Complex adaptive systems as a valid framework for understanding community level development

Complex adaptive systems (CAS) theory is gaining mainstream recognition in development policy and management. This article looks to the correlations between development theory and CAS theory to support an argument for the validity of community level development as a complex adaptive system. The article describes some theoretical and practical implications of using CAS theory as a framework for community level development. This includes a call for researchers and practitioners to understand more thoroughly the contextualised nature of development, and the communities in which development interventions are implemented.     

Mental health expertise at prison reception

Although screening has become an established procedure in prison health care, some difficulties persist. In attempts to improve this, many local adaptations have been introduced, but few have been evaluated. We introduced an adaptation – mental health expertise (a Community Psychiatric Nurse, CPN) – into the reception area of a busy remand prison, and compared standard and enhanced assessment procedures over a six-month period. Referrals (n = 67) were significantly more likely to be suitable for onward caseworking by the clinical team after a CPN was introduced. The team showed little evidence of the ‘mission creep’ (where teams operating at a secondary level absorb mental health problems at a primary care level) that has been described elsewhere in the literature. Despite its limitations, this evaluation suggests that prison pathways can be improved by relatively inexpensive local initiatives, and that advancing specific mental health expertise into prison reception areas can enhance existing processes.     

Participation of Victims in Pre-Trial Proceedings of the ICC

Victims’ participation is usually celebrated as one ofthe major innovations of the International Criminal Court (ICC)system. It has been regulated in great detail by the draftersof the Rome Statute and the Rules of Procedure and Evidenceof the ICC in relation to trial proceedings. However, few thoughtshave been devoted to the question of how victims’ issuesare dealt with before the commencement of the trial. This contributionseeks to close this gap. It argues that victims have a roleto play in the ICC process from the very beginning of proceedings.Moreover, it seeks to clarify how some of the participatoryrights of victims may be addressed in practice.     

Ancestry Assessment Using Random Forest Modeling, ,

A skeletal assessment of ancestry relies on morphoscopic traits and skeletal measurements. Using a sample of American Black (n = 38), American White (n = 39), and Southwest Hispanics (n = 72), the present study investigates whether these data provide similar biological information and combines both data types into a single classification using a random forest model (RFM). Our results indicate that both data types provide similar information concerning the relationships among population groups. Also, by combining both in an RFM, the correct allocation of ancestry for an unknown cranium increases. The distribution of cross‐validated grouped cases correctly classified using discriminant analyses and RFMs ranges between 75.4% (discriminant function analysis, morphoscopic data only) and 89.6% (RFM). Unlike the traditional, experience‐based approach using morphoscopic traits, the inclusion of both data types in a single analysis is a quantifiable approach accounting for more variation within and between groups, reducing misclassification rates, and capturing aspects of cranial shape, size, and morphology.     

Navigating the principle of open court in the digital age: The more things change,the more they stay the same

The belief that courts should be open to the public is a guiding principle of the Canadian legal system. This article examines the principle of open court in the digital age by analyzing policies governing live text‐based communication in Canadian courtrooms. We argue that courts have and have not responded to the changing digital landscape. While Canadian journalists have the ability to use live text‐based communication in courts, the general public does not despite new affordances provided to them by digital technologies. This article explores the tensions between administrative judicial independence, open court, and digital technology.

Issues examined include challenges to the region posed by dissolution of the USSR, legal and political conflicts among levels of government, relations with federal authorities in Moscow, the role of oil companies in the region, and the impact of changes introduced under President Putin.
