This article analyzes the exclusion-amid-inclusion of “Others” within territorial power-sharing arrangements. While territorial power-sharing is often used to accommodate national minorities, it risks excluding non-dominant minorities at sub-state levels of governance. The article charts how negotiated settlements have addressed this dilemma by formally acknowledging the plurality of non-dominant minorities within territorial power-sharing arrangements, including de facto minorities and other “non-aligned” or less politically relevant minorities. Using the PA-X Peace Agreements Database, this article conducts a qualitative content analysis of 1518 peace agreements from 1990-2016, to shed light on the EAI dilemma within negotiated settlements in divided societies.  相似文献

Modest levels of female representation at the House of Commons are in sharp contrast to the Nordic‐levels of representation achieved in the Scottish Parliament and the National Assembly for Wales since devolution in 1999. One apparent advantage of devolution is the opportunity that it provides for lesson‐learning across jurisdictions. This article offers six lessons on women's political representation—three positive and three negative—drawn from the experience of devolution in Scotland and Wales. We draw conclusions from these lessons, including the need to keep parties under scrutiny to ensure they deliver on their rhetorical commitments. We also postulate that gender equality might prove too important to be left to political parties and consider whether there is a need to consider stronger measures such as mandatory quotas.  相似文献

Research Summary: This research uses data from the National Crime Victimization Survey to test whether legislation affects domestic violence, police involvement, and arrest. Findings suggest that most laws do reduce the chances of family or intimate violence. Fewer appear to influence police involvement, and none relate to more arrest. This suggests that laws may deter would‐be offenders from harming family and partners. Policy Implications: The findings suggest that states should continue to aggressively pursue domestic violence offenders. However, local officials should recognize that mandatory arrest laws could reduce the number of cases that enter the system. Further, more protection should go toward victims when the state awards them custody of the children.  相似文献

This article presents data from the completed first wave of a multiwave comparative study of crime, danger, and informal social control that focuses on youth living in three high‐crime neighborhoods in Philadelphia, PA (N= 147). The study is a purposive sample of delinquent and nondelinquent young men and women in one predominantly African‐American, one predominantly Latino, and one predominantly white neighborhood, and researchers have completed in‐depth interviews and self‐reports with each subject. This article focuses on the narratives that youth living in high‐crime neighborhoods build around their contact with police and the strategies the young people propose for crime reduction in their communities. The data illustrate that most youth in each neighborhood are negatively disposed toward police and that this is grounded in the lived experience of negative encounters with law enforcement. However, when youth expounded on what they thought would reduce crime, they overwhelmingly chose increased and tougher law enforcement. We analyze these findings to determine whether support exists for a subcultural approach or a cultural attenuation/procedural justice argument, and we explore the implications of our findings for community‐based crime control.  相似文献

This research attempts to elaborate a routine activity model of violent victimization by incorporating an explicit rational choice perspective on potential targets’ decision making to avoid violent encounters. We propose that the costs associated with a violent attack and the probability of offender retaliation depend on whether the offender's targeting strategy is opportunistic or deliberate—a function of the relational distance between the offender and target. Specifically, we propose that victim efforts to limit exposure to an offender may motivate a violent retaliatory response when the victim and offender are intimates compared to when they are strangers. We develop hypotheses based on these ideas and test them using data from the National Crime Victimization Survey (1992–2000). The results suggest that female targets are more sensitive to an offender's targeting strategy than are males. We conclude with a discussion of how knowledge of the potential risk of violent retaliation on the part of intimate and spousal offenders can be used to create more efficacious policies to protect victims of violence.  相似文献

Using data that combines information from the Federal Aviation Administration, the RAND Corporation and a newly developed database on global terrorist activity, we are able to examine trends in 1,101 attempted aerial hijackings that occurred around the world from 1931 to 2003. We have especially complete information for 828 hijackings that occurred before 1986. Using a rational choice theoretical framework, we use continuous‐time survival analysis to estimate the impact of several major counterhijacking interventions on the hazard of differently motivated hijacking attempts and logistic regression analysis to model the predictors of successful hijackings. Some of these interventions use certainty‐based strategies of target hardening to reduce the perceived likelihood of success. Others focus on raising the perceived costs of hijacking by increasing the severity of punishment. We also assess which strategies were most effective in deterring hijackers whose major purpose was related to terrorism. We found support for the conclusion that new hijacking attempts were less likely to be undertaken when the certainty of apprehension was increased through metal detectors and law enforcement at passenger checkpoints. We also found that fewer hijackers attempted to divert airliners to Cuba once that country made it a crime to hijack flights. Our results support the contagion view that hijacking rates significantly increase after a series of hijackings closely clustered in time—but only when these attempts were successful. Finally, we found that the policy interventions examined here significantly decreased the likelihood of nonterrorist but not that of terrorist hijackings.  相似文献

As British Prime Minister Gordon Brown notes in this section, we are witnessing the birth pangs of a new global order in this deepest financial and economic crash since the Great Depression. There will be plenty of pain all around for a while. And when the quarter-century leveraged-debt bubble of the United States—the explosion of which detonated the crash—is finally unwound, the new global balance will favor an Asia flush with cash. The G-20 will replace the G-7 as the executive committee of globalization.
