Photogrammetric measurements of bodily dimensions and analysis of gait patterns in CCTV are important tools in forensic investigations but accurate extraction of the measurements are challenging. This study tested whether manual annotation of the joint centers on 3D reconstructions could provide reliable recognition. Sixteen participants performed normal walking where 3D reconstructions were obtained continually. Segment lengths and kinematics from the extremities were manually extracted by eight expert observers. The results showed that all the participants were recognized, assuming the same expert annotated the data. Recognition based on data annotated by different experts was less reliable achieving 72.6% correct recognitions as some parameters were heavily affected by interobserver variability. This study verified that 3D reconstructions are feasible for forensic gait analysis as an improved alternative to conventional CCTV. However, further studies are needed to account for the use of different clothing, field conditions, etc.  相似文献

In der Rs Color Drack/Lexx hatte sich der EuGH erstmals seit Inkrafttreten der EuGVVO mit der Frage von mehreren Erfüllungsorten im Zusammenhang mit der besonderen Zust?ndigkeit des Art 5 Z 1 EuGVVO auseinanderzusetzen. Die Besonderheit des Sachverhalts lag ua darin, dass die in Betracht kommenden Erfüllungsorte alle in ein und demselben Mitgliedstaat gelegen waren. Der EuGH entschied sich für ein "Zwei-Ebenen-Modell" mit der prim?ren Ma?geblichkeit des nach wirtschaftlichen Kriterien zu bestimmenden Hauptlieferungsortes und einer subsidi?ren Wahlm?glichkeit für den Kl?ger. Der Beitrag analysiert die L?sungsvariante des EuGH und untersucht, ob die zugrunde liegenden L?sungskriterien auch auf Sachverhalte mit mehreren Erfüllungsorten in verschiedenen Mitgliedstaaten umgelegt werden k?nnen.  相似文献

Whether improved local economic conditions lead to better student outcomes is theoretically ambiguous and will depend on how schools use additional revenues and how students and teachers respond to rising private sector wages. The Texas boom in shale oil and gas drilling, with its large and localized effects on wages and the tax base, provides a unique opportunity to address this question that spans the areas of education, labor markets, and public finance. An empirical approach using variation in shale geology across school districts shows that the boom reduced test scores and student attendance, despite tripling the local tax base and creating a revenue windfall. Schools spent additional revenue on capital projects and debt service, but not on teachers. As the gap between teacher wages and private sector wages grew, so did teacher turnover and the percentage of inexperienced teachers, which helps explain the decline in student achievement. Changes in student composition did not account for the achievement decline but instead helped to moderate it. The findings illustrate the potential value of using revenue growth to retain teachers in times of rising private sector wages.  相似文献

A popular hypothesis in international studies states that a “youth bulge”––an age pyramid dominated by large cohorts between 15 and 29 years of age––increases the risk of political violence. However, empirical evidence on this link remains inconclusive to date. In this article, we systematically assess the youth effect using new data from 183 countries between 1996 and 2015. We find that within countries, a decrease in the youth ratio is generally associated with a decrease in the number of violent deaths from terrorism or other internal conflicts, and vice versa. This is also confirmed in out-of-sample predictions. However, the association is not evident in all constellations and sensitive to modeling issues. In particular, large cohorts of young males can become a disruptive power in countries that increase enrollment in post-primary education. Although this is usually followed by fertility decline, youth bulges often remain at record levels for quite some time due to high birth rates in the past. Strong labor markets can in general suppress the detrimental consequences of youth bulges. However, the combination of growing youth cohorts and educational expansion often leads to increased political violence even in the presence of low youth unemployment.  相似文献

Local government systems change at varying speeds. While some countries have dramatically reduced the number of local governments during a short period of time, other countries have seen only incremental change or relative inertia. A number of explanations for structural change have been put forward in the comparative local government literature, but these explanations have to a small extent been tested empirically. This article uses statistical indicators to analyse changes in the local government systems in 17 Western European countries between 2004 and 2014. Some often-cited explanations for what drives structural change receive little support. Still, the article demonstrates that changes tend to occur in situations marked by different combinations of decentralisation, urbanisation, fiscal stress and a recent history of territorial upscaling.  相似文献

The relationship between the Norwegian State on the one hand, and political parties and voluntary organizations on the other, has traditionally been based on mutual trust. To assess the claim that civil society institutions are developing towards ‘semi-public agencies’, we review state regulation of Norwegian voluntary organizations and political parties. The State does demand more accountability and transparency in return for public funding, but many aspects are also regulated scarcely or not at all. This indicates that substantial mutual trust remains. This relationship might be characterized as a partnership based on interdependence, rather than colonization.  相似文献

Given the popular wisdom that the U.S. government influences IMF policies and tends to support the business community, it might be expected that IMF programs benefit U.S. firms abroad and thus borrower nations are attractive destinations for U.S. foreign direct investment (FDI). Surprisingly, no study has tested the impact of IMF loans on U.S. FDI. Controlling for common explanations in the literature, we use a treatment effects model and interviews with IMF staff researchers to investigate whether countries under different kinds of IMF programs receive more U.S. FDI than countries not under IMF arrangements. Using panel data for 126 developing countries from 1980 to 2003, we find that IMF borrowers tend to be more attractive to U.S. investors but not all IMF programs have the same effect. Our findings suggest that differences in loan duration, the extent of borrower input in policy decisions, and loan amounts affect borrowers’ leverage with the Fund and the U.S.  相似文献
