Criminology lacks sufficient data for many types of crime that are of great concern to society. This lack of data poses significant problems for determining whether resources are adequate for responding to these crimes or whether programmatic, legislative, or target-hardening efforts to prevent or reduce their occurrence are effective. Inadequate data about crime also produces a selective and incomplete narrative about crime that makes it easier for political and vested interests to exploit public concerns about crime for their own ends. In this address, I discuss what is needed to resolve these gaps and the ways in which criminologists can support a significant expansion of the crime data infrastructure. Such work is necessary to help ensure the future relevance of criminological research. 相似文献

Why are hate crime cases so rarely prosecuted? Most states and the federal government have hate crime laws on their books, yet available data indicate few prosecutions in most jurisdictions. Drawing on case files and interviews with police and prosecutors in one jurisdiction, three institutional impediments to hate crime prosecution are identified: evidentiary inflation, by which law enforcement uses a higher burden of proof than what is required by statute; loose coupling between police departments and prosecutors' offices; and cultural distance between law enforcement and victims. Findings also reveal that advocacy groups and media can successfully increase the visibility of cases and draw the attention of prosecutors. The findings align with aspects of legal endogeneity theory and enhance our understanding of the role of organizations in constructing the meaning of law. The results also help explain why some laws are rarely enforced, even when they have support from key personnel in an organization. 相似文献

Matching dental antemortem (AM) and postmortem (PM) data for human identification is especially challenging when the workforce is limited. Dental hygienists have served mass fatality incidents (MFIs) due to dental-related expertise. However, forensics within dental hygiene education and research on transferable skills is limited. This qualitative balance design study assessed senior dental hygiene students' match accuracy of simulated cases varying in dental identifiers based on AM full mouth series (FMS) radiographs and oral photographs to PM WinID3® odontograms to demonstrate possible disaster victim identification (DVI) transferable skills gained during formal education. A convenience sample of senior dental hygiene students (n = 31) was presented information on WinID3® interpretation, then presented with 5 mismatched cases and asked to visually interpret each to make 10 total matches; five based on AM FMS with simulated PM WinID3® odontograms and five based on AM photographs with PM WinID3® odontograms. Match accuracy scores ranged from 41.9% to 58.1% for cases with 1–10 identifiers, and 77.4% to 93.5% for cases with 11–40 identifiers. Accuracy when matching AM radiographs to PM odontograms versus AM photographs to PM odontograms was compared and revealed no statistical differences in match accuracy depending on image type (p = 0.388 to 1.000). Results of this pilot study suggests transferable match accuracy skills resulted from the participants' dental hygiene formal education. These baseline skills with additional specialized training support the rationale for dental hygienists serving on DVI teams. The cliche that ‘one man's terroirist is another man' freedom fighter’ represents the major dilemma of anti-terrorism policymakers and administrators. The conceptual confusion is further complicated by the ideological orientations and policy interests of the observers. The comparative study of terrorism, however, has provided a conceptual underpinning and does provide the tools for sorting out the biases. This article compares the six principal models of political terrorism and suggests that each in fact describes a distinct form of political violence depending upon the perspective of the observer. Each of the forms of terrorism, moreover, may require a unique set of remedies. Using the widely publicized TWA bijacking during the summer of 1985 as an example, the analysis examines the differences in the American, Israeli, and Lebanese government perspectives and how those differences influenced policymaking. 相似文献
