Helen Holt: A Centenarian's Reflections on a Lifetime of Public Service

Women have made great strides in the past 100 years. As the iconic cigarette commercial told us almost 50 years ago, “You've come a long way, baby!” Yet women are still underrepresented in the highest leadership ranks, including state and federal office. Before being asked to “lean in” or share valuable insights, a small group of very capable women were leaders long before those two words were seen in the same sentence. One such remarkable woman, Helen Holt, was a “servant‐leader” throughout her illustrious and inspiring career as a member of West Virginia's House of Delegates, then as secretary of state (1957–58), and later as a presidential appointee charged with developing the nation's nursing home system. Holt's work in state and federal government, her appointment by seven U.S. presidents to develop and implement the national nursing home program that is still in use today, and her leadership in civic and nonprofit organizations have made her an inspiration to countless women and men.     

Rapid Quantitative Analysis of Multiple Explosive Compound Classes on a Single Instrument via Flow‐Injection Analysis Tandem Mass Spectrometry

A flow‐injection analysis tandem mass spectrometry (FIA MSMS) method was developed for rapid quantitative analysis of 10 different inorganic and organic explosives. Performance is optimized by tailoring the ionization method (APCI/ESI), de‐clustering potentials, and collision energies for each specific analyte. In doing so, a single instrument can be used to detect urea nitrate, potassium chlorate, 2,4,6‐trinitrotoluene, 2,4,6‐trinitrophenylmethylnitramine, triacetone triperoxide, hexamethylene triperoxide diamine, pentaerythritol tetranitrate, 1,3,5‐trinitroperhydro‐1,3,5‐triazine, nitroglycerin, and octohy‐dro‐1,3,5,7‐tetranitro‐1,3,5,7‐tetrazocine with sensitivities all in the picogram per milliliter range. In conclusion, FIA APCI/ESI MSMS is a fast (<1 min/sample), sensitive (~pg/mL LOQ), and precise (intraday RSD < 10%) method for trace explosive detection that can play an important role in criminal and attributional forensics, counterterrorism, and environmental protection areas, and has the potential to augment or replace several of the existing explosive detection methods.     

Accidental head explosion: an unusual blast wave injury as a result of self-made fireworks

A 33-year old hobby pyrotechnician sustained a lethal craniofacial trauma secondary to a salute fireworks blast. He was examining a misfire of a self-constructed salute gun, when it detonated, causing an explosively rupture of his forehead, which led to his immediate death. An autopsy was performed to achieve knowledge of the injury and to be able to reconstruct the events that lead to it. The pressure effect of the explosion caused a shredded rupture of the forehead with a regional spread of brain tissue and small polygonal skull fragments up to 30m from the detonation site. Furthermore multiple cinderlike fragments of black powder were embedded in the skin of the face and the anterior aspect of the neck (s.c. blast tattoo). The complete destruction of the forehead in combination with the multiple blast tattooing suggested that the explosion detonated while he was leaning over the device.     

Acute pathophysiological influences of conducted electrical weapons in humans: A review of current literature

Conducted electrical weapons (CEWs) deliver short high-voltage, low current energy pulses to temporarily paralyze a person by causing muscular contraction. The narrative of this article is a methodical analysis on acute pathophysiological changes within the central nervous system, cardiovascular, neuroendocrine, sympatho-adrenergic and muskuloskeletal system which can occur after application of conducted electrical weapons on human subjects. The results are based on wide-ranging literature analysis and source studies. The majority of the recent scientific publications on humans classify the health risks of an appropriate use of the CEWs device as minor. However, there still is an uncertainty about possible side-effects of these devices. Therefore medical supervision with human application is advised.     

State institutions, political power and social policy choices: Reconstructing the origins of Nordic models of social policy

Abstract.  The origins of the Nordic social policy model(s) need to be viewed broadly and historically from its late nineteenth-century initiation to the immediate postwar period (1940s to the early 1960s), when a social democratic model began to consolidate. In reference to the alternate social policy traditions of British poor relief and German occupational insurance, this article analyzes the sociopolitical contexts that finally prevented Scandinavian states from developing similarly, instead enabling development of universalistic social policy. The historical narratives are arranged with respect to four analytical aspects: policy development; the configuration of state institutions; the strength of liberal, conservative and leftist power blocs; and intra-Nordic divergence in all these respects. Such an approach integrates state-centred and power-resources-focused analyses of Nordic welfare.     

Confidence in the Judiciary: Comparing the Independence and Legitimacy of Judicial Systems

This contribution investigates the determinants of judicial confidence. It argues that this is the decisive source of legitimacy for the third branch. Fairness and impartiality, i.e. the independence of the judiciary, are paramount in fostering citizens' confidence in the justice system. Through several multilevel analyses, the study tests whether judicial independence promotes the development of an individual's confidence in the justice system. The results show that judicial independence has a positive impact on the development of individual trust. However, public beliefs about the trustworthiness of judicial institutions do not seem to originate from constitutional rules (de jure independence) but from actual events and real life experiences (de facto independence).     

Survived stab to the heart in a schizophrenic man

Schizophrenia is associated with a significant risk of suicide. According to recent research, 10-15 % of all schizophrenic patients die by suicide. It is not uncommon that the victims show sharp force injuries, so that the forensic pathologist first has to differentiate between self-infliction and involvement of another person. The authors' case report presents a 68-year-old schizophrenic patient who committed suicide by jumping out of a window of his apartment located on the second floor after inflicting multiple stab wounds to his thoracic region. At autopsy, an older stab wound to the apex of the heart was detected. In the criminal investigation, a suicide attempt made 13 days before could be ascertained. As the patient did not want to be taken to a hospital at that time, the injury had never been examined or documented. Since there was no evidence suggesting homicide, the older stab to the heart was interpreted as a tentative injury.     

Cardiac Changes Due to Electronic Control Devices? A Computer‐Based Analysis of Electrical Effects at the Human Heart Caused by an ECD Pulse Applied to the Body's Exterior

Electronic control devices (ECDs) deliver high‐voltage, low‐current energy pulses temporarily paralyzing a person. For the ECD–human interaction, we have developed a computer model using the SEMCAD program within which to simulate the electrical effects throughout the body resulting from the imposition of an ECD pulse at a particular point on the body surface. Our human body models were based on cross‐sectional MRIs and CT scans, with the dielectric properties of the various tissues assigned based on previously published values. We simulated the application of a single ECD pulse and calculated the resulting electric field strength and current and charge densities at different body locations. The results were compared with corresponding values obtained by other researchers in similar simulations. Furthermore, we simulated an application of a pulse of 20‐millisecond duration equal to the European household current of 50 Hz and to the ventricular fibrillation threshold. The resulting current level indicated at the heart muscle was 1/5 the level considered the threshold for triggering ventricular fibrillation.
