There are divergent interests in involving NGOs in public sector programmes of agricultural development. Some commentators seek to foster popular participation through such involvement, while others view it largely within the logic of public sector cutbacks. Using material primarily from Latin America, and also from Africa and Asia, the potential gains and risks inherent in a range of NGO‐government relationships are considered. Strengths and weaknesses in NGO development strategies and practice are reviewed, and potential public sector contributions discussed. While closer relationships between NGOs and governments seem likely to emerge in the context of current public sector reform, the form these relationships will assume is less clear and will probably be highly diverse. 相似文献

Total Quality Management (TQM) as a business strategy has been recognized by managers in the public sector since the late 1980s. While much has been written about the need for TQM and its strategies such as quantitative measurement and statistical analysis, team work and worker participation, few empirical and theoretical studies have been carried out or published on the connection of organizational culture to the implementation of TQM. Many leaders in the field have asserted that significant organizational cultural change will be required to ensure the success of TQM. Airlines are an important component of regional economies. The economic impact of an airline goes beyond the usual impacts of their payroll and expenditures. Airlines also may affect business productivity and the critical economic base of a regional economy. This article estimates the economic impact of America West Airlines on Las Vegas, Nevada. Key aspects of the study were measurement of the direct impacts, estimation of the associated impact on tourism allowing for the possibility of competing travel alternatives, and the use of a regional economic impact model to derive the total economic impact. 相似文献

Scholars traditionally claim that unanimity rule is more capable of producing Pareto optimal outcomes than majority rule. Dougherty and Edward (Public Choice 151(3):655–678, 2012) make the opposite claim assuming proposals are either random, sincere, or strategic. We test these competing hypotheses in a two-dimensional framework using laboratory experiments. Our primary results suggest: (1) majority rule enters the Pareto set more quickly than unanimity rule, (2) majority rule leaves the Pareto set at the same rate as unanimity rule, and (3) majority rule is more likely to select a Pareto optimal outcome than unanimity rule at the end of the game. 相似文献

Robert Kagan has been at the forefront of sociolegal research into regulation for more than thirty years. His work addresses in general the extent to which law fosters or impedes economic activity, and the conditions under which people and organizations both comply with the law and sometimes fail to comply with it. This article analyzes his contributions and suggests some questions for further inquiry prompted by Kagan's work. Abstract: The initial Bovine Spongiform Encephalopathy crisis, that is until the imposition of the EU-wide ban on UK beef exports on 27 March 1996, and the failure of the institutions of the EU and Member States to react effectively and efficiently to this developing crisis, brought to light some of the faults in the food safety and animal health part of the EU's system of governance. Responding to criticisms and recommendations made in the aftermath of the initial crisis, particularly by the European Parliament, the EU has embarked on a process of reforming the administrative landscape in this area. This has included the setting-up of a new regulatory agency, the European Food Safety Agency, and a commitment to the more effective use of scientific information. It is submitted that this could lead to the development of new information-based scientific networks that inform and direct EU governance, networks which should contain the European Food Safety Agency at their centre. 相似文献
