Britain,France, and America's Year of Europe, 1973

Britain's entry into the European Community in 1973 coincided with an American initiative aimed at redefining relations between the United States and Western Europe. This confronted British diplomats with a serious dilemma. They wished to maintain close collaboration with Washington and, for the sake of European unity, to expand on their recently achieved reconciliation with France, a country whose Gaullist elite rejected any further institutionalization of transatlantic relations. French reluctance to engage in a constructive dialogue with the Americans resulted in a fractious debate over the drafting of two seemingly innocuous declarations, and this was exacerbated by the mixed response of the Europeans to the outbreak of the fourth Arab–Israeli war and the ensuing energy crisis. Finally, at the Washington energy conference of February 1974, the British chose to work with the Americans, rather than the French, in seeking to mitigate the economic impact of OPEC's oil policies.

Visualisation of fingermarks and grab impressions on dark fabrics using silver vacuum metal deposition

Vacuum metal deposition (VMD) involves the thermal evaporation of metal (silver) in a vacuum, resulting in a uniform layer being deposited on the specimen being treated. This paper examines the use of silver on dark fabrics, thus offering a simpler operation and more obvious colouration to that of the traditional use of gold and zinc metals which must be evaporated separately. The aim of this study was to investigate the effect of fabric type, donor, mark age and method of fingermark deposition on the quality of marks visualised using silver VMD. This was achieved by collecting fingermark deposits from fifteen donors, of both sexes and various ages, by a grab or a press method. Four different fabrics: satin, polyester, polycotton and cotton were studied over a 10 day timeline of 1, 2, 3, 4, 5, 6, 7, 14, 21 and 28 + days. It was found that satin and polyester gave the most positive results, with polyester often producing excellent ridge detail. Cotton and polycotton were less successful with no ridge detail being observed. The donors also had an observable effect on the results obtained probably due to variations in secretions produced or pressures applied during specimen collection. The age of the mark or the method of mark deposition had little influence on the results obtained. Silver VMD is a viable process for visualising marks on certain dark fabrics and has the advantage over gold/zinc VMD in that the marks visualised are light in colour which contrasts well against the dark background.

Abstract

Summary: This article addresses the inter-relationship between pornography and sexual violence. Its particular focus is a political analysis of pornography within a context of gender politics, using concepts from feminist standpoint theory and recent theorising about men. It examines extant research concerning the effects of pornography, and critiques the predominantly positivist assumptions of such research. The article concludes with some ideas for enabling men to challenge pornography and its uses.     

Violent Life Events and Social Disadvantage: A Systematic Study of the Social Background of Various Kinds of Lethal Violence,Other Violent Crime,Suicide, and Suicide Attempts1

ABSTRACT

Open sanctions and changes in conceptions of rehabilitation are changing qualification requirements in the field of prison and probation services. In particular, the significance of social interaction between employees and offenders has emphasized. This study examines this issue from the viewpoints of social constructionism and discourse analysis. Research material was collected by interviewing 11 Finnish Criminal Sanction Agency employees who prepared and enforced supervised probationary freedom. According to the results, social interaction was structured from different points of view and linked to differently constructed identities in the interviewees’ speech. Professional interaction and a confidential employee–offender relationship were viewed as a means to create occupational safety and prevent security risks, and also to support offender’s rehabilitation. In addition, employees used a discourse of daily interaction and support which emphasized the significance of everyday encounters with the offender. Employees were able to overcome the tension between support and control by flexibly combining the discourse of supervision with the discourse of daily interaction and support, which enabled them to support the offender without being a rehabilitation professional. The study reveals the central role of social interaction, which creates challenges for education, and the development of an organizational culture in prison and probation services.

Abstract

This article discusses the origins of the speculative configuration that has come to characterize English banking. It criticizes Gerschenkron's view that early nineteenth-century English banking developed relatively autonomously from manufacturing. Pointing out that he misunderstood the specific nature of English finance and the reasons that explained the later shift towards speculation, it shows how Gerschenkron and his followers have consistently underestimated the role of the state in shaping the nature of English finance. The main argument of the article is that state intervention was a decisive factor in shaping the nature of English finance. It proved crucial in initiating the divergence between English and continental finance, and contributed to the rise of modern banking in England. Finally, I argue that the speculative configuration of finance often associated with England was a late development of the nineteenth century that again reflected changes in the form of financial and monetary regulation.

Run-specific limits of detection and quantitation for STR-based DNA testing

STR-based DNA profiling is an exceptionally sensitive analytical technique that is often used to obtain results at the very limits of its sensitivity. The challenge of reliably distinguishing between signal and noise in such situations is one that has been rigorously addressed in numerous other analytical disciplines. However, an inability to determine accurately the height of electropherogram baselines has caused forensic DNA profiling laboratories to utilize alternative approaches. Minimum thresholds established during laboratory validation studies have become the de facto standard for distinguishing between reliable signal and noise/technical artifacts. These minimum peak height thresholds generally fail to consider variability in the sensitivity of instruments, reagents, and the skill of human analysts involved in the DNA profiling process over the course of time. Software (BatchExtract) made publicly available by the National Center for Biotechnology Information now provides an alternative means of establishing limits of detection and quantitation that is more consistent with those used in other analytical disciplines. We have used that software to determine the height of each data collection point for each dye along a control sample's electropherogram trace. These values were then used to determine a limit of detection (the average amount of background noise plus three standard deviations) and a limit of quantitation (the average amount of background noise plus 10 standard deviations) for each control sample. Analyses of the electropherogram data associated with the positive, negative, and reagent blank controls included in 50 different capillary electrophoresis runs validate that this approach could be used to determine run-specific thresholds objectively for use in forensic DNA casework.     

School-based Abuse Prevention: Effect on Disclosures

This paper focuses specifically on the analysis of disclosures and forms part of a wider study which evaluated the effectiveness of the Violence is Preventable program. Participants included a survivor group, grade 6 group, and a grade 7/8 group with equivalent waiting-list comparison groups. Lessons were delivered either by voluntary organization workers or class teachers. Disclosures were systematically recorded by presenters. Video was used to analyze interactions around disclosures. Substantial numbers of disclosures occurred when lessons were delivered by survivor organisation presenters. Video analysis suggested this was partly due to adult-student interactions characterized by low levels of adult control. Studies on a larger scale are needed particularly comparing outcomes from different presenters with an analysis of what leads to disclosure in and beyond the classroom.
