A collaborative study of the EDNAP group regarding Y-chromosome binary polymorphism analysis

A collaborative study was carried out by the European DNA Profiling Group (EDNAP) in order to evaluate the performance of Y-chromosome binary polymorphism analysis in different European laboratories. Four blood samples were sent to the laboratories, to be analysed for 11 Y-chromosome single nucleotide polymorphisms (SNPs): SRY-1532, M40, M35, M213, M9, 92R7, M17, P25, M18, M153 and M167. All the labs were also asked to submit a population study including these markers. All participating laboratories reported the same results, indicating the reproducibility and robustness of Y-chromosome SNP typing. A total of 535 samples from six different European populations were also analysed. In Galicia (NW Spain) and Belgium, the most frequent haplogroup was R1b*(xR1b1,R1b3df). Haplogroup F*(xK) is one of the most frequent in Austria and Denmark, while the lowest frequency appear in Belgium. Haplogroup frequencies found in this collaborative study were compared with previously published European Y-chromosome haplogroup data.     

Fiscal restraint and the political economy of EMU

While the principle of delegation has become well established on the national level for monetary policy, fiscal policies remain in the hands of policy makers depending on rent-seeking interest groups. We argue that the Maastricht Treaty provides a unique international commitment that enables governments to follow restrictive fiscal policies by attributing their negative side-effects to Europe, and to implement austerity measures despite rising unemployment or a decline in growth. Hence, the popularity of the European idea is instrumented to enforce fiscal discipline. The paper outlines the political economy framework and presents new econometric evidence.     

"Natural death" of a patient with a deactivated implantable-cardioverter-defibrillator (ICD)?

A 66-year-old patient with terminal heart insufficiency (NYHA IV) received maximum medical therapy, but was also in need of an implantable-cardioverter-defibrillator (ICD). The ICD functioned flawlessly for the whole duration of implantation. It reverted several ventricular tachycardias with anti-tachycardial pacing alone, whereas some needed cardioversion as well. The patient died on the fourth day of hospitalization for a routine check of his ICD. The post-mortem examination revealed, that the ICD was deactivated and that the data had been erased after the patient's death. By reading off the raw data still stored within the ICD, the erased information could be restored. The stored EGMs showed traces of old ICD interventions as well as a permanent deactivation provoked by exposition to a magnetic field just hours before the patient's death. The problem of archiving and documenting the volatile electronic data inside the ICD is discussed. The need of a full autopsy after telemetric reading of the ICD data, including the explantation of the ICD aggregate and electrodes, as a means of quality assurance and under forensic aspects is emphasized.     

Another Weber: state,associations and domination in international relations

While there has arguably been a partial reception of Weber in international relations (IR), we argue here that his ideas have either been misunderstood or neglected. In order to highlight the most valuable Weberian insights, we focus on two topics of crucial importance to IR. First, in our view, Weber's crucial contribution to the study of states is not his alleged emphasis on the monopoly of violence but his concern with the problem of legitimacy, which is the key to understanding why individuals actually orient an action according to their beliefs in the idea of a state. Second, Weber conducted seminal historical investigations on religion, the rationalization of economic ethics, and organizations that show that the diffusion of isomorphism has little to do with supposedly uninterested and persuasive scientific and professional associations. Instead, more attention should be paid to rational domination and less to reified concepts such as John Meyer's ‘rationalized otherhood’. These arguments are also examined empirically.     

Inheritance Law Reform,Empowerment, and Human Capital Accumulation: Second-Generation Effects from India

Although many studies point towards significant positive impacts of Hindu Succession Act (HSA) reforms on females’ empowerment and access to human and physical capital, the fact that this reform also led to increased female mortality raises questions about long-term sustainability of reform effects. We use evidence from three states, one of which amended the HSA in 1994, to assess first- and second-generation effects of this reform using a triple-difference strategy. First-generation effects include greater likelihood of completing primary education, more assets brought into marriage, improved access to bank accounts, a lower share of female births, and higher female survival rates. Second-generation effects on education, time use, and health are robust and point estimates of education are larger than first-generation ones even after mothers’ endowments are controlled for, pointing to a sizeable and sustained empowerment effect.     

Embodying the nation: football,emotions and the construction of collective identity

View all notesThe article intends to combine contemporary debates about nations and nationalism with a sociological perspective on collective emotions in its attempt to gain a better understanding of the process of constructing national identity. It will further present interdisciplinary evidence that collective emotions evoked in rituals instigate a number of group-related sociocognitive processes that reinforce enduring feelings of belonging and an emotional priming of collective representations. I will suggest that states of “collective effervescence” (Durkheim) do not only tie individuals to a community, but also provide a strong frame for the creation of symbols and the embodiment of shared meanings defining a community. The second part of the article analyzes examples taken from the football media coverage of the FIFA World Cups 2006 and 1974 (both were held in Germany) in order to provide a comparative case study exemplifying the proposed theoretical approach. The sample illuminates some interesting changes that invite further hypotheses about corresponding changes of national identity in a larger context.     

Swiss corporatism in comparative perspective

Compared with the trajectories of corporatism in other Western European countries, Swiss social partnership is remarkably stable. How can this be explained? In this article Swiss corporatism is hypothesised to share many of the important facilitating and sustaining circumstances, institutions and traditions of European corporatism. On the other hand, it is different with regard to the major challenges facing corporatist interest intermediation. These challenges are still missing, to a large extent, in Switzerland.     

Has-Been,Wannabe, or Leader: Europe’s Role in the World After the 2003 European Security Strategy

In December 2003, the European Union presented its “security strategy”, endorsed by all member states, to provide guidance for Europe’s common foreign security and defense policy. In substance, this document is not an expression of a growing strategic rift between Europe and the United States. One of the purposes it serves, however, is defining Europe’s own, separate “identity”. It reflects the increasing awareness that Europeans need to employ their power more effectively in the service of international peace and security, as much as politically possible. Disagreements on key issues remain in Europe, however, and the practical implications of the security strategy still need to be worked out.
