The distinctive relationship between bureaucrats and politicians in Britain has been much noted around the world and often used a model by reformers. However, both Conservative and Labour governments have displayed dissatisfaction with the bureaucracy and have made important changes in the "Whitehall model." Some of these changes have reduced the degree to which British politicians have been unusually dependent on a career bureaucracy that is insulated from partisan politics.  相似文献

Public administration continues to face an identity crisis that turns on the question of whether the animating principles of the discipline are to be discovered in the political foundations of a given regime, or whether they are to be found in more universal and transcendent principles of scientific management. Herbert J. Storing reframed the identity crisis as a problem arising from America’s constitutional system of governance. In doing so, he created an important role for public administration in democratic governance. This role took the form of “closet statesmanship” and, in practice, requires the exercise of prudential judgment that looks more like judicial decision making than scientific management. In summarizing Storing’s writings, the authors convincingly argue that he has much to teach us about the ongoing debate regarding the role of the bureaucracy within America’s 87,576 systems of government.  相似文献

This research note examines how domestic institutions can moderate the relationship between domestic and interstate conflict involvement. Previous work has found that military dictatorships are more likely to become involved in either domestic or international conflicts, compared to party-based autocracies. We argue that the same institutional explanations for why military autocracies are more conflict-prone also make them less capable of successfully carrying out multiple conflicts at the same time. Analyzing interstate and domestic conflict involvement on a sample of dictatorships over the period 1947–2004, we show that military autocracies dealing with internal armed conflict are less likely than their nonmilitary counterparts to become involved in an international conflict.  相似文献

In December 1998, Peter Mandelson MP, one of the principal architects of the Labour Party's victory in the May 1997 general election, dramatically resigned as Secretary of State for Trade and Industry. Nevertheless, despite his relatively brief period in that office, Mr. Mandelson left his imprint on policy through the publication in November 1998 of a major White Paper, 'Our Competitive Future: Building the Knowledge Driven Economy'. The White Paper sets out the New Labour analysis of the national political economy in a globalized world economy and is very much influenced by Mr. Mandelson's experience of the entrepreneurial spirit during his fact-finding visit to the United States of America. This article seeks to chart the relationship between New Labour's desire to foster the development of the corporate sector within a vibrant entrepreneurial culture and the need to ensure that the integrity of the market is preserved in an arena which is seen as inimicable to strong regulatory intervention by the state. As well as mapping New Labour's political rhetoric onto contemporary debates in corporate governance, the analysis will involve an examination of the interface between business practice and morality. In particular, the article will focus upon the role of the conception of company directors as 'responsible risk takers' and the upon the use of name-and-shame sanctions in the development of an entrepreneurial culture in which all corporate enterprises are seen as having a legitimate societal 'licence to operate'.  相似文献

The Building Bridges to General Practice (BBGP) program is an outreach initiative. It aims to reduce young peoples’ perceived knowledge- and belief-based barriers to engaging in treatment and to increase their behavioral intentions to consult a general medical practitioner (GP) for physical and psychological problems. By increasing intentions, the BBGP program aims to increase actual consultations with a GP for both types of problem. A quasi-experimental nested design was used to evaluate the effect of the intervention in three Australian high schools. A Treatment group (n = 173, M = 16 years) and Comparison group (n = 118, M = 15 years) completed questionnaires of perceived barriers, intentions and self-reported consultations with a GP. Questionnaires were completed 1 week before the intervention, 5 then 10 weeks post-intervention. The Treatment group, but not the Comparison group, showed reductions in perceived barriers over time, increased intentions to consult a GP for psychological problems and a significant correlation between intentions and subsequent GP consultations. Results support the utility of the intervention for improving adolescents’ beliefs, intentions and behavior related to consulting a GP for physical and psychological problems.

Fiscal and monetary institutions are conspicuously omitted in the conventional theory of long-run economic growth. Moving from the Schumpeterian entrepreneur, who adopts new technology because its value, according to Tobin’s q, dominates the economic rents of existing capital, we argue that the Schumpeterian entrepreneur’s incentives to innovate change when he is transplanted into the public economy. We analyze two alternative institutional settings denoted as “long chain” and “short chain”. Through the “long chain” model we show that the Schumpeterian entrepreneur is driven towards “destructive creation” of new capital, thus becoming a political dis-entrepreneur, while the quasi-contractual “short chain” model provides incentives to innovate.  相似文献

This study challenges the common view of authoritarianism as an unambiguously centralizing experience by investigating the subnational reforms that military governments actually introduced in Latin America. It argues that the decision by military authorities to dismiss democratically elected mayors and governors opened a critical juncture for the subsequent development of subnational institutions. Once they centralized political authority, the generals could contemplate changes that expanded the institutional, administrative, and governing capacity of subnational governments. This article shows how cross-national variation in the content and consistency of the generals' economic goals led to quite distinct subnational changes; in each case, these reforms profoundly shaped the democracies that reemerged in the 1980s and 1990s.  相似文献
