How is Political Influence Redistributed in Times of Fiscal Austerity?

The distribution of political influence changes in times of fiscal austerity. Decision makers generally find themselves with more influence when the economy gets tighter, probably because more tough decisions must be made. In line with expectations based on the asymmetrical distribution of interests between budget guardians and advocates, however, some evidence can be found that the relative political influence shifts in the direction of the guardians when austerity becomes severe. These findings are based on a dataset consisting of a repeated cross‐sectional survey of the perception of political influence among local councillors in Denmark, combined with register data on austerity in the Danish municipalities. By moving the analytical level down to the subnational level, a contribution to the discussion on how austerity affects political influence can be made. Thus, it is not merely a practical saying that crisis opens for new political opportunities; it is now also a research agenda to investigate how this unfolds in different institutional settings.     

Segmentation of Homebuyers by Location Choice Preferences

Edmonton, Alberta, has been experiencing rapid population growth and its associated housing pressures for the past decade. Municipalities like Edmonton are attempting to promote compact, transit-oriented, and infill housing development with policy while accommodating large increases in a population that may demand traditional suburban housing options. This article examined homebuyers’ opinions and preferences regarding their home location choice and found three distinct segments of homebuyers. These segments were established using a Q methodology to group homebuyers by their shared opinions as opposed to traditional sociodemographic or socioeconomic variables. These groups illustrate different perspectives regarding the everyday transportation choices, home attributes, and neighborhood predilections that comprise a home location choice. The identification of these groups of homebuyers provides insights for municipalities attempting to attract and retain citizens in redeveloped housing areas and assists to dissuade greenfield sprawling development.     

Freedom,Equality and Fraternity in Kant’s Critique of Judgement*

At least during his critical period, all of Kant’s philosophical works have a secret political dimension. Among other things, following the analysis of Hannah Arendt, the Critique of Judgment – paragraph 40 in particular – became a main text of political philosophy. In looking at the Critique of Judgement from a political perspective, I shall refer not to paragraph 40 but to the Kantian discussion of pure aesthetic judgement. In my opinion, one can understand Kant’s remarks on aesthetic judgement, and especially transcendental anthropology, as meaning that Kant philosophically attributes the three political ideas of the French Revolution (liberty, fraternity and equality) to the whole human being as such, and not just to the intelligible man.     

The Young Turk Historical Imagination in the Pursuit of Mythical Turkishness and its Lost Grandeur (1911–1914)

Based on a comprehensive reading of the 1912–1914 issues of the journal Turkish Homeland, the highbrow intellectualist periodical of the Turkist intellectuals and the ruling Committee of Union and Progress, this article argues that sublime Turkishness envisaged by the Young Turks can be construed as a character build-up. The article also examines how history was utilized as an arsenal from where the sublime ‘Turkish character’ was extracted in a decade in which interest towards Turkic history burgeoned, arguing that valiant Turkic heroes from the glorious Turkic past were discovered or rediscovered to stand out as exemplary men and epitomes of incorruptibleness inspiring the new youth.

"Natural" death of a person under the care of a custodian

An ambulance service doctor was called to the death of a 76-year-old woman and attested cardiac arrest and psycho-organic brain syndrome as the cause of death on the death certificate. At the second external examination mandatory before cremation, extensive hematomas were detected on the right thorax and multiple haematomas in the face and on the forehead. The autopsy initially ordered by the public health officer revealed serial rib fractures and a fractured skull. After notifying the prosecutor, a forensic autopsy was ordered and death was found to have been caused by fat embolism following massive blunt force to the thorax with serial rib fractures and haematopneumothorax. After that, the adopted son, who had been appointed care custodian for the woman, and his wife were suspected, because they had given contradictory explanations for the injuries. At first, they were only suspected of failure to render assistance, but in the end they were both charged with murder. Only because of the second external examination prescribed by the law still in force could the errors of the improper first external examination be corrected.     

Management of forensic psychiatry patients who refuse medication--two scenarios

An Ohio federal court set Wyatt-type standards for treatment rights of forensic psychiatry patients and ordered legal due process-type hospital hearings to protect patients from what the court considers harmful clinical practices. Experience with this legal method for management of patients who refuse medication is examined for its impact on staff and patient care. Under legal pressure Ohio has built new regional forensic psychiatry hospitals. In one, spurred by legal activism, the prevalence of patients refusing medication has become pandemic. In its typical 16-bed ward, when 2 or more patients refuse medication, danger escalates rapidly for patients and staff. The method adopted to manage these situations is to assess the emergency of danger to patient or others, and if warranted to administer medication despite objections. This emergency management is dramatic in improving patient behavior and defusing milieu tensions. The psychiatrist ordering emergency management, however, faces challenges from several quarters--patient advocates, outside patients' rights legal advocates, and the commissioner of mental health. The clinically managed process contrasts markedly also with the legally imposed one in its impact on the personal and professional integrity of the responsible psychiatrist. Both scenarios illustrate the task yet remaining--integration of the clinical and legal concerns into a multisystem resolution of diverse interests, values, ethics, and rights.
