The 2007 Scottish Local Government Elections saw the first large scale use of the Single Transferable Vote (STV) in a mainland election in Britain. This presented a range of challenges for Scotland's political parties, more familiar with campaigning under first-past-the-post or the Scottish parliament's semi-proportional Additional Member System (AMS). Most crucially, STV meant the parties had to come to terms with multi-member wards and the transferral of votes between parties. Following a short discussion of the results of the STV elections, this article assesses evidence on how the parties adapted to the new electoral system, focussing particularly on candidate and campaign strategies. The article argues that Scotland's parties showed some, but limited, signs of adapting to new electoral conditions. Rather than strategic adjustment, an element of 'hoping for the best' was evident in all parties. 相似文献

Criminologists have long recognized that whether one perceives a sanction as fair or unfair influences the deterrent success of sanctions and the legitimacy afforded to legal authority. Unfortunately, although several scholars have claimed that individual characteristics influence how sanctions are interpreted, very little research has explored the individual factors that influence how one perceives sanctions to be fair/unfair. In this study, we take Gottfredson and Hirschi's notion of self-control and use it to explain, in part, whether an individual perceives a sanction as fair/unfair. We also examine how sanction perceptions and low self-control influence the perceived anger that may result from being singled out for sanctioning and whether self-control conditions the relationship between perceptions and anger. Our results suggest that individuals with low self-control are more likely to perceive sanctions as unfair, that unfair sanctions and low self-control lead to perceived anger for being singled out for punishment and that self-control conditions the effect of unfair sanction perceptions on perceived anger. This article examines the consequences of a clash between police officers' expectations of street-level discretion and supervisors' constraints on such discretion. Two hypothesized consequences are examined: police officer alienation from the citizenry and police officer disaffection with the department. Both attitudinal data (from a survey of police officers) and behavioral data (from direct observation of police officers on patrol) are used. The data show some support for the hypothesis that disaffection with the department is a consequence of the discretion-constraint clash, but no support of alienation from the citizenry as a consequence. Rather, the data suggest that officers back away from discretion in situations where the public is perceived to be hostile and where supervisors reinforce that perception by active monitoring of police-citizen encounters. 相似文献
