within organizational theory and theories of society. Furthermore, empirical sketches of labor in firms and schools show how this reconceptualization of labor fosters our understanding of work in contemporary societies. 相似文献

This article analyzes whether, and if so, why, national inspectorates adopt different enforcement strategies when controlling the provision of welfare services, such as health care, eldercare, and the compulsory school. The findings show that the Swedish Schools Inspectorate uses a predominantly strict strategy, while the Health and Social Care Inspectorate relies on a more situational strategy. To explain this variation in enforcement strategy, the article tests four hypotheses derived from the literature on regulatory enforcement. The findings suggest that the variation between the agencies is not primarily the result of differences in resources or the authority to issue punitive decisions, as suggested by previous research. Instead, we find support for the hypothesis that the definition of quality can explain variation in adopted strategies, and partial support for the hypothesis that differences in regulatory mission can account for a variation in the agencies' formal enforcement strategies. 相似文献

This paper analyzes the prospects for introducing the precautionary principle in water protection policy. In situations where a problem enters the political agenda and scientific uncertainties remain about causes or effects, political actors can justify state intervention based on the precautionary principle. It allows for public action even if risks related to the problem remain unclear. While the precautionary principle is widely applied in health and environmental policy fields all over the world, the mechanisms leading to its adoption are not fully understood. To close this gap, the paper investigates decision-makers preferences for the precautionary principle and further asks: Which factors promote political actors’ preferences for precautionary policy measures? In order to answer this question we study the case of emerging micropollutants—a water quality issue that recently entered political agendas, where many uncertainties remain about sources and effects. We rely on data gathered through a standardized survey among the political elite in Switzerland, which represents one of the first countries that adopted policy measures to reduce micropollutants in water bodies, despite the uncertainties that remain. Results analyzed through a temporal network autocorrelation model reveal that actors embedded in collaborative governance arrangements have the tendency to prefer precautionary action. Certain aspects of policy design, such as problem prioritization and target group membership, also impact the prospects for introducing the precautionary principle. 相似文献

This study investigated the interrelationships among trauma exposure, PTSD, and mental health problems in a sample of 289
adolescents (199 male, 90 female) detained in a juvenile correctional facility. Mean differences were found in that females
scored higher than males on measures of interpersonal trauma exposure and symptoms of both simple and complex PTSD. Females
also endorsed more mental health problems in the areas of depression/anxiety, somatic complaints, and suicidal ideation. For
all youth, trauma exposure, PTSD, and mental health problems were correlated. Results of structural equation modeling were
consistent with the hypothesis that PTSD mediates the relationship between interpersonal trauma and mental health problems
for all youth, although the results were stronger for females.

Abstract This study examines the relationship between two types of influencing behaviour in police interviews (being kind and rational persuasion) and three types of interview effectiveness, i.e. the suspects’ willingness to give a statement, their estimation of the quality of the relationship with the detective, and suspects’ admission. We expected that being kind and rational persuasion (arguments referring to logic and rationality) would have a different effect on suspects from cultures that tend to be direct and content-oriented (low-context cultures) versus cultures in which communication is more indirect and context orientated (high-context cultures). To examine this, experienced police detectives interviewed mock theft suspects from low-context (n=25) and high-context (n=27) cultures. As predicted, and particularly for high-context suspects, being kind in terms of rewarding and offering was positively related to the perceived quality of the relationship of the suspect, while being kind in terms of active listening behaviour was positively related to admissions. Furthermore, and as expected, there was a positive relationship between rational persuasion of the police detective and admissions for low-context suspects, but also a negative relationship between rational persuasion and admissions for high-context suspects. 相似文献

We elucidate ways mothers think about behavior change related to heavy drinking and violent relationships. A purposive sample of 32 women, predominantly black and low income, were identified as engaging in both problem drinking on the AUDIT and experiencing severe partner violence on the Conflict Tactic Scale. Narratives from audiotaped Motivational Interviewing sessions conducted in an urban emergency department were transcribed, inductively coded and examined through the lens of feminist standpoint theory. Our analysis suggests motherhood is a powerful motivator for positive change, but multiple barriers combine to prevent self-protection and modification of adverse behaviors among this vulnerable population. Interventions to help low-income mothers dealing with relationship violence and substance abuse should also address the structural violence and substantive barriers these mothers face. Further work should examine the power of personal narratives related to being a good mother on women’s ability to improve life circumstances for themselves and their children. 相似文献
