International criminal courts are often given mandates without the authority or resources to enforce those directives. Given this, how do they achieve their objectives? We argue that in the case of the International Criminal Tribunal for the former Yugoslavia (ICTY), the court strategically developed an accountability network comprised of governmental and nongovernmental actors, using its expertise and position to provide information and a framework of accountability. Simultaneously, it reached out to a range of actors to ensure that governments and international organizations would push Balkan states to cooperate with the ICTY, thereby amplifying the court's power. Utilizing correspondence data, we create a unique dataset that traces the development of this accountability network, demonstrating how this institution engaged networks to pursue its goals. In general, we demonstrate that, although institutions may lack compulsory power, they can engage in strategic behavior using networks to project their productive power. 相似文献

ABSTRACTThis report examines accuracy and bias in national- and state-level preelection polls conducted during the 2016 U.S. general election cycle. Overall, national polls in 2016 were somewhat more accurate than in 2012, but statewide polls were less accurate. Patterns across the board suggest polls underestimated Republican support in the presidential, U.S. Senate and gubernatorial races. Nevertheless, these biases were generally statistically insignificant, suggesting significant bias in preelection polls was scarce in 2016. 相似文献

About 90 countries have adopted Freedom of Information (FOI) laws with the objective of facilitating citizens’ right to access information on government activities expeditiously. It is argued that FOI laws increase transparency and fix accountability of the government. We provide quantitative evidence on the impact of FOI laws on perceived government corruption. Using panel data for 132 countries over the 1990–2011 period, we find that adopting FOI laws after controlling for self-section bias, is associated with an increase in perceived government corruption driven by an increase in detection of corrupt acts. In fact, FOI laws appear to increase the perception of government corruption if combined with a higher degree of media freedom, presence of NGO activism and political competition. However, the perception of government corruption tends to decline with the duration of FOI law adoption. These findings are robust to controlling for endogeneity using instrumental variables, alternative samples and estimation methods. 相似文献

ABSTRACTThe authors draw on two competing cultural perspectives—culture as values and culture in action—to examine the relationship between street codes and the propensity to violently victimize others. Specifically, they explore whether individual-level and school-level street codes, net of one another, are related to 3 types of violence: assault, robbery, and sexual battery. In addition, they consider whether these effects vary according to 3 contextual characteristics: (a) the location of the offending—in school versus out of school, (b) school-level economic disadvantage, and (c) school efficacy. Three-level ordinal logistic regression models are estimated using four waves of survey data from over 3,000 students nested within 103 schools. Results provide evidence that individual-level street codes are related to violent offending in a manner that is, largely speaking, not tied to context. However, there is some evidence that the effects of school-level street codes on offending differ between outside of school and in school settings and are conditioned by levels of school disadvantage and efficacy. The ongoing health crisis in the Ukraine has persisted for 48 years with a clear division of gender-based outcomes as seen in the decline of male life expectancy and stagnation of female longevity. The purpose of this paper is to investigate differences in self-rated health and system barriers to health care applicable to gender and its intersections because of the differing negative health outcomes for men and women. Intersectionality theory provides an analytic framework for interpreting our results. Utilizing a nationwide sample of the Ukrainian population (N = 1908), we found that low socioeconomic status (SES) women rate their health worse than men generally and any other socioeconomic group. Yet women also face the greatest barriers to health care until older ages when the ailments of men cause them to likewise face the obstacles. In reviewing the barrier to health care scale, one barrier—that of health care services being too expensive—dominated the responses with some 52.5 percent of the sample reporting it. Consequently, the greatest problem in Ukraine with respect to health reform reported by the population is the out-of-pocket costs for care in a system that is officially free. Much of contemporary political debate in the United States focuses on the issue of polarization: specifically, its causal antecedents and its consequences for policymaking and political conflict. In this article, we argue that partisan preference polarization—conventionally defined as the difference in the favored policy positions of legislators from the two major parties—is not a sufficient statistic for potential political conflict in national politics . Rather, a well-defined measure of potential conflict must take into account (1) the locations of status quo policies and proposed alternatives; and (2) the shape of underlying utility functions. We propose measures of the likely contentiousness of a given status quo policy and of a proposal to move that policy. We then demonstrate the usefulness of these measures using estimates of utility function and final passage vote parameters on enacted legislation from the 111th US Senate (2009–2011). 相似文献

In many countries, important features of municipal government (such as the electoral system, mayors' salaries, and the number of councillors) depend on whether the municipality is above or below arbitrary population thresholds. Several papers have used a regression discontinuity design (RDD) to measure the effects of these threshold‐based policies on political and economic outcomes. Using evidence from France, Germany, and Italy, we highlight two common pitfalls that arise in exploiting population‐based policies (compound treatment and sorting), and we provide guidance for detecting and addressing these pitfalls. Even when these problems are present, population‐threshold RDD may be the best available research design for studying the effects of certain policies and political institutions. 相似文献
