The purpose of this article is to reconsider the claim made recently by Mondak and Sanders that political tolerance ought to be thought to be a dichotomous rather than continuous variable. Using data from both Russia and the United States, I demonstrate that those Mondak and Sanders regard as uniquely tolerant are most likely no more than people who were given insufficient opportunity to express their intolerance. Even if such a phenomenon of “absolute tolerance” exists (all ideas expressed in all ways are to be tolerated), it is sufficiently rare that few practical implications are indicated for those doing empirical work on political tolerance and intolerance. * I appreciate the valuable comments of Jeffcry Mondak on an earlier version of this paper.  相似文献

Transition teams are often used to help Prime Ministers and Premiers move into their new roles. At the municipal level, the use of transition teams is relatively new. As such, we know little about what these groups do in comparison to federal and provincial transition teams. In this article, we examine mayoral transition teams and find that the increased use of these groups is a reflection of the enhanced organizational complexity of Canadian local government. Additionally, local conditions and candidate experience often dictate the shape and function of transition teams. Overall, we argue that more resources should be devoted to the municipal transition process.  相似文献

This paper analyses the RCMP's “Mr. Big” undercover investigation technique, which involves the use of undercover officers posing as high‐ranking members of a criminal organization. These officers befriend a target (the suspect) and promise the suspect that their leader (Mr. Big) can help the target in several ways; in exchange, the officers demand that the suspect truthfully reveal past criminal activity to establish credibility and protect the organization against surprises. There appears to be little interest on the part of state actors, other than the courts, in reducing police independence and providing more accountability and oversight for Mr. Big and other undercover operations. Yet, as parts of Canada's criminal justice system, such operations deserve scrutiny because of their cost and potential for wrongful convictions. This article calls for oversight of the police by several actors, including legislators providing guidelines for police investigations, closer judicial scrutiny and executive oversight of police operations, and improved police training.  相似文献

Abstract

While the use of active learning exercises and the incorporation of popular culture in the classroom have increased in recent years, the study of potential gendered effects on learning and engagement when it comes to these practices has been limited. In this study, data are collected from international politics courses using a zombie outbreak as the theme for a United Nations simulation to explore whether there are unintentional gendered outcomes from these activities. Contrary to expectations of previous literature, no statistical differences manifest between men and women in enjoyment and learning when using zombie themes in active learning.  相似文献

The salience of the concept of “empowerment” has been deductively claimed more often than carefully defined or inductively assessed by development scholars and practitioners alike. We use evidence from a mixed methods examination of the Kecamatan (subdistrict) Development Project (KDP) in rural Indonesia, which we define here as development interventions that build marginalized groups’ capacity to engage local-level governing elites using routines of deliberative contestation. “Deliberative contestation” refers to marginalized groups’ practice of exercising associational autonomy in public forums using fairness-based arguments that challenge governing elites’ monopoly over public resource allocation decisions. Deliberative development interventions such as KDP possess a comparative advantage in building the capacity to engage because they actively provide open decision-making spaces, resources for argumentation (such as facilitators), and incentives to participate. They also promote peaceful resolutions to the conflicts they inevitably spark. In the KDP conflicts we analyze, marginalized groups used deliberative contestation to moderately but consistently shift local-level power relations in contexts with both low and high preexisting capacities for managing conflict. By contrast, marginalized groups in non-KDP development conflicts from comparable villages used “mobilizational contestation” to generate comparatively erratic shifts in power relations, shifts that depended greatly on the preexisting capacity for managing conflict.

The study has two main purposes. First, the study explores core ethical values and behaviors from the perspective of Thai public service organizational leaders. Second, the study investigates the extent to which public sector leaders in Thailand consider Buddhist-based mindfulness practice to be a potentially effective mechanism for reinforcing core ethical values and behaviors in the public sector in Thailand. Using interview data derived from in-depth semi-structured interviews with 12 senior public sector officials in Thailand, the analysis elicits four dimensions of core ethical values and behaviors that are perceived by Thai public service organizational leaders as central to ethical behavior in the public sector. The study also sheds light on the interviewees' positive perceptions towards mindfulness and the role its associated practices can play in promoting ethical decision making and behavior in the public sector in Thailand.  相似文献

This paper challenges the notion that taxing the informal economy provides a mechanism for increasing popular political voice and rebuilding the social contract. It contends that current arguments for taxing the informal economy suffer from a Eurocentric understanding of taxation and state formation, and a fiscally essentialist and undifferentiated notion of the informal economy. Drawing on fieldwork in northern Nigeria, this paper shows that history, gender, wealth and ethno-religious identity influence how taxing the informal economy shapes governance outcomes. Evidence from Nigeria suggests an inverse relationship between informal economy taxation and political voice, posing the risk that increased taxation will exacerbate social divisions rather than rebuild the social contract.  相似文献

This article explores the role of maps in the construction and development of ethnographic taxonomies in the mid-century Russian Empire. A close reading of two ethnographic maps of “European Russia” produced by members of the Imperial Russian Geographical Society, Petr Keppen (1851) and Aleksander Rittikh (1875), is used to shine a spotlight on the cartographical methods and techniques (lines, shading, color, hatching, legends, text, etc.) employed to depict, construct, and communicate these taxonomies. In doing so, this article draws our attention to how maps impacted visual and spatial thinking about the categories of ethnicity and nationality, and their application to specific contexts and political purposes within the Empire. Through an examination of Keppen’s and Rittikh’s maps, this article addresses the broader question of why cartography came to be regarded as such a powerful medium through which to communicate and consolidate particular visions of an ethnographic landscape.  相似文献
