Local governments' allocation decisions are modeled in the context of a slack maximizing bureaucrat who produces public goods according to a production function that includes both provision and the constituents' socio-economic characteristics. To gain a better understanding of the determinants of slack, comparative statics and an empirical study of Illinois municipalities are conducted. The indirect output distance function provides efficiency scores upon which we regress several variables, representing socio-economic characteristics, costs and competition measures. We find that slack or inefficient behavior is associated with richer communities, lower education levels and a lack of competition for residents among municipalities. 相似文献

Public services—in the UK and elsewhere—are under considerable pressure, not just from austerity, but also from a variety of social, demographic and technological changes (in effect ‘austerity plus’). In this context, three broad options are open to policy‐makers: continue with tried‐and‐tested approaches while spending less money, which in the UK means a reliance on ‘New Public Management’ (NPM); withdraw completely from certain public services; or develop new approaches to public administration. We argue that all of these approaches have been attempted in recent years, but it is the final option that is most interesting and potentially the most beneficial. In this article, we examine experiments with these new approaches in responding to ‘austerity plus’. In particular, we examine various attempts at ‘collaboration’ in public services and discuss the risks associated with them. We conclude by setting out the extent to which policy‐makers have moved beyond NPM and suggesting some of the benefits that this could bring. 相似文献

Research summary
This study uses a combination of tract-level and street network-level analyses to examine: (1) the overall association between federally licensed firearm dealers (FFLs) and homicides, (2) the relationship between dealers with serious violations (such as selling to prohibited buyers or failing to record sales) and homicide, and (3) whether the dealer–homicide association is moderated by community disadvantage. Results replicate and confirm a relationship between dealers and homicides in disadvantaged neighborhoods. Importantly, however, we also find that proximity to noncompliant dealers specifically elevates the risk of lethal violence.Policy implications
We detail how a coordinated effort between federal, state, and local agencies to regulate firearm dealers and ensure that legal compliance can be instrumental in reducing gun violence. There is a clear need for increased oversight of gun dealers and more robust policies that hold negligent dealers accountable, including the necessary funding and regulatory manpower to enable regular auditing and support consistent follow-up for noncompliant dealers. A comprehensive policy framework that supports supply-side gun violence reduction should include additions to state-level laws that require record keeping, videotaping and store security, and regular inspection for firearm dealers. 相似文献9.
Abstract: This article argues that direct commonwealth involvement in road funding and road policy has benefited the states and local government. Although inefficiencies and friction are evident as a result of joint funding, the benefits of multiple accountability outweigh the costs. A competitive dynamic underlies the involvement of all three levels of government, producing outcomes that no single government dominates, but which reflect in part the responses of each to their respective constituencies. The commonwealth has been driven to more intrusive forms of intervention as existing controls failed to achieve the commonwealth's objectives, and to expanding its financial contributions to counter the diversion of funds by state governments. Its commitment to funding the road program is likely to be highest when its specific purpose grants can be identified closely with the provision of roads in particular regions and localities. In sum, joint funding of the road program produces a system that is responsive to competing conceptions and interests, and the commonwealth's "voluntary vacancy" from all but "national" roads is on balance likely to be detrimental to the program. 相似文献
