Most research on short-term rural to urban migration and its impacts takes an economic approach and often emphasises negative aspects of migration, linking it synergistically with rural poverty in sending areas. Data from Fulani migrants in Northern Burkina Faso challenge this pessimistic view of short-term labour migration. Rather than a response to destitution, migration seems to be a useful way in which reasonably prosperous households can further enhance livelihood security. Moreover, factors not easily incorporated into a standard economic analysis, identity and village networks, emerge as being essential to the understanding of migration in this population. Finally, migration emerges as a highly dynamic process, which an ahistorical, static framework of analysis fails to capture. 相似文献

This study examined whether social support tied to relocation efforts and neighborhood social climate may mediate the effects of stressful life events on mental health outcomes following Hurricane Katrina. Participants were 108 adult persons made homeless by Hurricane Katrina and evacuated to Columbia, South Carolina. Civic leaders developed an intervention model that emphasized (a) a one-stop point of entry, (b) living in hotels and apartments rather than shelters, and (c) matching hotels with volunteer “hosts” to assist in relocation efforts. Results revealed that perceived neighborhood factors and satisfaction with host relationship were related to several mental health outcomes. Neighborhood social climate partially mediated several mental health outcomes. Implications of this intervention model and the utility of social ecological perspectives on homelessness interventions are discussed. 相似文献

The difficulty of satisfying competing needs of both national and sub-national officials and commanders for intelligence support capabilities that are too sensitive and expensive to duplicate for both sets of requirements emerged with the growth of industrial-scale imagery and signals intelligence assets and production during the Cold War. The literature of intelligence history and intelligence studies covers the symptoms of this problem, but says less a rigorous and well-documented nature on its causes. Thanks to recent declassifications in the United States, however, we can now read key documents in an American attempt to understand and deal with the dilemma. A study prepared for President Richard Nixon in 1971 and now dubbed the ‘Schlesinger Report’ has been published virtually intact by the US Department of State. In addition, the Central Intelligence Agency has released two official histories which indirectly have added significant detail to the story. With these new releases, it is now possible to explain the genesis of the Report and chart its effects through the remainder of President Nixon's presidency. The Schlesinger Report marked a watershed for the intelligence community, helping the Nixon Administration to conceive and enact reforms that were both consequential in themselves and presaged the findings of later surveys and inquiries. A better understanding of the Report's background, text, and results can shed light not only the policymaking process in the Nixon Administration but also the trajectory of the intelligence community – and of foreign intelligence establishments that may, in some respects, be following in its path. 相似文献

This research investigates the approaches, strategies and challenges facing the management of the implementation phase of public–private partnership (PPP) projects in Jordan. Jordan is a newer but common user of PPPs in the Middle Eastern region, where PPPs not only are of economic strategic importance but also entail significant investment risk given resource scarcity. This research involves semi‐structured interviews with senior managers representing different partnering organisations in two case study organisations in Jordan. The research finds that, despite the management difficulties confronting PPP managers, strategies adopted by them limit the impact of these challenges. The research makes an important theoretical contribution in providing a detailed analysis of effective PPP management approaches in response to difficulties at the implementation phase, which had not been systematically explored in extant PPP research, and broadens PPP research to the Jordanian context. 1950 was a crisis year in the Cold War and saw a growing rift between the United Kingdom and the United States over how best to wage it. It was in the Far East that the most dangerous crisis occurred. Britain recognised the People's Republic of China, not only because the Communist regime clearly controlled the mainland, but also because it was felt that it was not irretrievably linked to the Soviet Union. The United States, on the other hand, regarded China as a Soviet satellite and displayed a consistently hostile attitude towards it. The situation worsened with the outbreak of the Korean War in June. Although the United States and Britain agreed that the invasion of South Korea must be repelled, the British were anxious not to broaden the conflict, whilst the Americans used it as a stick to beat the Chinese. The war also prompted accelerated rearmament and the Americans favoured the rearmament of West Germany. Things came to a head in November, with the large-scale Chinese intervention in Korea, followed in early December by a visit to Washington by the British Prime Minister, Clement Attlee. The British believed that the United States had already concluded that a global war was inevitable, whereas they wished to avoid it if possible. As this article shows, the events of 1950 amply demonstrated the subordinate position of Britain in the “special relationship.” 相似文献
