水资源所有权配置理论与立法比较法研究

我国现行立法将水资源国家所有权确立为唯一的水资源所有权形式,理论界普遍认为这符合国外理论通说和立法通例.国外理论通说和立法通例是:根据水资源的流动性自然特性、土地所有权归属、水资源与土地的关系,依据法学和经济学等学科的相关理论,将水资源所有权配置给国家、各类地方结构体和私人.我国应借鉴国外理论成果和立法经验,赋予农村集体经济组织水资源所有权主体资格,并明确界定水资源国家所有权和集体所有权的客体范围.

中国韩国学研究的现状、特征与趋势——基于1998～2010年CSSCI数据

当前,韩国学研究已成为国内重要国别研究领域。本文运用文献计量学的方法,对1998～2010年间CSSCI数据库收录的韩国学论文数量与被引频次数量、合作论文比重与性质、作者机构分布、发文前10个单位分布、第一作者所属地区分布、发文期刊数量及载文量前10个期刊分布等进行统计,从各学科论文、作者及期刊三个方面解析国内韩国学研究现状与特征,把握其发展趋势,为国内韩国学研究的发展提供借鉴,推动国内韩国学研究更好地服务于我国经济社会发展。     

Sensitive determination of barbiturates in biological matrix by capillary electrophoresis using online large-volume sample stacking

In China, some forensic cases are caused by barbiturates. Thus, the determination of trace level barbiturates in body fluid is important for the poisoning investigation. In this study, an online large-volume sample stacking (LVSS) with polarity switching in capillary electrophoresis (CE) was applied for the sensitive determination of barbiturates. This technique involves injecting a large volume of sample into a capillary and removing the sample matrix plug out of the capillary by reversing the polarity. Quantitation limit obtained was 0.048, 0.057, 0.039, and 0.015 μg/mL for secobarbital, amobarbital, barbital, and phenobarbital (signal-to-noise ratio = 9). By using LVSS, the stacking was simply achieved at 171.7-, 169.7-, 202.7-, and 169.1-fold for the above four barbiturates. The relative standard deviation values of intraday and interday were <2.11% and 4.69%, respectively. Recoveries were ranged from 83.7 to 105.2%. Finally, the trace analysis method was applied to the analysis of real forensic specimens and has achieved satisfactory results.     

Forensic Identification Using a Multiplex Assay of 47 SNPs*

Abstract: As a powerful alternative to short tandem repeat (STR) profiling, we have developed a novel panel of 47 single nucleotide polymorphisms (SNPs) for DNA profiling and ABO genotyping. We selected 42 of the 47 SNPs from a panel of 86 markers that were previously validated as universal individual identification markers and identified five additional SNPs including one gender marker and four ABO loci. Match probability of the 42 validated SNPs was found to be 9.5 × 10^?18 in Han Chinese. SNP analysis correctly assessed a panel of historical cases, including both paternity identifications in trios and individual identifications. In addition, while STR profiling of degraded DNA provided information for 11 loci of 16 potential markers with low peak intensities, SNPstream^® genotyping was sufficient to identify all 47 SNPs. In summary, SNP analysis is equally effective as STR profiling, but appears more suited for individual identification than STR profiling in cases where DNA may be degraded.
