What Went Wrong with NATO?

This article provides a perspective on strategic trends in the NATO alliance and the broader transatlantic relationship. It evaluates the extent of NATO's successes and failures over the last 15 years in the areas of the Balkans, NATO enlargement, and the international campaign against terrorism. The central conclusion is that, while NATO's members have significant technical reforms available that could help to reinvigorate the institution, none is likely to come to fruition without a major change in strategic concepts on both sides of the Atlantic.

THROUGH A DIFFERENT LENS: USING FILM TO TEACH FAMILY LAW

This article discusses the aspects of narrative and character development that make films a useful tool to supplement classroom legal education. Moreover, utilizing film is particularly effective for learning and exploring the dynamics of human relationships at the center of family law cases. When designing a film and family law course instructors should seek to promote creative thinking, cultural competence, student exploration of bias and assumptions and best practices for attorneys based on the examples provided in the film. Films make the learning process more fun, but still provide substantial opportunities to broaden students' concept of the impact of law on family members.     

Trust but verify? Voluntary regulation programs in the nonprofit sector

In this article we examine how information problems can cause agency slippages and lead to governance failures in nonprofit organizations. Drawing on the principal–agent literature, we provide a theoretical account of an institutional mechanism, namely, voluntary regulation programs, to mitigate such slippages. These programs seek to impose obligations on their participants regarding internal governance and use of resources. By joining these programs, nonprofit organizations seek to differentiate themselves from nonparticipants and signal to their principals that they are deploying resources as per the organizational mandate. If principals are assured that agency slippages are lower in program participants, they might be more likely to provide the participants with resources to deliver goods and services to their target populations. However, regulatory programs for nonprofit organizations are of variable quality and, in some cases, could be designed to obscure rather than reveal information. We outline an analytical framework to differentiate the credible clubs from the “charity washes.” A focus on the institutional architecture of these programs can help to predict their efficacy in reducing agency problems.     

Science cannot fix this: the limitations of evidence-based practice

The use of evidence-based practice as a guide for correctional investment is widely lauded as a positive shift away from punitive approaches to criminal justice. The value-neutral language of science, however, supplants a more fundamental and necessary dialog about core principles of our justice system. We raise concern that the discourse of evidence-based practice serves to avoid accountability for the dominant correctional regime which remains overwhelmingly invested in the imposition of punishment. Furthermore, evidence-based practice privileges academic expertise and de-legitimizes the knowledge base within affected communities stifling grassroots innovation and creativity.     

Views from the periphery: Futures of neoliberalism in Latin America

The political economy of Latin American countries seems increasingly characterised by neoliberal approaches. Economic factors at the global and continental scale seem to reinforce this trend. This article explores the social bases of neoliberalism not only in terms of the technocratic but also of the wider social and political base. The connections between neoliberal reform, people and places are explored through examining the nature of exportorientated growth, the transformations of labour markets, the social impacts of reform, poverty and the changing social provision of the state. The contradictions within the neoliberal model are examined before the future of neoliberalism and the prospects for alternative development strategies and sociopolitical scenarios are considered. In particular, the arguments from neostructuralist contributions are assessed and some of the contrasts between neoliberal and neostructural theories identified.
