论不针对第三方原则对两岸建立军事安全互信机制之适用

两岸军事安全互信机制是一个比信心建立措施内涵更深、外延更广的概念.在两岸探讨建立军事安全互信机制的过程中,第三方的可能影响不容忽视,必须确立不针对第三方原则,并在机制的协商过程中和协议文本中以明示和暗示的方式予以体现,以澄清两岸军事安全互信机制的单纯性、防御性和透明性特征,化解相关国家或地区的疑虑,为两岸探讨建立军事安全互信机制营造一个相对有利的内部和外部环境.
