The choices for optimal performance management depend upon the circumstances – there is no single ideal management approach. The principals have three basic tools available to encourage high performance from subordinate entities: they can delegate authority, impose rewards or sanctions, and/or develop (or enhance) a performance measurement system. These tools allow the principals to motivate, delegate, educate, reevaluate, and/or reassign the agent in order to generate increased learning and improved outcomes from the program. Public–private partnerships (PPPs) are growing in popularity as a governing model for delivery of public goods and services. PPPs have existed since the Roman Empire, but their expansion into traditional public projects today raises serious questions about public accountability. This article examines public accountability and its application to government and private firms involved in PPPs. An analytical framework is proposed for assessing the extent to which PPPs provide (or will provide) goods and services consistent with public sector goals of effectiveness, efficiency, and equity. Six dimensions—risk, costs and benefits, political and social impacts, expertise, collaboration, and performance measurement—are incorporated into a model that assists public managers in improving partnerships’ public accountability. 相似文献

This study examined the relative influence of the best friends and social crowds of older adolescents on cigarette smoking. The data were examined to determine if there were differences in influence as a function of sex, conformity, or the mutuality of the friendship. This study used a longitudinal design that enabled the separation of the effects of peer influence from those of selective association. The results showed that social crowds differed in mean level of cigarette smoking, with burnouts smoking the most and jock/preps smoking the least. The majority of best friendships were homogeneous for social crowd. Best friend influence predicted change in cigarette smoking over a one-year period, while social crowd influence appeared to be minimal. Conformity was positively related to susceptibility to peer influence, although mutuality of the friendship and sex of the subject were not.This research was supported by NIH grant HD18425 awarded to Kathryn Urberg.Obtained Ph.D. from the University of Wisconsin in the Department of Educational Psychology. The Accelerated Reduction/Elimination of Toxins (ARET) Challenge was a voluntary program initiated in 1994 by the Government of Canada. Unlike the U.S. 33/50 Program, ARET involved industry partners in negotiation and cosponsorship of the program, with the intention that early involvement would yield stronger commitment to voluntary reductions. We review the program's self‐reported success in delivering emissions reductions. For 17 ARET substances that were also covered by Canada's National Pollutant Release Inventory, we employ treatment effects regressions to control for self‐selection bias. We find evidence that ARET accelerated emission reductions in five cases, slowed reductions in two cases, and had no discernible effect in ten cases. Industry cosponsorship apparently did not have the intended effect and instead resulted in program features such as data confidentiality that significantly undermined the program's credibility. © 2007 by the Association for Public Policy Analysis and Management 相似文献

Four presumptive blood tests, Hexagon OBTI, Hemastix(R), Leucomalachite green (LMG), and Kastle-Meyer (KM) were compared for their sensitivity in the identification of dried bloodstains. Stains of varying blood dilutions were subjected to each presumptive test and the results compared. The Hexagon OBTI buffer volume was also reduced to ascertain whether this increased the sensitivity of the kit. The study found that Hemastix(R) was the most sensitive test for trace blood detection. Only with the reduced buffer volume was the Hexagon OBTI kit as sensitive as the LMG and KM tests. However, the Hexagon OBTI kit has the advantage of being a primate specific blood detection kit. This study also investigated whether the OBTI buffer within the kit could be utilized for DNA profiling after presumptive testing. The results show that DNA profiles can be obtained from the Hexagon OBTI kit buffer directly. 相似文献

Civil proindependence associations are playing an increasingly significant role in Catalonia's independence movement, putting pressure on the Catalan government to work decisively towards independence. This has led many Catalans to characterize the movement as a “bottom-up” phenomenon. This contribution analyzes the shifting power dynamics within mainstream Catalan nationalism over the last decade, challenging simplistic notions of “top-down” and “bottom-up” pressures for change. One of the professed goals of the 1998 Tanzanian Local Government Reform Program, entailing substantial decentralization, was to provide for a democratic administrative set up in local government. Elected local councils were invested with responsibilities for a wide range of policy sectors and services; the local administrative staff, formerly recruited and instructed by central government, would be appointed by and accountable to the local councils. A well‐functioning local politico‐administrative system was considered paramount to improve service delivery and ensure control of decision making by the local community. This article reports on research into the relations between councilors and administrators in two Tanzanian municipalities. Overall, these relations were found to be tense and full of discordance, caused by clashing role perceptions and mutual distrust. The research suggests that the main factor underlying the behavior and attitudes of councilors and administrators is the very system of public administration, which — despite the ambitions expressed in the Local Government Reform Program — remains very centralistic in character. Self-report measures of perceived pubertal timing correspond only weakly with clinical measures of “objective” physical development. Peer and school contexts shape adolescents’ self-perceptions of pubertal timing. The current study examined associations between perceived pubertal timing and the pubertal timing reported by nominated friends and schoolmates. Participants included 2817 adolescents (Mage = 16.6; 49 % female; 16 % Black; 20 % Hispanic) from the National Longitudinal Study of Adolescent Health. Three measures of pubertal timing were included: age-standardized ratings of body changes, comparisons of development relative to peers (relative timing), and, in females, age at menarche. It was hypothesized that relative timing, which explicitly asks adolescents to compare themselves to their peers, would be related to the age-standardized pubertal timing of nominated friends and schoolmates. Surprisingly, there were no associations between relative timing and age-standardized pubertal timing reported by peers, suggesting that pubertal self-perceptions do not fluctuate in response to the average level of development in a friend group. Instead, males were similar to nominated friends and schoolmates in age-standardized ratings of body changes, and females were similar to nominated friends in relative timing, controlling for race, ethnicity, and age. Different self-report measures of pubertal timing index different underlying constructs, and the social processes that influence adolescents’ perceptions of pubertal maturation may differ between genders. 相似文献
