This article discusses the U.A.L.R. child protection mediation program as well as several other child protection mediation programs in order to examine what makes a program a continuing success. Child protection mediation programs have gone through a period of tremendous progress and growth over the past 20 years in the United States and Canada. Numerous studies have shown that child protection mediation helps families and courts by lowering the amount of time that children spend in foster care and the amount of costs for courts and agencies. Child protection mediation is an essential tool for juvenile courts and the families that have cases there. This article addresses the development of child protection mediation programs, their importance to juvenile courts, and some reasons that these programs succeed or fail. Although many of these programs have early accomplishments, they have not always been able to maintain their growth or to continue to exist. The U.A.L.R. Mediation Project has not sustained its early levels of cases or referrals from court for numerous reasons. Using the techniques of other thriving programs, we will attempt to restart and re-energize the program. It has been established that the people who have a role in the establishment of a program, the funding sources and especially the commitment of the parties to the program all have a significant long-term impact. This article points out how programs should begin and proceed if they are to be a long-term success.  相似文献

Treaties to limit strategic arms, such as those resulting from the Strategic Arms Limitation Talks (SALT), are generally viewed as resulting in a reduced level of military spending and an increased level of security for both countries. This paper shows that such treaties generally would accelerate the qualitative arms race and could lead to the introduction of new and potentially destabilizing weapon systems. Thus, the result might be an increase in military spending and a decrease in the level of security for both countries. This result is supported by a formal model of bureaucratic decision making, in which defense bureaus choose between purchases of existing weapons systems or research and development expenditures on new weapons systems. The formal model leads to two theorems which identify the conditions under which arms limitation treaties lead to innovations in weapons technology and to increased military spending.  相似文献

Seagrave and Grisso (2001) questioned the clinical-forensic utility of tests designed to assess juvenile psychopathy. They discussed potential problems with such tests and some avenues for future research. We agree with the points made by Seagrave and Grisso, but believe their critique did not go far enough. The state of the art with respect to the assessment of juvenile psychopathy is like an Impressionist painting: fine from a distance;but the closer you get, the messier it looks. We conclude that although tests of juvenile psychopathy measure something, it is impossible to be sure at this time they are actually measuring psychopathy.  相似文献
