Ballistics imaging technology has received national attention as a potent tool for moving the law enforcement response to violent gun criminals forward by linking multiple crime scenes to one firearm. This study examines the impact of ballistics imaging technology on the productivity of the Boston Police Department's Ballistics Unit. Using negative binomial regression models to analyze times series data on ballistics matches, we find that ballistics imaging technology was associated with a more than sixfold increase in the monthly number of ballistics matches made by the Boston Police Department's Ballistics Unit. Cost-effectiveness estimates and qualitative evidence also suggest that ballistics imaging technology allows law enforcement agencies to make hits that would not have been possible using traditional ballistics methods.  相似文献

Blind proficiency testing is ideal for testing crime laboratory personnel because the elements of analyst bias and anticipation are removed. However, sending proficiency tests through the laboratory system as real casework is difficult. The substantial challenges with preparing and administering blind tests may prevent laboratory managers from initiating blind testing. In 2015, the Harris County Institute of Forensic Sciences committed to improving its crime laboratory’s proficiency testing program by adding blind tests. The goal was to test the whole system, from evidence receipt to report release. With careful planning, trial-and-error, and ongoing assessment of available resources, not only was the program proven to be feasible, but there was also clear understanding of how to optimize our program. In this article, we share our experiences, lessons learned, and program details to assist other forensic service providers with developing their own blind testing programs, which would ultimately lead to improved quality assurance.  相似文献

Psilocin (4-hydroxy-N,N-dimethyltryptamine, 4-HO-DMT) and bufotenine (5-hydroxy-N,N-dimethyltryptamine, 5-HO-DMT), which are both naturally occurring compounds, are classified as controlled substances in numerous countries due to their pharmacological activities and recreational usage. There are two other benzene ring regioisomers, 6-hydroxy-N,N-dimethyltryptamine (6-HO-DMT) and 7-hydroxy-N,N-dimethyltryptamine (7-HO-DMT), which are not classified by name as controlled substances, and which were synthesized for this current work. The four isomers were analyzed using routine methodologies employed by the Israel's Police Division of Identification and Forensic Science (DIFS) Laboratory, namely thin layer chromatography (TLC), Fourier transform infrared spectroscopy (FTIR), and gas chromatography mass spectroscopy (GC-MS). It was found possible to differentiate the four isomers. Forensic specimens that were suspected to be psilocybe mushrooms were examined, confirming that it is now possible to unequivocally identify the presence of psilocin and rule out the presence of its other isomers.  相似文献

Americans are turning to the Internet to learn about politics in greater and greater numbers. Under the current “Web 2.0” paradigm in which users are encouraged to interact with online content, voters encountering political information on the Internet are typically exposed to more than just the news; online information is often colored by the reactions of previous readers, whether in the form of displayed comments or in readily apparent tallies of the number of “likes” or “shares” a particular item has received. In this paper we consider the effect these social cues have on online political information search and evaluation. Using processing-tracing software to monitor the patterns of information search and evaluation among our subjects, we find that social cues can function as a heuristic, allowing voters to reach judgments similar to those of their more informed counterparts. However, we also find that negative cues can adversely influence candidate evaluation, making subjects less disposed to a candidate than they would be in the absence of such signals.  相似文献

This paper investigates the beliefs and framing strategies of interest groups during a period of policy change and the factors explaining policy change. We develop propositions to explore questions concerning policy change primarily from the advocacy coalition framework as well as from other theorie. The propositions are tested by examining the promulgation of a Colorado regulation requiring the disclosure of chemicals used in hydraulic fracturing. Using coded data of documents published by organizations involved in the rulemaking process, we find divergence between industry and environmental groups on their beliefs concerning hydraulic fracturing, as well as their portraying themselves and each other as heroes, victims, and villains, but some convergence on their more specific beliefs concerning disclosure of chemicals. Interviews point to the importance of policy entrepreneurs, timing, a negotiated agreement, and learning for explaining policy change. The findings provide both theoretical and methodological insights into how and why policy changes.  相似文献

Studies had suggested that informal social control is key to understanding neighborhood crime rates. Yet little is known about sources of informal social control in urban neighborhoods, and less is known about the role of neighborhood attachment in fostering informal social control. To fill this gap, this study addressed three questions: (1) Does neighborhood attachment, operationalized as a multidimensional construct, contribute to neighborhood levels of informal social control? (2) Does neighborhood attachment help explain the lower levels of informal social control typically observed in structurally disadvantaged neighborhoods? (3) If so, what dimensions of neighborhood attachment are most important and how? Using multilevel data from the Project on Human Development in Chicago Neighborhoods, hierarchical linear modeling (HLM) results indicated that systemic ties and attitudinal attachment were positively associated with neighborhood levels of informal social control, and that these dimensions of neighborhood attachment explained some of the associations between neighborhood structural conditions and informal social control.  相似文献

This study is based on a sample of children from the Cape Town area in South Africa. The study compares the effects of witnessing school or neighborhood violence compared with being victimized in each context on psychological distress. The findings suggest that in the context of the school, victimization has a somewhat stronger effect on distress than witnessing violence. However, in the neighborhood, the opposite was the case. "Unknown locus of control" was also analyzed as a moderating variable. The findings are interpreted in the context of violence in South African society. The study also investigates the overlap between witnessing violence, victimization, and perpetration in the child's school and neighborhood. The vast majority of victims had been witnesses as well as perpetrators. Longitudinal research, which could track involvement in various forms of violence starting at a very early age, is needed to clearly assess the differential impact of each form of violence.  相似文献
