Local government structure and the quality of minority neighborhoods

One of the most long-standing and controversial issues surrounding local government structure in the United States is how ??reformed?? political institutions have impacted minority neighborhoods. A common belief is that reformism has harmed these neighborhoods, but there is no empirical evidence on this issue. Drawing upon capital asset pricing theory, this paper empirically investigates the effects of two reforms, the council-manager form of government and at-large councilor elections, on the quality of nonwhite neighborhoods. Quality is found to be higher in majority white places with at-large as opposed to district-based elections. Quality is not found to be affected by the form of government.     

A study of the intermolecular interactions of lipid components from analogue fingerprint residues

A compositionally simplified analogue of a latent fingermark was created by combining single representatives of each major component of a natural fingermark. Further modified analogues were also produced each having one component removed. The aim of this study was to investigate the intermolecular interactions that occurred within these analogue samples using Fourier Transform Infrared (FT-IR) Microspectroscopy. FT-IR microspectroscopy showed that the absence of squalene and cholesterol significantly restricted the interactions between the other organic constituents within the analogue samples. Investigating the intermolecular interactions of organic compounds within a simplified analogue solution could indicate corresponding interactions that occur within natural fingermarks. These potential interactions could go on to be the target of further investigation of latent fingermark chemistry, and ultimately contribute to a better understanding of the aging processes and degradation mechanisms that take place post-deposition.     

In English and en Español?: Language Accessibility of County Websites

This article examines the response of U.S. county government websites to language diversity among county residents. Employing a survey of county websites and U.S. Census data, our findings reflect a general lack of Spanish language accessibility. The study finds that population size and proportion of Spanish-speaking population do not positively impact county website Spanish language accessibility. Border states from California to Florida outperform northern states. There are, however, notable exceptions to the generally negative findings of the study, especially with regard to identification of best practices and other opportunities that support efforts to become more language-inclusive.     

The reliability and validity of self,peer and staff reports of bullying and victimisation in correctional and care institutions

Abstract

Connell and Farrington (1997) carried out the first study of the reliability and validity of reports of bullying and victimisation in correctional institutions, using individual interviews. The present research describes the second study on this topic using questionnaire measures of self, peer and staff reports of bullying and victimisation in one Children's Home (N=16 residents, 15 peers, 6 staff, making up to 1440 comparisons) and one Correctional Home (N=19 residents, 18 peers, 6 staff, making up to 2052 comparisons) in Croatia. The present study improved on the Connell and Farrington study by examining the test–retest stability of the questionnaire and using relative improvement over chance coefficients in assessing inter-rater reliability. Unlike in the Connell and Farrington study, self-reports of bullying and victimisation were collected in small groups rather than in individual interviews. Generally, there was significant agreement between residents, peers and staff in identifying bullies and victims, and the test–retest stability of the questionnaire was high. In line with the findings of Connell and Farrington, it is concluded that self-reports provide the most reliable and valid data about bullying amongst institutionalised youth.

Differences in levels of deviance between Japanese and American students: the influence of peer deviance

In the current study, by drawing on the literature concerning peer deviance and criminological social learning theory, and on theory and research concerning cultural variability in uncertainty avoidance, we offer a rationale for predicting that peer deviance will be lower among Japanese than among Americans. The lower level of peer deviance among Japanese, in turn, might explain why crime and deviant behaviour are less common in Japan compared to the United States. Analyses of comparable survey data from college students in Japan and the United States (N = 1271) provide strong support for our hypothesis.     

What Drives the Swing Voter in Africa?

What makes African voters “up for grabs”? Existing approaches to the swing voter have several liabilities. This article introduces a new measure enabling a more comprehensive assessment of swing voting, including the differentiation between clientelistic and collective goods motivations. The issue of swing voting is then brought to an environment where voters are rarely considered persuadable: Africa. Using a count‐model estimation technique and original survey data from Ghana's critical 2008 elections, the analysis challenges the near consensus in African politics on clientelism as the only electoral strategy. When voters perceive politicians as providing collective, developmental goods, the efficacy of clientelism as a tool to win over voters is reduced. Many persuadable voters can also be won over by both clientelistic and collective goods, thus contradicting the literature presenting these as mutually exclusive. Finally, the analysis shows that incumbents do better when they provide collective goods even in highly clientelistic environments.     

Towards an Analytical Framework for Party Mergers: Operationalising the Cases of the German Left Party and the Dutch Green Left

The theoretical literature on party mergers is thin. This article draws upon organisational behaviour research to create an analytical framework that is suitable for explaining the processes inherent in party mergers. The authors operationalise this framework by examining two cases of party merger: in Germany, between the Party of Democratic Socialism (PDS) and the Electoral Alternative for Labour and Social Justice (WASG) in 2006/07, and in the Netherlands, between four small parties to form Groenlinks (Green Left) in 1989–91. They conclude that the two cases demonstrate definable steps and processes that are inherent to mergers, and they welcome further applications of this framework in other settings.
