Korea's developmental state had long maintained the principle of “separation between industrial capital and financial capital,” whereby the nation's industrial conglomerates – the chaebol – were restricted from having controlling ownership of financial institutions, especially banks. The financial crisis of 1997-98 renewed calls for regulating the chaebol, especially in terms of reinforcing corporate governance and competition policy. This process was supported and promoted by vibrant non-governmental organisations led by progressive activists who forged an effective alliance with the government and the ruling party whose platform followed a populist course. The reform movement has been resisted with equal fervour by conservative elements, led by the opposition party, chaebol-supported think tanks, and the conservative media. This cleavage is evident in the case of a pending legislation on chaebol ownership of financial institutions, the Financial Industry Structure Law. The controversy over this proposed law demonstrates that the contemporary chaebol reforms are deeply politicised. It also illustrates the path-dependent nature of the government-chaebol relationship.  相似文献

This article challenges the view that protest policing depends on situational threats, such as violent, disruptive tactics and the size of protests, by analysing how categorical threats assigned to movement groups' social-demographic identities affect repression. An analysis of South Korea's democratic transition reveals that categorical threats importantly trigger differential repression after the transition. Compared to moderate “citizens' movements” that thrived during Korea's democratisation, the protests organised by “people's movements” incurred state repression after controlling for other alternative variables. The result is also supported by qualitative evidence from multiple in-depth interviews with activists. The implication of differential repression is discussed in terms of how a democratising state attempts to channel and regulate social movements.  相似文献

This article sets out to understand the relationship between the complex process of structural change and the proliferating political strategies and programs implemented to manage the process of political and social change. More particularly the authors examine how in the wake of the Asian economic crisis international financial institutions advocated a new global policy through programs such as Social Investment Funds. The thread that runs through the global social policy is a distinctly political project that uses the liberal language of participation and empowerment as a strategy of “antipolitics” that marginalizes political contestation. The authors argue, however, that the antipolitics of technocratic social policy gave way to a more populist form of antipolitics of a new government led by Thaksin Shinawatra. This article examines the nature of governance projects and seeks to explain the shift between them. This new populism may be a precursor to a new “authoritarian statist” mode of political regulation that could come to dominate Southeast Asia, buttressed by the requirements imposed by the “war on terrorism.”  相似文献

Translators' Preface: The dialogue below is a translation of a conversation between South Korean novelist Hwang Suk-young and Vietnamese novelist Bao Ninh, who met in Seoul on 4 June 2000. Held a few days before the historic summit meeting between South Korean President Kim Dae Jung and North Korean leader Kim Jong Il in Pyongyang, the Hwang Suk-young/Bao Ninh meeting is probably the first such encounter between two major novelists of the Vietnam War from South Korea and Vietnam. The conversation first appeared in the South Korean weekly news journal Hangyoreh 21 on 22 June 2000. The late twentieth century saw a rise of global discourse about heritage. Research on heritage politics, however, has shed little light on heritage practices in schools, especially regarding language, that is, how heritage language is constructed and how it is “inherited” by students of various backgrounds. Heritage language education is often viewed as a means to empower heritage language speakers or to address the diverse needs of students in language classes. In existing works, the individual’s link to “heritage” is assumed as given and stable. More recent works show that the processes and effects of heritage language education are complex and nuanced due to diverse personal backgrounds and changing political economy and cultural politics. The role of schooling in the process of “inheriting” language, however, has not attracted much attention: how students are grouped or tracked into a particular class, for example. After ethnographically investigating various views and practices at a weekend Japanese language school in the northeastern United States throughout 2007 and 2008, the authors of this article argue that heritage language school is not merely a place to reproduce “heritage” by passing it on to students, but it is also a productive site where ways to imagine “heritage” and “inherit” it proliferate. The article analyzes the processes by which what would be considered as merely “speaking Japanese” and “being Japanese” outside heritage language school are differentiated into diverse ways of being Japanese. It suggests a need to investigate school as a site of heritage politics as well as a need for researchers and practitioners to view heritage language education not only as a way to teach language but also as a means to gain an understanding of heritage politics.  相似文献

Since the Democratic Progressive Party's stunning victory in the 2000 presidential election, Chen Shui-bian has accelerated the process of creating an officer corps without strong party inclination toward the KMT. What is the impact of Taiwan's democratization on its civil–military relations? What is the prospect of transitioning from a party-army to a “national army”? Will the DPP's zealous advocacy for Taiwan's independence be incompatible with the military's long-held belief in “China-centered” nationalism, straining relations between the military and the new administration? The analyses, implications, and conclusions of this study will shed light on the general role of the military in Taiwan's democratic transition and consolidation.  相似文献

This paper discusses the background to the Palestinian elections and highlights the fact that they are the first democratic elections since 1996. It discusses the reasons for Hamas's participation and the problems it faced. It also examines what issues the electoral candidates needed to touch on in order to win the election. The paper highlights the fact that Fatah's days are over because of widespread corruption. It touches on how Hamas now needs to deal with the international community and how it can compromise with Israel. The paper emphasises that Hamas is the people's choice and that, because it has many obstacles ahead of it, the international community needs to allow it time and to monitor its progress, watching how it deals with being in the real political realm.  相似文献

Western travel to Africa has historically involved the construction and consumption of African otherness. In the postcolonial era this is most clearly evident in Western tourism to the continent, where Africa is frequently marketed as an exoticised destination to see and consume both ‘nature’ and ‘native’. The Western tourist gaze often requires fixing Africans, both in a spatial site (‘village’) and a temporal site (‘tradition’). Africans on the move (both spatially and temporally) are often seen as threatening to the Western‐established images of Africa, which are grounded in a long‐standing fear of ‘unorded’ and ‘chaotic’ African space. After 11 September and the USA's ‘war on terror’ retributive response, the political implications of these fears are evinced in the writings of Robert Kaplan and his popular ‘coming anarchy’ thesis. The article concludes with a critique of Kaplan's work and a discussion of its implications for Africa and African international relations.  相似文献
