The following Symposium on Australia's national integrity systems, drawn from an Australian Research Council‐funded project conducted in 2002‐2004 by researchers from Griffith University, Charles Sturt University, University of Sydney, RMIT University, Monash University and the Australian National University, together with Transparency International Australia. The first three papers examine the public integrity regimes at federal, state (NSW) and local levels. The remaining four papers develop three themes as a framework for assessing strengths and weaknesses in Australia's major integrity regimes: consequences, capacity and coherence. The papers were originally presented in sessions of the Australasian Political Studies Association (University of Adelaide, September 2004) and the 5th National Investigation Symposium (NSW Ombudsman, Independent Commission Against Corruption and Institute of Public Administration Australia NSW, Sydney, November 2004).  相似文献

Since the 1990s, recognition has grown that the answer to corruption–political, bureaucratic or corporate–does not lie in a single institution, let alone a single law. Rather the institutionalisation of integrity through a number of agencies, laws, practices and ethical codes is increasingly recognised as the best option for limiting corruption in many societies. This article addresses the key issue of coherence between these various institutions, picking up on the third and final theme of the Australian national integrity system assessment. The assessment has shown, firstly, that concepts of ‘horizontal’ or ‘mutual’ accountability are important but also need to be developed and better contextualised as a framework for designing integrity systems; secondly, that integrity system coherence can be usefully measured and mapped using standard network analysis approaches, helping more clearly identify the need for more deliberate strategies for coordination of integrity policies; and thirdly, that new metaphors can and should be developed for communicating the nature and significance of the institutional interactions that constitute integrity systems. The new metaphor suggested here is that of a bird's nest, in which a multitude of often weak institutions and relationships can combine to more effectively protect and promote the fragile goal of public integrity.  相似文献

To examine the pattern of injuries in cases of fatal shark attack in South Australian waters, the authors examined the files of their institution for all cases of shark attack in which full autopsies had been performed over the past 25 years, from 1974 to 1998. Of the seven deaths attributed to shark attack during this period, full autopsies were performed in only two cases. In the remaining five cases, bodies either had not been found or were incomplete. Case 1 was a 27-year-old male surfer who had been attacked by a shark. At autopsy, the main areas of injury involved the right thigh, which displayed characteristic teeth marks, extensive soft tissue damage, and incision of the femoral artery. There were also incised wounds of the right wrist. Bony injury was minimal, and no shark teeth were recovered. Case 2 was a 26-year-old male diver who had been attacked by a shark. At autopsy, the main areas of injury involved the left thigh and lower leg, which displayed characteristic teeth marks, extensive soft tissue damage, and incised wounds of the femoral artery and vein. There was also soft tissue trauma to the left wrist, with transection of the radial artery and vein. Bony injury was minimal, and no shark teeth were recovered. In both cases, death resulted from exsanguination following a similar pattern of soft tissue and vascular damage to a leg and arm. This type of injury is in keeping with predator attack from underneath or behind, with the most severe injuries involving one leg. Less severe injuries to the arms may have occurred during the ensuing struggle. Reconstruction of the damaged limb in case 2 by sewing together skin, soft tissue, and muscle bundles not only revealed that no soft tissue was missing but also gave a clearer picture of the pattern of teeth marks, direction of the attack, and species of predator.  相似文献

Abstract: Moves by both state and federal governments to implement private sector management practices in government administration have received attention from a number of writers. Feminist critics of corporate management argue that, in very devolved situations, public sector management concentrates on the achievement of program outcomes to the detriment of other management objectives and Equal Employment Opportunity is ignored. The contention that efficiency and effectiveness are promoted at the expense of equity under a regime of public sector corporate management will be addressed through a case study of the West Australian Housing Commission, Homeswest. This paper examines the results of Equal Employment Opportunity programs in a highly corporatised state government agency.  相似文献

During the 1950s, staff, students and graduates of Australian universities were increasingly critical of the racial restrictions on immigration, and their activism contributed to a broader government and community reassessment of the White Australia Policy. Personal experiences of cross‐cultural interactions between Australian students and an increasing number of international students from Asia, including those sponsored by the Australian government's Colombo Plan, underpinned the university challenge to immigration policy. Tertiary curriculum offering new academic interpretations of Asian history and decolonisation also contributed to a growing awareness among university‐educated Australians of Asia, and fostered empathy for its peoples. The publications of the Immigration Reform Group extended this critique of White Australia, and were driven by a moral indignation towards a policy that affected individuals personally known to the critics.  相似文献

Due to possible secondary transfer of gunshot residue (GSR) onto a suspect in police custody prior to sampling, a baseline must be created for the amount of GSR present. With an increase of “lead free” ammunition, testing for both gunpowder and primer GSR is relevant. Seventy samples were collected using carbon‐coated adhesive stubs from four Pittsburgh Police Stations and vehicles to investigate these locations as sources of secondary GSR contamination. These seventy samples were analyzed for primer GSR using scanning electron microscopy‐energy‐dispersive X‐ray spectrometry. One primer GSR particle was detected; no sample was classified as positive for primer GSR. These same samples were then analyzed for gunpowder GSR using liquid chromatography coupled to tandem mass spectrometry to test for akardite II, ethylcentralite, diphenylamine, N‐nitrosodiphenylamine, 2‐nitrodiphenylamine, and 4‐nitrodiphenylamine. Ethylcentralite was quantifiable in two test samples. These results suggest there is a negligible potential for secondary transfer of primer and gunpowder GSR.  相似文献

In Canada's Yukon Territory, a legislative committee was tasked with assessing the risks and benefits of hydraulic fracturing. The committee designed an extensive participatory process involving citizens and experts; however, instead of information access and public hearings fostering an open dialogue and trust, these two channels failed to de‐polarize debates over hydraulic fracturing. We argue that mistrust was reinforced because (1) weak participatory processes undermined the goals of public involvement, (2) scientific evidence and scientists themselves were not accepted as neutral or apolitical, and (3) strategic fostering of mistrust by actors on both sides of a polarized issue intensified existing doubt about the integrity and credibility of the process. The implications of a failure to restore trust in government are significant, not only for the issue of hydraulic fracturing, but for governance more broadly, as mistrust has spillover effects for subsequent public negotiations.  相似文献

As one of the leading causes of traumatic deaths in newborns, infants, and young children, there is no anatomic or microscopic feature that is pathognomonic for asphyxial deaths. Instead, pathologists rely on investigation information, including confessions and/or witness statements, and potential evidence at the scene. Twenty cases of homicidal newborn, infant, and young children asphyxial deaths were reviewed, which included death and police investigation reports and autopsy reports, as well as histology slides of lung sections. This series of homicidal asphyxial deaths highlight that, in a vast majority of such cases, the final cause and manner of death rulings are dependent on confession by the perpetrator. Furthermore, this series highlights the possible role of histology to help forensic pathologists better certify asphyxial deaths. Finally, this series emphasizes important investigation points and considerations at autopsy during the investigation of asphyxial deaths in newborns, infants, and young children.  相似文献
