Existing typologies frequently fail to bring out the extent of the development which has occurred in West European party systems. The purpose of this article is to propose a construction which is specifically applicable to the parliamentary form of government and which is of use in non‐static conditions. Whilst admitting that problems of measurement exist, the principal argument is that a distinction can be made between two levels of cohesion in a party system, the governing and the societal references. Their independent variation provides a typology which is sensitive and well‐articulated. The four major types are discussed and illustrated and some conclusions are drawn concerning the apparantly predominant West European type.  相似文献

We investigated the differential effect of mandatory seat belt laws on seat belt use among socioeconomic subgroups. We identified the differential effect of legislation across higher versus lower education individuals using a difference‐in‐differences model based on state variations in the timing of the passage of laws. We find strong effects of mandatory seat belt laws for all education groups, but the effect is stronger for those with fewer years of education. In addition, we find that the differential effect by education is larger for mandatory seat belt laws with primary rather than secondary enforcement. Our results imply that existing socioeconomic differences in seat belt use would be further mitigated if all states upgraded to primary enforcement.  相似文献

This article reviews the new journal Critical Studies on Terrorism. The fashionable approach that this journal adopts towards the contemporary phenomenon of terrorism maintains that a “critical” and “self-reflexive” approach to the study of terrorism reveals a variety of shortcomings in the discipline. These range from a distorting over-identification with the Western democratic state perspective on terrorism to a failure to empathize with the misunderstood, non-Western, “other.” This review examines whether the claims of the critical approach adds anything, other than pedantry and obscurity, to our understanding of the phenomenon. This paper is a critical review article of Paul Patton's book, Deleuze and the Political , and analyzes the relationship between Deleuze and the 'liberal' tradition of political philosophy. It focuses on three concepts drawn from the liberal tradition - normativity, freedom and judgment - and in each case shows how these concepts are capable of being transformed in light of Deleuze's philosophy. For Deleuze, a truly 'normative' principle must be a principle of creation as well as critique: it must not only provide norms for condemning abuses of power, but also a means for transforming norms that have themselves become abuses of power. From a Deleuzian perspective, the normative is thus seen as the condition for the production of the new. The liberal notion of 'negative freedom' in turn finds itself transformed into the stronger notion of 'critical freedom' (Tully), which entails the freedom to critique and create, to transform (and not merely pursue) one's own interest and desires. This entails, finally, an exercise of a kind of judgement outside pre-existing rules or norms that would be truly creative of the new (e.g. the production of new rights). A concluding section of the concept of the 'social imaginary’ shows how Deleuze's work might contribute to a transformation and rejuvenation of the liberal tradition itself.  相似文献

The Congress for Cultural Freedom was established in June 1950 in West Berlin with the intention of solidifying anti‐communist opinion among Western intellectuals. Despite much having already been written on its history and its relationship with the CIA, there remains a lack of clarity over its early years concerning the extent of the CIA role and the degree to which a coherent ‘strategy’ existed. This article concentrates on the various individuals and groups who were involved in the Congress' origins, and how its purpose and method was consolidated by means of its first major venture after Berlin, the ‘Masterpieces of the 20th Century’ festival held in Paris in May 1952.  相似文献
