Correctional facilities are increasingly burdened with mentally disordered offenders and are faced with the formidable task of effectively screening inmates for major mental disorders and suicide potential. Teplin and Swartz (1989) developed the Referral Decision Scale (RDS) as a rapid screen for schizophrenia and major mood disorders in jail populations. However, more recent research by Hart, Roesch, Corrado, and Cox (1993) has called into question the effectiveness of the RDS. In this study, we examined the convergent and discriminant validity of the RDS with the Schedule of Affective Disorders and Schizophrenia—Change Version (SADS-C) and the Personality Assessment Inventory (PAI) on a sample of 108 mentally disordered inmates. The RDS provided moderate evidence of convergent validity but failed to demonstrate acceptable discriminant validity, because of high intercorrelations on RDS subscales (heterotrait-monomethod coefficients). Abstract: Historically, the concept of career public service has received remarkably little attention in Canada. Career public service is, however, a central theme in the recent Public Service 2000 white paper on renewal of the federal public service. The challenge is to decide the extent to which the public service should adhere to the major principles of career public service relating to political neutrality, merit, open versus closed competitions, and career planning. There are significant barriers to achieving these principles, including conflict between some of the principles themselves. The extent to which career service will be achieved depends largely on the degree to which the vision of Public Service 2000 is realized. It is a vision of a new public service culture that is results-oriented and client-oriented and that is based on the precepts of service, innovation, people, and accountability. Among the obstacles to successful implementation of this vision are resistance by public service unions, lack of understanding about the magnitude of the commitment required to create a new public service culture, and the possible lack of political will to implement the white paper's proposals. Among the means by which the federal government can enhance the prospects for career service are a renewal of commitment to career service, including the allocation of more resources to career planning and development, and greater sensitivity to the threat of undue politicization of the public service. This paper gives the author's impressions on the following aspects of justice: desert, equity, equality, need, and intergenerational equity. The author concludes that these different aspects cannot be reconciled but instead must be compromised. An example of such a compromise is provided by a discussion of welfare reform. The author claims that rights are correlative with duties, and that asserting the former has little meaning without specifying the latter. He then discusses justice toward groups rather than individuals. He proposes that maintaining cultural variety in the presence of a homogeneous superculture is a major problem of the contemporary world. The paper concludes with a discussion of various forms of power, particularly the integrative power that people acquire over each other by virtue of ties of loyalty and identity. 相似文献

Two alternative models of legislative outcomes are the minimum winning coalition and the competitive equilibrium (Koford, 1982). In a unidimensional setting, the outcome under the former is the median, while the outcome under the latter is the highest net demand location.This paper describes the competitive equilibrium in a unidimensional model, and shows that under some common conditions it coincides with the median, in particular for pure redistributive issues. However, for distributive issues, the two equilibria will differ. Finally, the comparative statics of the two models are examined; while the winning coalition is sensitive only to changes in the location of the median, for distributive issues the competitive equilibrium has the standard economic comparative statics that the outcome adjusts in the direction of the change in preferences. 相似文献

This article reports the development and psychometric properties of three standardized and objectively scored measures, the MacArthur Treatment Competence Research Instruments. They were designed to assess abilities related conceptually to four legal standards for competence to consent to treatment: understanding, appreciation, rational manipulation (reasoning), and expressing a choice. Scoring reliability, internal consistency, intertest correlations, and test-retest correlations were examined with data from samples of hospitalized patients with schizophrenia, major depression, and ischemic heart disease, as well as matched non-ill community samples. The results indicate very good interscorer reliability and provide guidance for the use of the instruments and interpretation of their results in future research on patients' decisional abilities in treatment contexts. 相似文献

Utilizing several theories of sociocultural mobilization, this paper examines the contours of secular-religious conflict in contemporary Israel. According to a survey of adult Israelis, resistance to religious coercion among the secular population is driven primarily by symbolic, social, and cognitive forces rather than perceived discrimination or the threat posed by spatial proximity to the religious. As such, it is rooted in cultural identity. The theocratic disposition among religious Israelis is almost entirely a matter of social identification. These findings both confirm existing theories of intergroup conflict and suggest a framework for analyzing religion and state controversies in other polities. 相似文献
