At outdoor crime scenes, cadaver-detection and blood-detection dogs may be tasked with locating blood that is days, weeks or months old. Although it is known that the odour profile of blood will change during this time, it is currently unknown how the profile changes when exposed to the environment. Such variables must be studied in order to understand when the odour profile is no longer detectable by the scent-detection dogs and other crime scene tools should be implemented. In this study, blood was deposited onto concrete and varnished wood surfaces and weathered in an outdoor environment over a three-month period. Headspace samples were collected using solid phase microextraction (SPME) and analysed using comprehensive two-dimensional gas chromatography – time-of-flight mass spectrometry (GC×GC–TOFMS). The chemical odour profiles were compared with the behavioural responses of cadaver-detection and blood-detection dogs during training. Data interpretation using principal component analysis (PCA) and hierarchical cluster analysis (HCA) established that the blood odour could no longer be detected using SPME–GC×GC–TOFMS after two months of weathering on both surfaces. Conversely, the blood-detection dogs had difficulty locating the blood samples after one month of weathering on concrete and after one week of weathering on varnished wood. The scent-detection dogs evaluated herein had not been previously exposed to environmentally weathered blood samples during training. Given that this study was conducted to test the dogs' baseline abilities, it is expected that with repeated exposure, the dogs' capabilities would likely improve. The knowledge gained from this study can assist in providing law enforcement with more accurate training aids for blood-detection dogs and can improve their efficiency when deployed to outdoor crime scenes. 相似文献
This article explores why governments do not respond to public compliance problems in a timely manner with appropriate instruments, and the consequences of their failure to do so. Utilising a case study of Italian vaccination policy, the article considers counterfactuals and the challenges of governing health policy in an age of disinformation. It counterposes two methods of governing vaccination compliance: discipline, which uses public institutions to inculcate the population with favourable attitudes and practices, and modulation, which uses access to public institutions as a form of control. The Italian government ineffectively employed discipline for a number of years. Epistemological and organisational constraints stymied its efforts to tackle a significant childhood vaccination compliance problem. With a loss of control over the information environment, vaccinations were not served well by exogenous crises, the sensationalism of the news cycle and online misinformation. Hampered by austerity, lack of capacity and epistemic shortcomings, the Italian government did not protect the public legitimacy of the vaccination programme. Instead of employing communications to reassure a hesitant population, they focused on systemic and delivery issues, until it was too late to do anything except make vaccinations mandatory (using modulation). The apparent short-term success of this measure in generating population compliance does not foreclose the need for ongoing governance of vaccine confidence through effective discipline. This is evident for the COVID-19 vaccination campaign, with many Italians still indicating that they would not accept a vaccine despite the devastation that the disease has wrought throughout their country.
The growing number of females incarcerated in the United States suggests that greater importance needs to be placed on preparing practitioners and communities for their eventual release from prison. Female offenders present a unique set of needs, including greater mental health, substance abuse, and medical health problems than their male counterparts. Furthermore, women may possess unique needs at various points of their involvement with the criminal justice system (i.e., before, during, and following a period of incarceration). The current study examines the needs of female offenders while they are reentering the community from the perspective of community service providers who work directly with recently incarcerated women. Survey results reveal that community service providers identify needs in 7 domains. Prevalence and urgency measures provide unique profiles of the needs of female offenders, and respondent reports of the effectiveness of the existing community-based service sector lead to numerous implications and suggestions for future research. 相似文献
Abstract Offence-related and developmental characteristics were compared in subgroups of a sample (n=184) of male sex offenders aged between 10 and 21 [mean=16.07; standard deviation (SD)=2.09] referred to a specialist community facility. Important differences were observed on key developmental and offence-related variables between adolescents who targeted peers/adults and those who targeted children. These differences support the validity of the distinction between these two groups. Much smaller subgroups with mixed (i.e. peer and child) victims, internet child pornography and indecent exposure offences are also described. The sample was followed-up for a mean period of 4 years 6 months (SD=30.5 months), during which a small number re-offended sexually (n=13) and many more re-offended non-sexually (n=90). Relationships between engagement with treatment and some background and offence-related variables were identified and these are discussed. 相似文献
This study examined the relationships between psychopathy (primary and secondary), intelligence and emotional responding in a sample of 50 university students, using a task measuring autonomic responses to 40 pictorial stimuli (20 neutral and 20 emotionally provoking). Results indicated no significant direct relationship between primary or secondary psychopathy and emotional response, or primary or secondary psychopathy and intelligence. However, a significant moderating effect of intelligence on the association between both psychopathy factors and emotional response was observed, indicating those scoring higher on psychopathy but with lower intelligence portray the expected emotional responses to the affective stimuli (primary: β?=??.56, p?.05; secondary: β?=?.80, p?<?.001). These findings indicate abnormal reactivity to emotional stimuli in lower intelligence, higher psychopathic individuals, and suggest differing roles for the two facets of psychopathy in affective responsiveness deviations. 相似文献
Designation as a “Habitual Offender” is an enhanced form of punishment which unlike, “Three Strikes” or “10-20-Life,” is entirely
discretionary. We use Hierarchical Generalized Linear Modeling to assess the direct effects of race and Latino ethnicity on
the designation of Habitual Offenders as well as the effect of both static and dynamic indicators of racial and ethnic threat
on those outcomes. Our data include 26,740 adults sentenced to prison in Florida between 2002 and 2004 who were statutorily
eligible to be sentenced as Habitual. The odds of receiving this designation are significantly increased for black and Latino
defendants as compared to whites, though race and ethnicity effects vary substantially by crime type, being strongest for
drug offenses and negligible for violent crimes. Static measures of group level threat (% black and % Latino) have no cross-level
effect on sentencing by race or Latino ethnicity. However, increasing black population over time increases the odds of being
sentenced as Habitual for both black and Latino defendants. Increasing Latino population increases the odds of Habitual Offender
sentencing for Latinos, but decreases it for blacks. The prospect of engaging dynamic as opposed to static measures of threat in future criminal justice and other social control research is discussed. 相似文献
Traditionally marriage has been treated as one step in the life cycle, between youth and old age, singleness and widowhood. Yet an approach to the life cycle that treats marriage as a single step in a person's life is overly simplistic. During the eighteenth century many marriages were of considerable longevity during which time couples aged together and power dynamics within the home were frequently renegotiated to reflect changing circumstances. With the emergence of COVID-19, many governments around the world co-oped non-health actors into enforcing comprehensive mandatory vaccination policies. Implementing these policies can be challenging, creating irreconcilable goals and problems with knowledge and understanding of areas outside the implementers’ direct field of expertise or scope of work. We know very little about how such frontline workers cope with these challenges associated with implementing policies whose goals lie well outside their remit (which we describe as generating exogenous policy pressures), and what this means for the operation of the policies. This article uses policies in place prior to the pandemic to fill this gap. It examines attitudes and experiences of frontline childcare educators who implement Australia's No Jab, No Play childhood vaccine mandate policies within the states of New South Wales, Queensland, and Victoria. Through qualitative analysis of interview and focus group data, we find that these frontline workers cope with moral conflict, confusion, and a lack of knowledge by moving against clients: they rigidly follow the rules beyond legislative requirements, and sometimes break them, generating a new coping category we call ‘rigid rule breaking’. However, their need to employ coping strategies is informed by the extent to which government has designed the policy to coerce the behaviour of the providers, families, or both. The implementation of more coercive variants of No Jab, No Play policies deviates more from what legislators intended, while providers given scope to make their own decisions about enrolling unvaccinated children report satisfaction in their decision-making.
