A Question of Agency: Africa in international politics

Over recent years African states have become increasingly prominent actors in high-level international politics. This article makes the case for studying Africa's international relations from the point of view of agency. The article outlines contemporary contexts within which questions of African agency have come to the fore and argues a need to think conceptually about agency in international politics in a way that accommodates the range of different agencies at work. The article outlines three elements as foundations for the analysis of African agency: first, a conceptualisation of different dimensions of agency; second, a recognition of the importance of sovereignty in differentiating between state, or state-enabled agents, and others; and third, a temporally embedded approach to agency that historicises contemporary agency. Combined, these elements suggest that future work on African agency would be able to engage seriously with the continent's role in international politics in a way that presents Africa as actor not just acted upon, historical agent not just history's recipient.

Components underlying sex offender treatment refusal: an exploratory analysis of the Treatment Refusal Scale—Sex Offender version

Abstract

Approximately half of sexual offenders in prison and community settings refuse to participate in sex offender treatment programmes; however, the reasons for this remain largely unexplored. This pilot study used the previously untested Treatment Refusal Scale—Sexual Offender Version in an English prison, with 72 adult males (63 treatment accepters and nine treatment refusers) imprisoned for sexual or sexually motivated offences. Principal factors analysis revealed three factors within the scale: “pressured to take part in programmes”; “fear of negative effects”; and “programme is not relevant to/appropriate for me”. Treatment refusers scored more highly than treatment accepters on the first and last components, while there was no statistically significant difference in the scores of the two groups on the “fear of negative effects” component. Suggestions for further development of the scale are discussed, along with the practice implications of these findings.     

Committees and Legislative Strengthening: The Growing Influence of Committees in Ukraine's Legislative Process

The Ukrainian legislature is in the process of transforming from a ‘rubber stamp’ institution of the Soviet type into an ‘institution that matters’ in a new democratic state. The practice of democratic institution building in the post-Soviet countries presents multiple examples of powerful executives who gained dominance in legislative processes. What path has Ukraine taken and what can explain its specific characteristics? This article charts the growth of committees here as a marker of legislative institutionalisation in Ukraine. The study finds that Ukrainian legislative committees defy prevalent regional trends and, contrary to expectations, have asserted independent roles. It then discusses factors that may account for this unique regional development – the role of a dual executive structure and the Ukraine party system.
