Zimbabwean migration into South Africa represents a challenge to standard global models for responding to large-scale migration flows. South Africa's existing legal and institutional infrastructure for migration management and refugee protection is not adequate for responding to this challenge and yet the country has not planned or implemented alternative responses. The paper outlines the complex ‘mixed’ nature of current Zimbabwean migration to South Africa and describes how South Africa's range of legal and institutional responses are ineffective in protecting both South Africa's national interests and the rights of Zimbabwean migrants. After presenting a series of factors against which future responses should be evaluated, it lists various possible forms of response, including legal and humanitarian interventions, and discusses their respective appropriateness in the South African context. Finally, the paper suggests six possible policy scenarios, taking into account institutional and political realities on the ground in South Africa. 相似文献

The cranial index (CI) of Ghanaians is currently unknown. The aim of this study was to measure the CI in a population of Ghanaians in order to classify them against pre-determined CI categories. A systematic random sampling method was used to select 300 normal computed tomography (CT) head scans of adult Ghanaians from the largest hospital in Ghana. All patients were deemed to have a normal cranial image configuration based on the radiological report. The biparietal diameter (BPD, width) and the occipitofrontal diameter (OFD, length) were measured on transaxial CT images using a workstation with a calibrated measurement calliper tool. The CI ratio was calculated as the BPD multiplied by 100 and divided by the OFD. Mean, standard deviation (SD) and range were calculated for BPD, OFD and CI. Differences in measurements between demographic groups were compared using an unpaired t-test, with test α set at 0.05. Of the population of Ghanaians included in this study, 165 (55%) were male and 135 (45%) were female. The mean CI was 77.3 ± 3.6 in males and 79.0 ± 3.3 in females, placing both genders in the mesocephalic category. However, the difference between males and females was found to be statistically significant (P = 0.02). The study indicated that most Ghanaian adults belong to the mesocephalic category of CI. Females also had a higher CI, which could be used to differentiate gender groups. This information can be useful for forensic medicine, plastic surgeries for clinical and research purpose.

This study applied the Technology Acceptance Model (TAM) to investigate the factors that would influence adoption and use of e-government services by citizens of Harbin in China. A total of 382 respondents took part in the study. The findings of this research revealed that Perceived Ease of Use, Perceived Service Quality, and Citizen Trust have significant positive impact on citizens’ intention to adopt and use e-government services while Perceived usefulness was found not to have any significant positive impact on citizens’ intention to use e-government services in Harbin, China. Through an interpretive research paradigm, we investigated the extent to which six local governments across three administrative regions of Ghana have complied with mandated climate change financing and budgeting guidelines. Five interesting findings emerged. First, there is enormous evidence of climate change budgeting compliance across all six local governments despite weak compliance incentives. Second, local governments that are most vulnerable to the impacts of climate change are more willing to comply and also allocate more resources for adaptation-related activities than those that are less vulnerable. Third, local governments that complied least are likely to take ad hoc adaptation actions which are often uncoordinated and poorly monitored. These local governments are least likely to attract auxiliary funds that could provide additional resources for adaptation financing. Lastly, the evidence of compliance is only quantitative, presented in various local governments’ fiscal documents, with no qualitative or other relevant explanatory factors on the extent of impact on adaptation. 相似文献

ABSTRACTThis study explored the impact of government capacity and e-government performance on the adoption of e-government services by integrating it into the Technology Acceptance Model (TAM). The results showed that both government capacity and government performance were significant determinants of the perceived usefulness of e-government services. Also, government capacity was revealed to positively predict e-government performance. In addition, perceived usefulness of e-government services was found to be a significant predictor of the intention to recommend the adoption of e-government services. This article investigated the moderating role of age on the positive relationship between computer self-efficacy (CSE) and intention to use e-government services.The Technology Acceptance Model was used as the theoretical framework for this study while the data was analyzed with SPSS. The results showed that age as a demographic factor was significant and positively moderates the impact of CSE on the intention to use e-government services. Also, CSE was a significant predictor of the intention to use but age does not have a direct significant impact on the intention to use. The implications of these findings are discussed. 相似文献

The phenomenon of child sexual abuse has been widely acknowledged across many societies, including Ghana. Efforts to address this problem in Ghana have yielded limited success because this type of child abuse is severely underreported. This study explores the relevance of three cultural factors, namely, patriarchal nuances, (child) rape myth acceptance, and a “collective shame problem,” to the understanding of the problem of nondisclosure of child sexual abuse in Ghana. Evidence from an exploratory study provides support for the importance of these factors. The findings are discussed and the need for further research highlighted. 相似文献
