At the end of 2017, millions of women used the #MeToo hashtag to draw attention to widespread sexual harassment and assault around the world. In British politics, female politicians, staff members, and journalists opened up about their own experiences, provoking the resignation and party suspension of a number of male Cabinet ministers and Members of Parliament. This article explores how this issue got on the political agenda, what features of politics might foster harassment and discourage reporting, and what solutions might be pursued to tackle this problem. It argues that sexual harassment should be understood as a systemic, cultural problem, rather than a question of problematic individuals. Ignoring the issue of sexual harassment in politics, the article concludes, has serious consequences for gender equality—as well as for democracy itself, reducing policy effectiveness, distorting the political pipeline, and diminishing political transparency and accountability. 相似文献

Given the limited resources and capabilities of states to maintain cyber security, a variety of co‐production efforts have been made by individuals or by collectives, of varying degrees of organization and coordination. This article identifies different forms of citizen co‐production of cyber security and notes the risk of unintended consequences. Safeguards and principles are proposed in order to facilitate constructive citizen/netizen co‐production of cyber security. Although co‐production of security can contribute to social control, only those activities within the bounds of the law should be encouraged. Activities of private citizens/netizens that test the limits of legality should be closely circumscribed. 相似文献

The article discusses equal rights to equal participation and public policies for gender balance in different societal arenas. Although gender balance is a central aim of official Norwegian gender equality politics, male hegemony is the dominant feature in most institutional settings of leadership, power and influence. This inconsistency is rhetorically handled through travel metaphors of gender equality and utility arguments about women's contributions to public life. Gender equality then becomes a question of time, and of how society would profit from “more” gender equality. The rights perspective is distorted. In the final part of the article, we discuss alternative, normative, approaches: gender balance in relation to parity in participation, a distributive norm of simple equality, and principles of non‐discrimination. 相似文献

Denmark hosted a number of exhibitions of “exotic” people between the 1880s and the 1910s, in which people of colour were exhibited as mass entertainment in amusement parks and zoological gardens. This article illustrates how the categories of race, gender, and sexuality were co-constructed in the representations of these exhibitions; it reveals how not only the women but also the men on display were sexualized and constructed as erotic figures. The exhibitions played a role in maintaining contemporary scientific racial hierarchies, but simultaneously they challenged those same hierarchies, as “illegitimate” romantic relationships were allegedly formed between the exhibited men of colour and the white female local audience. 相似文献

The Asian Debt Crisis of 1997–2001 led to drastically higher levels of unemployment, resulting in enormous social anxiety and shock. For the first time in its history, South Korea's attention was forcibly drawn to homeless people. Both the new government of the first civilian president, Kim Dae Jung, and an emerging civil society began to pay unprecedented attention to homeless issues. In this new context, homelessness was constructed as a product of the economic crisis. However, although certain homeless men who fit the category of employability and rehabilitation were considered ‘deserving’, long-term street living people and homeless women were disregarded and further marginalized through specific gendered processes. In particular, homeless women were rendered invisible and considered ‘undeserving’ because they fell outside of normative gender expectations, including the idea that a woman's place was in the home, regardless of their ability or desire to work. Building upon ‘needs-talk’ analysis created by Nancy Fraser, this paper exposes the important role of gender norms in the making of a neoliberal welfare citizenship in South Korea, by arguing that the narratives of homeless policy administrators and shelter managers designated homeless women as ‘undeserving’ welfare citizens. 相似文献

The institutional arrangements and mechanisms for preventing and managing conflicts will determine the future of European security and the balance of power in a wider Europe. Russian policy and Russia‐NATO relations are anaylsed within the context of the ongoing changes at Russia's southern periphery. The embryos of three distinct security systems are developing ‐ a Russia‐led, a NATO‐led and one led by the international community. Corporate credit reporting (CCR), which aims at increasing trust in corporates, constitutes an intriguing, yet understudied set of regulatory institutions as it is both a regulatory object and subject at the same time. Differences in national CCR systems pose challenges for multinational companies and have increasingly become a subject of international conflicts on regulatory standards. In this context, the case of China deserves special attention since the country pursues both institutional divergence and convergence with international examples. Hence, the characterization of China's regulatory regime remains difficult. By comparing the institutional context of CCR in China to those in the United States and Germany, this paper sheds light on a specific aspect of China's complex regulatory regime. At the same time, it provides insights into the Chinese manifestation of CCR, which are important for the international business community. 相似文献
