Blueprint for a Green Recovery

As British Prime Minister Gordon Brown notes in this section, we are witnessing the birth pangs of a new global order in this deepest financial and economic crash since the Great Depression. There will be plenty of pain all around for a while. And when the quarter-century leveraged-debt bubble of the United States—the explosion of which detonated the crash—is finally unwound, the new global balance will favor an Asia flush with cash. The G-20 will replace the G-7 as the executive committee of globalization. And, if wise leadership stays the course, there will be a "green lining" to the recovery as the fiscal stimulus is imbued with an environmental sensibility.     

Security and Freedom on the Fulcrum

ABSTRACT

Counterterrorist arguments that justify the erosion of individual rights frequently depend on the claim a balance can—and should—be struck between security and freedom. But this analogy, under both consequentialist and rights-based analysis, is at best misleading and at worst structurally wrong. Calculations from utility resting on the immediate dangers posed by terrorism do not give appropriate weight to (a) the long-term effects of inroads into individual rights, (such as individual harm, blocked political, social, and legal mechanisms), and (b) precedent-setting in a tightly-interwoven structure of individual rights and state power. Constitutive rules further delimit the types of measures that can be introduced, regardless of the “tradeoffs” considered in balancing security and freedom. In the rights-based realm, arguments related to expanded state powers, distributive justice, and practical effect undermine the analogy.     

The RWJF Reclaiming Futures Initiative: Improving Substance Abuse Interventions for Justice‐Involved Youths

Juvenile justice systems in the United States do not always respond effectively to substance abuse problems among young offenders. In 2002, the Robert Wood Johnson Foundation launched a 10‐community demonstration project to address this problem. Reclaiming Futures (RF) relies on community partnerships to improve treatment quality, strengthen local leadership, expand inter‐organizational collaboration, and create systems of shared performance management. The initial findings of a cross‐site evaluation suggest that Reclaiming Futures is yielding important and positive change. Bi‐annual surveys of key informants measure the quality and integration of juvenile justice and substance abuse treatment systems in each community. Of 13 indices measured by the surveys, 11 showed significant improvements between 2003 and 2005.
