This article proposes that the eventual outcomes of local government strategic policy deliberations can often reflect the interplay between “expert” administrative staff, democratically elected politicians, and the community they jointly serve. A multi-site case study approach, to examine the generation of local government strategy related to a niche economic activity concludes that broadly conceptualized opinion congruence can sometimes be threatened by substantial pockets of stakeholder vested interest. As such, “expert” and “political” opinion reflects a caution based on both historical experience and political expediency; while community opinion displays an optimism based on eager anticipation of an unknown future.  相似文献

Abstract

A key component of the functional engagement of child sex offenders in a group-based programme is the disclosure of certain personal information. Such information is required to be of a type and presented in a way that facilitates open exchange in the group, promoting understanding of the presenter's offence pattern and conveying his sole responsibility for the offending. The model explained in this paper, based on an outcome from a grounded theory study, describes in detail four distinct orientations to such disclosure. Each is associated with a particular style of managing the disclosure encounter. Three of these disclosure management styles can be described as essentially “resistant” in nature, but only one is overtly oppositional. The two other “resistant” styles of disclosure management emerge as more covert and perhaps less readily identifiable expressions of reluctance. The implications of the model for work with this population and in more general settings are discussed.  相似文献

This article reports original research which built on conceptual issues previously identified by the authors. A survey of national parliaments sought information on orientation and induction programmes offered to first term members and on members' perceptions of those programmes. An overview of findings is presented and significant issues identified. Most programmes provided passive development through information and a handbook rather than active skill development. Few used training processes and techniques that were based on contemporary adult learning principles. There were sharp divisions over training and development in dealing with ethical issues. The findings suggest considerable potential for the further development of programmes and for sharing information about programmes in order to assist capacity building for parliamentarians and thereby enhance the performance of parliaments and individual members.  相似文献

This article provides an accessible overview of the growing research literature on the impact of public service and commercial broadcasting and highlights its main implications for policy discussions about the future of public service broadcasting in Western societies. It shows that the populations of countries with public service broad‐ and narrowcasting are better informed about government and politics, are more trusting of other people, have more positive civic attitudes, have greater confidence in democratic institutions and are more likely to engage in democratic politics. Moreover, levels of social trust are higher in countries which have a significant public service element in their media systems, even among individuals who do not habitually watch public TV channels. The article ends with a brief discussion of the implications of this research for the future of public broadcasting in the Western world.  相似文献

Baseline data collected in two brief intervention projects (BI-Court and Truancy Project) were used to assess similarities and differences in subgroups of at-risk youth. Classifications of these subgroups were based on their psychosocial characteristics (e.g., substance use). Multi-group latent class analysis (LCA) identified two BI-Court subgroups of youth, and three Truant subgroups. These classes can be viewed as differing along two dimensions, substance use involvement and emotional/behavioral issues. Equality tests of means across the latent classes for BI-Court and Truancy Project youths found significant differences that were consistent with their problem group classification. These findings highlight the importance of quality assessments and allocating appropriate services based on problem profiles of at-risk youth.  相似文献

Conflict has a carbon footprint. Crime is a subtype of conflict. Citizen on citizen predation by force or fraud, and responses to it, have carbon costs. The paper reviews relevant literatures and notes the absence of recognition of the nexus between crime and carbon-profligate lifestyles. The writers contend that looking at crime and disorder through a carbon costing 'lens' would profoundly influence social and criminal justice policy. The precise quantification of the carbon costs of crime is beyond the scope of this paper. The preliminary estimates contained herein suggest that the direct carbon costs of crime are substantial and the consequential costs more so, to the point where it is difficult to envisage a high crime society being a low carbon society. Recognition of this would lead to a major shift in policy favouring primary crime prevention through the design, implementation and maintenance of products and services less prone to crime. The costs of crime, both fiscal and carbon, would be a matter for regret rather than action were it not for the demonstrable success of schemes to design out crime, for example from residential environments. These are briefly discussed. The scope for further improvement in designing out crime seems considerable, and an intensive programme of research to explore avenues for advance is advocated.  相似文献
