Experiential Learning and Presidential Management of the U.S. Federal Bureaucracy: Logic and Evidence from Agency Leadership Appointments 下载免费PDF全文
Presidents become increasingly effective at managing the bureaucracy because of the information and expertise that they acquire from on‐the‐job experience. In their appointment choices, this theory predicts that presidents become better at reducing information asymmetries incurred from the bureaucracy (Agent Selection Learning), improve the vertical balance of leadership agent traits between top supervisory positions and subordinates directly beneath them (Agent Monitoring Learning), and place a greater relative premium on loyalty in response to horizontal policy conflict between the White House and the Senate (Common Agency Learning). This logic obtains empirical support from the analysis of bureaucratic agent traits for Senate‐confirmed presidential appointees serving in leadership positions covering 39 U.S. federal government agencies from 1977 to 2009. Presidents’ appointment strategies reflect their increasing effectiveness at managing the bureaucracy, thus complementing their increasing reliance on administrative mechanisms to achieve policy objectives as their tenure in office rises. 相似文献

This study surveys all state and federal statutes in an effort to determine the current legal procedures available for restoring a convicted felon's civil rights, and then compares the findings with those of Burton et al. (1988). The findings report virtually no changes in legal codes over the past ten years by states to increase pardons, expungement, or automatic restoration of rights opportunities for former offenders. Southern states continue to be most restrictive of civil and legal rights, given the few existing legal mechanisms to remove the effects of a felony conviction. Political scientists are keenly interested in how diversity influences politics, yet we know little about how diverse groups of political actors interact. We advance a unified theory of colleague valuation to address this puzzle. The theory explains how minority group size affects how members of a political organization differentially value majority and minority group colleagues, predicting that the effect of preference divergence on individual‐level colleague valuation is greatest when the minority group is smallest. We test this prediction using member‐to‐member leadership political action committee (PAC) contributions in the U.S. House of Representatives. The results obtain strong, albeit not uniform, support for the theory, demonstrating that the gender gap in colleague valuations declines as preference divergence increases in all but one instance. In contrast to conventional wisdom, the theory and evidence indicate that women serving in the U.S. House of Representatives receive less support from men colleagues as their ranks increase. 相似文献

Corporate credit reporting (CCR), which aims at increasing trust in corporates, constitutes an intriguing, yet understudied set of regulatory institutions as it is both a regulatory object and subject at the same time. Differences in national CCR systems pose challenges for multinational companies and have increasingly become a subject of international conflicts on regulatory standards. In this context, the case of China deserves special attention since the country pursues both institutional divergence and convergence with international examples. Hence, the characterization of China's regulatory regime remains difficult. By comparing the institutional context of CCR in China to those in the United States and Germany, this paper sheds light on a specific aspect of China's complex regulatory regime. The most striking aspect of the current scholarly debate over the political effectiveness of non-state violence is that, upon careful examination, there is not much of a debate to be found. Despite seemingly irreconcilable positions claiming that terrorism and insurgency “work” or “do not work,” varying case selection and thresholds for success lie at the root of these debates, not disagreements over the empirical record. Although this previously unrecognized empirical consensus helps to resolve existing disputes, it relies on single-level strategic frameworks that fail to capture the effectiveness of violence from the perspective of those who employ it. This article presents an alternative concept of political effectiveness based on a two-level framework that accounts for the fact that insurgencies are not unitary actors, but are instead marked by armed groups that pursue strategic objectives that benefit their larger social movements (such as the overthrow of a regime or the withdrawal of enemy troops), while they simultaneously pursue organizational objectives that benefit the groups themselves (such as increasing membership or funding). Empirical analysis of eight paradigmatic campaigns common to studies of insurgency and terrorism across time and space reveals that the two-level framework better captures the political effectiveness of non-state violence than existing single-level models and primes the subfield for powerful new theories that explain greater variation in the use and effectiveness of non-state violence. 相似文献

Governments make policy decisions in the same areas in quite different institutions. Some assign policymaking responsibility to institutions designed to be insulated from myopic partisan and electoral pressures and others do not. In this study, we claim that differences in political context and institutional design constrain the policy choices governments make. Testable propositions based on an analysis of varying electoral incentives and time horizons created by these different contexts are empirically tested using panel data on official general fund revenue forecasts in the American states, 1987 to 2008. The empirical evidence reveals that executive branch agencies and independent commissions produce more conservative forecasts than legislatures with one important exception. Executive branch revenue forecasts in states with gubernatorial term limits are indistinguishable from legislative branch forecasts. Further, we find that legislative branch forecasts are more conservative in the presence of divided partisan legislatures than unified party government. In turn, this implies that entrusting policymaking authority to either the executive branch or an independent commission may only be consequential when the political system itself fails to check legislative excesses or executive myopia. 相似文献
