Biofuel, dairy production and beef in Brazil: competing claims on land use in São Paulo state

This paper examines the competing claims on land use resulting from the expansion of biofuel production. Sugarcane for biofuel drives agrarian change in So Paulo state, which has become the major ethanol-producing region in Brazil. We analyse how the expansion of sugarcane-based ethanol in So Paulo state has impacted dairy and beef production. Historical changes in land use, production technologies, and product and land prices are described, as well as how these are linked to changing policies in Brazil. We argue that sugarcane/biofuel expansion should be understood in the context of the dynamics of other agricultural sectors and the long-term national political economy rather than as solely due to recent global demand for biofuel. This argument is based on a meticulous analysis of changes in three important sectors - sugarcane, dairy farming, and beef production - and the mutual interactions between these sectors.     

Territorial changes and changing identities: how spatial identities are used in the up-scaling of local government in the Netherlands

This article analyses the use of local identities by local communities in two Dutch municipalities. This research was commissioned by the Dutch Ministry of the Interior to better understand the role of local identities in municipal amalgamations. This article develops a conceptual framework based on the distinction between a primary identity based on the widely recognised dominant characteristics of the local community, and a secondary identity based on how communities within a municipality have learned over time to deal with these different primary local identities. During an amalgamation, this secondary identity disappears with the old municipality. The disappearance of the protective shield of a secondary identity exposes the underlying primary local identities, and can bring local identities into the centre of the local political debate. They can become more ***inward-oriented and focus more on their historical roots and their differences with others; they ‘thicken’ into resistance identities. In other cases, the secondary identity of a municipality is too weak and indistinct to support the primary local identities. Municipal amalgamation can then help to promote a new more attractive secondary, ‘thin’ regional identity based on a selection of characteristics of established primary local identities.

Modules for modernisation: Colonial irrigation in India and the technological dimension of agrarian change

‘Water control’ is central to the political economy of water distribution in large‐scale irrigation in India. The changes in water distribution, irrigation technology, and agrarian development ‐through the introduction of the ‘block system’, technical devices called ‘modules’ and volumetric water pricing ‐ in the Nira Left Bank Canal (Bombay Presidency) in the period 1900–40, are discussed to show the relationship of the three dimensions of water control: technical, managerial and socio‐political. This analysis points to the crucial, but contradictory role of the state in triggering processes of agricultural modernisation through intervention in water management. The debate on the ‘success’ of the block system continues to the present day, but little progress has been made in designing solutions for inequality in water distribution. The article suggests that liberalisation policies create political and institutional space for changing accountability relations, and agricultural price regimes relevant to water management problems. It also argues that social scientists criticising present irrigation practices should position themselves within the engineering domain and try to ‘socialise’ the technical bias of the engineering establishment.     

Ownership dynamics in local multi-stakeholder initiatives

The nature and dynamics of ownership are often neglected features of multi-stakeholder initiatives (MSIs). Seventeen cases in four countries illustrate characteristics of narrow government or broad societal ownership and forces for change over time. Refinements to the application of Gaventa’s Power Cube are used to analyse such shifts from the perspective of invited and closed spaces for participation. Observations about ways in which stakeholder groups can create a more enabling environment for their collaboration are discussed. Sensitivity to sub-national conditions by weaving endogenous and exogenous forces appears to be crucial if MSIs are to be effective vehicles of choice for implementing the Sustainable Development Goals.     

On the Psychology of the Advantaged: How People React to Being Overpaid

Based on the idea that overpaid people are in conflict between hedonic principles (i.e., what makes them pleased) and what they believe to be right, two studies tested the hypothesis that it should be relatively difficult for people to make satisfaction judgments regarding outcomes in which they are being advantaged. In line with this hypothesis, Study 1 demonstrated that response latencies of satisfaction judgments were longer when participants were being overpaid, compared to when they were underpaid or equally paid. Study 2 extended these findings by demonstrating that people required more time to make satisfaction judgments when they were overpaid in the context of a close relationship (i.e., in which the conflict between hedonic and concerns for the other’s need should be stronger) than when overpaid in the context of a non-close relationship. Theoretical implications regarding the social-cognitive processes underlying reactions to overpayment are discussed.
