Several oil paintings, suspected of being stolen, were found in the possession of an art dealer in Tel-Aviv, Israel. The authors were asked to determine if these paintings were the stolen ones, based on photographs, stretchers, and frames submitted by the alleged owners in France. A physical match was found between two of the questioned paintings and two stretchers. Another painting was identified as being previously affixed to the original frame by several nails. The fourth painting was identified as being the one photographed by the alleged owner. This identification was done by comparing micro-topography marks revealed by the illumination conditions of that photograph and of the questioned painting.  相似文献

This paper describes the development of New Zealand policy on posthumous reproduction in assisted human reproduction. It outlines five perspectives: medical, ethical, cultural, psychosocial and legal and shows the multidisciplinary approach taken by the National Ethics Committee. It is argued that each of these perspectives has important contributions to make to the multidisciplinary approach. The guidelines determined by the Committee are outlined, along with the processes used in arriving at these.  相似文献

This article examines Japan’s search for a more active international role in the Korean peninsula after the Cold War. It argues that Japanese foreign policy toward the Korean peninsula after the Cold War has continued to exhibit a reactive posture due to several important constraints. The United States has remained an important factor in shaping the Japanese foreign policy agenda in the post-Cold War era. Moreover, the Japanese domestic political environment, despite the dramatic political realignment after 1993, has continued to favor a nonmilitary Japanese role in world affairs. Finally, the lingering Korean mistrust toward Japan has hampered Japan’s bid to increase its political profile. Consequently, these constraints ensure that Japan’s independent role in the Korean peninsula will be rather limited in the foreseeable future.  相似文献

This article examines the telecommunications industry in Sri Lanka and assesses the effectiveness of regulatory arrangements associated with the liberalisation of the telecommunications industry, from a management point of view. The review focuses on the scope of services, price and the quality of services available to customers after the liberalisation. This study finds that, despite the early establishment of the Telecommunications Regulatory Commission (TRC) to monitor the telecommunications industry, its interventions have been only partially successful in making it conducive to service providers and customers. While liberalisation of the telecommunications industry has been favoured, the role of the regulator has been controversial with regard to its independence, impartiality, capability, transparency and accountability. We argue that the current model has failed to create favourable market conditions under the circumstances prevailing in the country, and hence a more appropriate model is yet to be developed. During 2004 and 2005, Florida was struck by 8 hurricanes, resulting in 213 deaths. The Department of Health and Florida medical examiners monitor hurricane mortality surveillance. This study analyzed hurricane-related deaths reported by the Florida Medical Examiners Commission for 2004 to 2005. The objectives of this study were to (1) describe the Florida hurricane-related mortality for 2004 and 2005, (2) accurately characterize the hurricane-related deaths, and (3) identify strategies to prevent or reduce future hurricane deaths. For 2004, there were 144 total hurricane-related deaths. The majority (59%) occurred in the postimpact phase, with accidents accounting for 76% of deaths. Among these, over half were caused by trauma, followed by drowning, other injury, electrocution, and carbon monoxide poisoning. For 2005, there were 69 hurricane-related deaths. Sixty-one percent of deaths occurred in the postimpact phase, with accidents accounting for 86% of all deaths. Among these, over half were due to trauma, with drowning and carbon monoxide poisoning being the other major contributors. Most hurricane-related deaths are due to unintentional injury and therefore, preventable. Seventy-nine percent of deaths are in those aged 40 and older. Prevention messages should target high-risk, postimpact activities, especially in older adults.  相似文献

Recent research has demonstrated that burglary clusters in space and time, resulting in temporal changes in crime hotspot patterns. Offender foraging behavior would yield the observed pattern. The offender as forager hypothesis is tested by analyzing patterns in two types of acquisitive crime, burglary and theft from motor vehicle (TFMV). Using a technique developed to detect disease contagion confirms that both crime types cluster in space and time as predicted, but that the space–time clustering of burglary is generally independent of that for TFMV. Police detections indicate that crimes of the same type occurring closest to each other in space and time are those most likely to be cleared to the same offender(s), as predicted. The implications of the findings for crime forecasting and crime linkage are discussed.

They resulted in a cascading sequence of politicalcrises which plunged Somalia into increasingly intractable conflicts.This ‘tragedy in five acts’ includes the flawedcreation of the TFG in late 2004, which emerged as a narrowcoalition rather than a government of national unity; the failureof a promising civic movement in Mogadishu in summer of 2005to challenge the power base of warlords and Islamists in thecapital; the disastrous decision by the US government to encouragean alliance between its local counter-terrorism partners inMogadishu, producing a war which led to the victory of the Councilof Islamic Courts (CIC) in June 2006; the radicalization ofthe CIC over the course of 2006, which guaranteed a war withEthiopia; and the Ethiopian offensive against the CIC in late2006, leading to its occupation of the capital, a complex insurgencyagainst Ethiopian forces and armed violence which produced whatthe UN described as a ‘humanitarian catastrophe’.In virtually every instance, key actors took decisions thatproduced unintended outcomes which harmed rather than advancedtheir interests, and at a cost in human lives and destructionof property that continues to mount.  相似文献
