Between 1950 and 1980 the number of school districts fell from 83,642 to 15,987. Data for the fifty states for 1950, 1960, 1970, and 1980 are used to identify the factors that contributed to this decline. The focus is on the tradeoff between cost savings through scale economies (a few large districts) and a diverse population's demand for choice in public schooling (many small districts). We find that much of the decline in the number of school districts has resulted from: 1) the decline in the farm population and increase in population density, which has made it easier to take advantage of scale economies; 2) the growing importance of state aid, which reduces quality variation among districts within a state; and 3) the increase in the fraction of teachers that belong to the National Education Association teacher's union, which may reflect increased political influence used to lower the costs of organizing. Several states have laws that require school district and county (or state) boundaries to coincide. In the last section of the paper we estimate the costs of these laws. First, we compare the predicted number of districts, using the regression results in the earlier section of the paper, to the actual number in these states. Then we estimate a demand equation that is used to generate the dollar amount of the cost due to diminished interjurisdictional competition.  相似文献

We attempt to explain why some constitutents are well informed and others are poorly informed about the positions taken by their U.S. Senators. The acquisition of political information is modeled in a Bayesian framework. A constituent with virtually no information about a candidate assigns him an average position on a liberal/conservative spectrum. As more political information is acquired with more political involvement, the constituent shifts her prior toward the politician's actual position and thus has a smaller error in assessing positions taken by her representative. In the Bayesian framework, voters make larger errors in evaluating the records of party mavericks than of typical party members. The model is tested using data from the 1982 American National Election Study. Data on the respondent's perceived ideology of their Senators and their socioeconomic characteristics are combined with information on the Senators' actual ideology, length of time in the Senate, political party, and candidacy for re-election in 1982. The empirical analysis provides support for our predictions.  相似文献

Rabinowitz and Macdonald (Am Polit Sci Rev 83(1):93–121, 1989) have advanced a directional theory of electoral choice that stands as an alternative to the proximity models that have dominated thinking in this area for a number of years. In this paper, we assess the utility of directional theory in another area of political behavior: the evaluation and influence of politically significant others in an individual’s social environment. Using two datasets collected during presidential election campaigns in 1984 and 1996, we find that respondents are more likely to evaluate their political discussants highly and be influenced by discussant vote choice if they agree in a directional rather than proximity manner. In looking at agreement on party identification, ideology, and issue positions, the directional model prevailed in 11 of 17 estimations, with neither explanation acquiring empirical support in the other six. In no instance did the proximity model prevail as an explanation of how political discussants relate to each other. We conclude by discussing the consequences of these results for political behavior and practical electoral politics.

A growing body of evidence looks at violence and harm caused to women working in lap dancing clubs. However, little attention has been paid to the wider impact of the licensing of sex entertainment venues (SEVs) on women's sense of safety and well-being in city centres where they are concentrated. This article contributes to the debate around the licensing of lap dancing clubs and gendered harm, using testimonies from a participatory photography research project facilitated by Sara Parker. Findings support feminist arguments that women's sense of safety and wellbeing in public spaces is compromised by the widespread use of sexualised imagery of women and girls in public spaces and by the growth of SEVs such as lap dancing clubs.  相似文献

The richest neighborhoods in the unincorporated suburbs have a stronger incentive to form a new city to escape the redistribution that is occurring there. Wealthy families also may desire to establish a new city if this enables the provision of government services that middle income voters would not fund. With three different measures of household well being??based on educational attainment, income, and home values??we consistently found that the relatively wealthier neighborhoods were more likely to be part of a new city by the end of the decade. This article analyses the treatment of non-professional suretyship agreements across the EU in the context provided by Commission initiatives aimed firstly at creating a single market in financial services and secondly at improving the coherence of European private law. Predictably, given their polycontextual function, we are confronted with starkly divergent national approaches towards such agreements: a 'Tower of Babel' rather than a 'common core'. The article proceeds to consider how we may see elements of commonality arising through the tension between the differing national approaches – seen in terms of a Unitary Network. In the course of this analysis the treble paradox of surety protection is described. The article finishes with a prediction of the relevance of a dual-track strategy in this field: involving measures of sector-specific, vertical harmonisation, and a programme of common-law style, non-legislative harmonisation through judicial convergence.  相似文献

This research note presents data about mentally disordered offenders (MDOs) treated in inpatient psychiatric services. Data are derived from 1980 admission surveys by the Survey and Reports Branch, National Institute of Mental Health (NIMH). These data report for the first time inpatient services provided to MDOs by non-Federal general and private hospitals. A total of 31,773 MDOs were admitted, with 85% going to state and county mental hospitals. The largest group, including admissions for evaluation, was ISTs (58%), followed by mentally disordered prisoners (32%), NGRIs (8%), and MDSOs (3%). Women and whites tended to be overrepresented among MDOs as compared to prison and jail inmates. Clear diagnostic differences by legal status were found, with schizophrenia predominant among NGRIs (81%) and alcohol and drug abuse disorders more frequent among ISTs. Overall, state and county hospitals in both 1967 and 1980 were the primary locus of care for mentally disordered offenders.  相似文献
